    Finding
DANFS record for this hull: namesake Pharmacist's Mate Third Class Richard Patrick Jobb (born McCormick, Wash., 17 March 1920; enlisted 28 February 1942; killed 26 January 1943 near the Namara River, Guadalcanal, after rushing 150 yards through enemy fire to aid a patrol's wounded; posthumous Silver Star). Spec block: Rudderow class; 1,450 t; 306 ft; 36 ft 10 in beam; 9 ft 8 in draft; 24 kt; complement 186; 2x5in, 4x40mm, 10x20mm, 3x21in tt, 2 dct, 8 dcp, 1 dcp (hh). Laid down by Defoe Shipbuilding Co., Bay City, Mich., 20 December 1943; launched 4 March 1944, sponsored by Mrs. S. L. Jobb (mother); commissioned at New Orleans 4 July 1944, Lt. Comdr. Herbert M. Jones in command. Service: Bermuda shakedown; Atlantic hunter-killer patrol group; hurricane forced her back to Norfolk 13-15 September 1944; sailed 23 October via Panama Canal and Bora Bora to Humboldt Bay, New Guinea (21 November); convoy escort to Leyte Gulf 28 November; screened a slow tow convoy to Mindoro from 12 December, shooting down at least two attackers in the following days' raids; Hollandia 28 December; convoy to newly assaulted Lingayen Gulf 8 January 1945; struck a reef in the Philippines 16 January - repairs at Leyte Gulf then propeller work at Manus; February 1945 Philippine convoy escort (Palawan, Mindoro, Mindanao); departed Morotai 4 June for the Brunei Bay, Borneo landings (patrolled 10 June); resupply convoy from Morotai; repairs at Leyte from 8 July; antisubmarine patrol Philippines-Ulithi to war's end; Okinawa 23 August 1945, then occupation duty between island bases; Pearl Harbor 31 December; San Francisco 9 January 1946; San Diego - decommissioned 13 May 1946, Pacific Reserve Fleet, berthed at Stockton, Calif. 'Jobb received three battle stars for World War II service.' Transcriber's note (per Bauer & Roberts, Register of Ships of the U.S. Navy 1775-1990, p. 234): contract reallocated before construction from the Philadelphia Navy Yard on 9 October 1942; stricken from the Navy Register 1 November 1969; sold October 1970.

    Limitations
DANFS documents namesake, construction, specifications, and service history - not materials or asbestos content. Entry was written while the ship was still in reserve ('At present she is berthed at Stockton, Calif.'), so post-1970 disposition rests on the bracketed transcriber's note from Bauer & Roberts. Limitations
Volunteer-maintained photo archive - lead-level, unverified against USN/NHHC/NARA originals. Its '13 - 15 December 1945' date for the two Mindoro aircraft kills conflicts with the DANFS narrative sequence (the tow convoy and raids occurred 12-15 December 1944; by late December 1945 the ship was at Pearl Harbor en route home) - carried as a NavSource typo in gaps. Complement (12/192) differs from both DANFS (186) and the BuShips TEV design accommodations (15/206) - all three carried with attribution. Nothing on materials aboard.

    Finding
Era/design inference for a TEV-group destroyer escort built at Defoe/Bay City in 1943-44: the BuShips Ships' Data design table (p. 234, design group 3 = 'TEV = Turbine electric drive, 5 in. guns') specifies for the class 306 ft oa, 1,450 t standard / 1,810 t full load, 23.6 kt, and a full superheated-steam plant - 2 'D' express-type boilers at 435 psi / 750 deg F feeding GE turbo-electric machinery at 12,000 shp on 2 shafts - one of only two DE designs so equipped (with the Butler WGT class), so the heavy steam-ship asbestos categories apply at design level: boiler and fireroom insulation, steam-line lagging between fireroom and turbo-generators, turbine lagging, valve/flange gaskets, machinery packing, fireproofing, and deck coverings. Boiler manufacturer for this hull's block: the navypedia block map assigns Combustion Engineering boilers to 'DE230, 231, 684-686, 706-709' (covering DE-707), consistent with NavSource's '2 CE boilers' spec line for this hull. Documented repair events with plausible but unverified materials significance: Leyte Gulf repairs January 1945 (reef strike) and July 1945, and propeller work at Manus - venues identified but no work-order or material detail public.

    Limitations
Class/era inference only - not a ship-specific finding; no member-level asbestos record exists for this hull. The boiler-manufacturer attribution is navypedia-sourced (NavSource-concurring) and unverified against contract documents. Establishes no quantities, no locations, and no exposure for any individual. BuShips table is design-group data (group 3 covers all TEV hulls), not a hull-level material schedule.

CourtListener sweep (partial): exact-phrase opinion search '"USS Jobb"' (type=o) returned 0 results on 2026-09-29 - no opinion naming this vessel located. The hull-number opinion query '"DE-707"' and the RECAP-docket queries for name and hull number could not be completed: the fleet-shared CourtListener request budget (~114/hr across all sessions) returned 'momentarily spent' on spaced retries through the session and the helper stood down per pacing rules. No qualifying asbestos litigation naming this hull was located in the completed portion of the sweep.

Sweep is partial: one opinion query completed clean (0 results); the hull-number opinion query and both RECAP-docket queries remain unrun, so absence of litigation is NOT fully established - docket-text mentions in particular are not ruled out. 'Jobb' is a rare surname (low collision surface) but any future hit still requires collision classification rather than automatic attribution. The sweep does not cover state-court records, asbestos-trust claims, or non-U.S. jurisdictions.

    Finding
No qualifying ship-specific asbestos record located: no ACM survey, abatement contract, hazmat disclosure, material-condition report, museum record, or docketed case naming this hull was found in the public sources searched. The hull had no preservation era - sold for scrapping October 1970 after strike 1 November 1969 - so no museum or memorial disclosure can exist. The only public asbestos claims about this hull are law-firm marketing pages (asbestos-ships.com runs a templated 'USS Jobb DE-707' page asserting unsourced boilerplate exposure claims) - excluded per source rules and logged in the report, not evidence.

Absence of a located public record does not prove absence of asbestos aboard - a 1943-44 steam-plant hull with documented repair periods would have carried era-standard materials, which is why the class/era inference row exists. Does not establish or defeat any claim of exposure or legal eligibility. Scrapping-era records (buyer, dismantling site) are not located in public sources.

Primary holdings likely to contain hull-level material information exist but were not pulled: BGSU HCGL's Defoe Shipbuilding collections are the builder-yard paper record for the hull's construction (Defoe yard hull 00280 per the navypedia yard-number column); NARA RG 19/RG 24 hold the contract specifications and the full 1944-46 deck-log run covering the two Leyte repair periods and the Manus work; the 1970 disposal-sale file would name the scrapping buyer. Finding
The exhibit list in a sister-class destroyer-escort asbestos case (naming USS Brannon, DE-446, John C. Butler class) identifies the era's controlling Navy insulation documents relied on in DE litigation: 'Bureau of Ships Manual, Chapter 39, Thermal Insulation, NAVSHIPS 250000(39), dated 24 August 1945'; 'Navy Department Specification, Felt, Insulating, Asbestos, 32F3a, dated 15 October 1945'; 'General Specifications for Machinery - Subsection S39-1, Navy Department, Bureau of Engineering, dated 3 Feb 1939'; 'Instructions Relative to Heat Insulation' (BuEng Manual ch. 13). These are the document suite a hull-level material inquiry for a steam DE would pull first.
