- Finding
- This hull is named in United States statute twice. P.L. 106-65 Sec. 1018(a)(9): 'The Secretary of the Navy is authorized to transfer to the Government of Turkey the "OLIVER HAZARD PERRY" class guided missile frigates FLATLEY (FFG 21) and JOHN A. MOORE (FFG 19). Such transfers shall be on a sale basis under section 21 of the Arms Export Control Act (22 U.S.C. 2761).' P.L. 106-280 Sec. 601(d) separately authorized the same two frigates to Turkey on a combined lease-sale basis under AECA sections 61 and 21. Statutory naming establishes hull identity, class, and the disposal mechanism (foreign sale, not donation or scrapping).

- Documents hull identity and transfer authority only; says nothing about materials aboard, asbestos, or the ship's service history. Sale-basis transfer means no public donation-condition hazardous-materials disclosures exist for this hull. P.L. 106-280 was enacted 2000-10-06, after the 2000-09-01 transfer - P.L. 106-65 is the operative pre-transfer authority.

- Finding type

- Finding
- An official U.S. Navy command history names this hull on active operations in the Persian Gulf in March 1988: USS Gary relieved 'USS JOHN A. MOORE (FFG 19)' as Southern Link Control Ship (NTDS link control for U.S., British, French, and Italian units); Gary also received Army AHIPS (Advanced Helicopter Improvement Program) aircraft and personnel from USS Wainwright for further transfer to USS John A. Moore, and conducted a night VERTREP of nine pallets of equipment and supplies in that connection. Places FFG-19 in the Persian Gulf convoy-escort force during the Earnest Will era.

- Chronology for this hull: building contract awarded 28 February 1977 (FY77 program) to Todd Shipyard Corp., Los Angeles Division, San Pedro, CA; keel laid 19 December 1978; launched and christened 20 October 1979, sponsored by Mrs. Virginia S. Moore; commissioned 14 November 1981 at Naval Station Long Beach, CA, Cmdr. Alan W. Swinger in command, assigned to Destroyer Squadron 17; assigned to the Naval Reserve Force 30 January 1987; homeported Long Beach until early 1994, then San Diego; decommissioned and struck from the Naval Vessel Register 1 September 2000 at San Diego after 18 years 10.5 months of service; sold to Turkey and recommissioned as TCG Gediz (F-495).

- Limitations
- Secondary compilation, not an official record - no DANFS entry exists for this hull (NHHC 404s on all URL patterns), so NavSource is the most complete consolidated chronology available; dates are corroborated by the statutes naming the hull (ev-01), the NHHC Gary command report (ev-02), Turkish press (ev-04), and official U.S. Navy photo captions it indexes. Single-source details: commissioning CO name; NRF assignment 'at San Diego.' Wikipedia's article text gives a conflicting laid-down date of 19 September 1978 - 19 December carried per NavSource and the DE/FFG lineage table.

Edward Moore Jr. attending; the sixth Perry-class frigate transferred to Turkey; reported sale price USD 29 million (reduced from an earlier USD 60 million figure after the August 1999 earthquake).

- Locator
- HRD-80-2 body, asbestos-use-in-Navy-ships section (fieldwork: Long Beach and Norfolk Naval Shipyards)
- Finding type
- gov_survey
- Finding
- The Navy advised GAO that 'although product specifications for thermal insulation had been changed in 1973 to specify the use of asbestos-free materials, asbestos materials had already been purchased and in some cases installed in ships under construction. Therefore, some ships were delivered with asbestos insulation as late as May 1978.' This hull was laid down in December 1978 and delivered/commissioned in 1981 - after the Navy's stated last delivery date for asbestos-insulated new construction. The same report documents the phase-out regime: October 1975 policy of removing/replacing only damaged insulation, modified January 1979 to selective replacement in high-maintenance areas, and acknowledgment that a few shipboard applications still lacked asbestos-free substitutes.

Suggestive of reduced asbestos scope for this hull relative to steam-era ships, not proof of absence. gao.gov returns HTTP 403 to automated fetches; quotation verified via search-indexed PDF text - full-text pull remains an open lead.

- Finding type

- Finding
- Class specifications for the Oliver Hazard Perry (FFG-7) class to which this hull belongs: two General Electric LM2500 gas turbines, 41,000 shp, single shaft; short-hull units (incl. FFG-19) 445 ft, one SH-2F LAMPS I helicopter; crew figures 'ACTIVE: 13 Officers, 287 Enlisted; NRF: 83 Active, 76 TAR, 57 SELRES' - the Naval Reserve Force manning figure applies to this hull after its January 1987 NRF assignment. Asbestos relevance: gas-turbine propulsion means no boiler plant and none of the boiler-room insulation inventory typical of steam combatants.

Documents the facility workforce and conditions during the build: 72 painters employed, abrasive blasting performed, coating materials in five categories (epoxy, conventional, zinc, antifouling, thinners), and an 'extensive respirator program'; investigators recommended the yard for a full industrial-hygiene study of the painting trades.

- Absence of a located public record does not prove absence of asbestos aboard - it establishes only that none was located in digitized public sources. The GAO era data (ev-05) suggests this hull was delivered after the Navy's asbestos thermal-insulation cutoff, but residual and later-installed applications are unaddressed. Does not establish or defeat any claim of exposure or legal eligibility.
