DANFS record for this hull: third ship to carry the name John Rodgers, named for Commodore John Rodgers (1772-1838), Rear Admiral John Rodgers (1812-1882), and Commander John Rodgers (1881-1926); laid down 12 August 1976 at Pascagoula, Miss., by Ingalls Shipbuilding Division of Litton Industries; launched 25 February 1978; christened 18 March 1978, sponsored by Mrs. Mary T. Alger Smith; commissioned at the building yard 14 July 1979, Cmdr. Michael H. Loy in command. Specifications block: displacement 7,800; length 563'4"; beam 55'; draft 29'; speed 30+ knots; complement 268; armament 2 5-inch guns, Mk-122 ASROC, Mk.29 IPDMS NATO Sea Sparrow, 6 Mk.32 torpedo tubes; 2 UH-2 or 1 SH-3D helicopter; class Spruance. Finding type
    gov_survey
    Finding
Ship-specific government record: the Navy's enclosure lists 'JOHN RODGERS 983' (START 10/75, DEL. 9/79) in the DESTROYER - DD table inside the 'Asbestos-free thermal insulation' annotation block spanning DD-974 through DD-992 (the label is vertically centered on the JOHN RODGERS row, the middle of the 19-row block). A printed rule under JOHN YOUNG (973) ends the bracketed 'Asbestos thermal insulation' block covering DD-963 through DD-973 - the 'first eleven of our new DD 963 class ships' the accompanying letter says were delivered with asbestos insulation 'as late as May 1978.' JOHN RODGERS falls outside the asbestos-insulation group; the table classes her thermal insulation as asbestos-free. The same letter states 'Each ship has several types of asbestos containing materials installed' among the listed ships and that 'all ships presently in service contain some quantity of asbestos.'

    Population
    Ingalls construction trades 1976-1979; ship's company 1979+
    Limitations
The annotation addresses thermal insulation only - the major shipboard asbestos application per the letter. It does not state that DD-983 carried no asbestos: the letter's 'several types of asbestos containing materials installed' and 'all ships presently in service' statements describe other applications (gaskets, packing, deck/floor tiling, resistor bodies, galley-range cabling, brakes/clutches) at fleet level, not itemized per hull, and DD-983 was under construction (not yet in service) at the letter date. The table's START column (10/75) precedes the keel-laying date (8/12/1976, NVR) and DEL. (9/79) postdates the actual delivery (6/25/1979, NVR) - likely contract/fabrication start and projected delivery at the January 1979 letter date; carried in gaps. Does not address later modifications, overhauls, or what remained at scrapping. Verified from the scanned PDF (26 pp.): pdftotext extraction plus a 300-dpi render of enclosure p. 8 (PDF p. 18) - pixel-level check confirms no rule under NICHOLSON 982 and the label centered on the JOHN RODGERS row. Finding
Program-level context for the same record: GAO reported that Navy ships had multiple asbestos-containing applications - besides thermal insulation for machinery, equipment, and piping, the report names asbestos in electrical resistors, deck/floor tiling, galley-range cabling, piping gaskets and packing, and equipment brakes and clutches. The CNO letter describes the Navy's October 1975 policy (NAVSEAINST 5100.2: remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for repairs) and notes non-asbestos substitutes approved for thermal insulation include calcium silicate (with non-asbestos fillers), fibrous glass, refractory felt, elastomeric foam, and cellular glass.

    Limitations
Fleet/program-level statements, not hull-specific findings: these passages describe Navy-wide applications and policy and do not establish which products were aboard DD-983 or in what locations or condition. The 'all ships presently in service contain some quantity of asbestos' statement describes the fleet as of January 1979; DD-983 was under construction at that date and delivered June 1979.

Archival lead: NARA holds U.S. Navy deck logs (RG 24) as the ship's contemporaneous operational record. For a 1979-1998 hull, only the earliest logs fall near the Vietnam-era digitization window (~through 1978); DD-983's logs reside at Archives II, College Park, with digitized coverage unverified. Deck logs and associated maintenance/availability records are the likeliest primary sources for in-port periods, yard availabilities, and any shipboard material or insulation work references.

Negative finding: beyond the GAO/Navy thermal-insulation listing (ev-02), no hull-specific asbestos survey, abatement work package, material inventory, industrial-hygiene survey, or scrapping/dismantling hazardous-materials record for DD-983 was located in public sources. Nothing located documents non-thermal-insulation ACM aboard this hull, additions or removals during the 1984-85 Ingalls overhaul or 1991-92 Metro Machine overhaul, or hazmat handling during the 2005-2006 dismantling at International Shipbreaking, Brownsville.

CourtListener sweep results: opinion-type 'USS John Rodgers' returned 16 hits, all non-asbestos - court-martial (United States v. Murray, N.M.C.C.A. 2019; United States v. Hagee 1993; United States v. Collins 1978/1979), criminal (United States v. Farhane, Sabir, Hasan), contract/antitrust (Fischbach & Moore; CFTC v. R.J. Alabama DOC; Reedhycalog v. Baker Hughes). Opinion-type 'DD-983' returned 1 hit: Strickland v. United States, 69 Fed. Cl. 684 (2006), a military records/pay case - non-asbestos. Opinion-type 'John Rodgers' + asbestos returned 0. Docket-type 'USS John Rodgers' returned 397 loose-token hits with no asbestos pairing ('USS John Rodgers' + asbestos = 0 dockets; 'aboard USS John Rodgers' = 0); 'DD-983' returned 10 dockets, all name collisions (Deepwater Horizon MDL, Madoff SIPA, Seroquel MDL pagination, copyright, civil rights, real property); 'DD-983' + asbestos = 0; 'John Rodgers' + asbestos returned 16 dockets including asbestos-suitNature dockets (Pelton v. John Crane, N.D. Ill. 1:21-cv-04316; Wagner v. A.C. and S., E.D. Pa. 2:07-cv-66104) whose hull attribution was not verified at document level - the phrase-plus-asbestos query returning zero indicates no indexed docket pairs the exact ship name with the asbestos token, consistent with personal-name collisions. 'USS John Rodgers' + navy sailor returned one docket - Hornsby v. United States, E.D. Va. 2:22-cv-00427, a Longshore and Harbor Workers' Compensation Act death case arising aboard USS McFaul at the Metro Machine/General Dynamics NASSCO-Norfolk shipyard in 2021 (resolved via case summaries) - other litigation, not this hull and not asbestos. Pelton and Wagner dockets matched loose-token name queries and remain unverified at document level - their role (ship-list allegation vs. personal-name collision) is unresolved; the zero-return phrase-plus-asbestos queries make qualifying matches unlikely but do not exclude unindexed or differently-phrased references.
