- DANFS record for this hull: name assigned to DE-552 30 Nov 1943, cancelled 10 Jun 1944, reassigned to DD-713 8 Jul 1944; launched 17 Jun 1945 by Federal Shipbuilding & Drydock Co., Kearny, N.J., sponsored by Elizabeth Speissegger Bailey (widow of Maj. Bailey); commissioned 31 Jul 1945, Comdr. G. H. Richards, Jr. in command. Caribbean shakedown; Atlantic ops out of Newport and Norfolk; South America cruise 13 Feb - 26 Mar 1947; first Mediterranean deployment from 10 Nov 1947 (Greek coast patrol Dec 1947 - Jan 1948); Mediterranean Jan - May 1949 (Israel truce, Trieste) and 3 Sep 1951 - 4 Feb 1952; entered Boston Naval Shipyard 2 Dec 1952 for conversion to radar picket destroyer, decommissioned 22 Dec 1952; redesignated DDR-713, recommissioned 29 Aug 1953 (Comdr. W. D. Gaddis); Newport-based 6th Fleet deployments 1954, Nov 1955 - Mar 1956 (Red Sea patrol Feb 1956, Suez crisis), Apr 1957 (Jordan), 2 Sep 1958 - 28 Mar 1959 (Lebanon operations); homeport shift to Mayport 16 Jun 1959; Charleston Navy Yard 26 Jan 1960 for 9-month FRAM II overhaul (new radar, sonar, communications), returned to Mayport 27 Oct 1960; Guatemala/Nicaragua barrier patrols Nov - Dec 1960; Mediterranean deployment from 9 Feb 1961 and four more within four years; returned from last listed deployment 26 Oct 1966; entered Charleston, S.C., for overhaul 12 Apr 1967 (narrative ends fall 1967). Bracketed DANFS note: struck from the Navy list 1 Feb 1974 and sold to Iran for spare parts 13 Jan 1975.

- Limitations
- DANFS documents service history and specifications, not materials or asbestos content. The entry text ends in fall 1967 - it does not record the 1 Jan 1969 reversion to DD-713 or the 20 Jan 1970 final decommissioning (both carried from secondary compilations, see ev-02). DANFS does not state the laying date (21 Sep 1944 carried from NavSource/generalstaff lineage). Mirror transcription cited because the live NHHC page returns 404; Wayback capture of the canonical NHHC URL verifies identical text.

- Finding type

- Finding
- Secondary compilations supply the dates DANFS omits or postdates its narrative: laid down 21 Sep 1944 by Federal Shipbuilding, Kearny N.J.; reclassified DDR-713 on 9 Apr 1953; FRAM upgrade completed Oct 1960; reclassified DD-713 on 1 Jan 1969; decommissioned 20 Jan 1970; stricken 1 Feb 1974; transferred to Iran 13 Jan 1975, fate 'cannibalized for spare parts.' Both sources agree; the stricken/sale dates match the bracketed DANFS note exactly.

- Limitations
- Reputable secondary compilations, not primary documents - NavSource photo index and the generalstaff.org lineage compilation agree with each other and with DANFS where overlapping, but the 20 Jan 1970 decommissioning and 9 Apr 1953 / 1 Jan 1969 reclassification dates rest on these compilations alone (one divergent secondary - navalcovermuseum.org - reads 'decommissioned April 2 1970,' likely postmark-derived; carried in gaps). NVR detail page for DD-713 exists but is unpopulated (pre-1987 disposal). No asbestos content.

[4]DANFS specifications block (Gearing class; 35 kt) + gearing-class.class.json + Atlas shipyard dataset (federal-shipbuilding-kearny, boston-naval-shipyard, charleston-naval-shipyard records) [other_primary]
- Locator
- DANFS specifications block; shipyards.json records; gearing-class.class.json machinery background
- Finding type
- asbestos_application
- Finding
- Era/yard inference: a Gearing-class destroyer built 1944-45 with the class-standard four-boiler superheated steam plant (4 Babcock & Wilcox boilers, 2 GE geared steam turbines, 60,000 shp) falls inside the Navy's documented peak asbestos-insulation era; period-standard applications for the class include boiler casing and fireroom insulation, steam-pipe lagging, turbine lagging, valve/flange gaskets and packing, forced-draft blower insulation, fireproofing, and deck coverings. Three documented yard availabilities - Boston Naval Shipyard DDR conversion (Dec 1952 - Aug 1953), Charleston Navy Yard FRAM II (Jan - Oct 1960), and Charleston overhaul (from Apr 1967) - are windows when era-standard insulation disturbance would have occurred aboard this hull. Builder Federal Shipbuilding Kearny and both overhaul yards are documented in the Atlas yard dataset.

- Limitations
- Class/era and builder-yard inference only - no ship-specific finding exists for this hull (see ev-05 negative finding). This row contextualizes research priority; it does not establish asbestos was present aboard DD-713, any quantity, or any individual exposure.

[5]Goodrich v. Air & Liquid Systems Corp., Omnibus Opinion and Order, ECF No. 171, E.D. Va. No. 4:17-cv-00009 (Sept. 28, 2018) [court_record]
- Locator
- Omnibus opinion pp. 12, 19, 31 (per gearing-class.class.json row ev-gearing-class-04; ECF 171)
- Finding type
- asbestos_application
- Finding
- Published federal omnibus opinion recites class-level documentation covering the Sumner/Gearing destroyer machinery this hull carries: 'an engineering drawing for the insulation and lagging of forced draft blower turbines for the class of destroyers (DD 692, USS Allen M. Sumner class), within which the USS Harlan Dickson fell, specifies the use of amosite felts and asbestos cloths' and an expert report estimating 'a partial tally of the weight of the asbestos-containing thermal insulation and lagging products in the fire ... and engine rooms of a ship belonging to the USS Allen M. Sumner (DD 692) and USS Gearing (DD 710) classes of destroyers is 30.3 tons.'

- Population
- Destroyer fire/engine-room crews (class context)
- Limitations
- Litigation-record recital of an expert report (McCloskey) and a Navy engineering drawing - the drawing covers the DD-692 Sumner-class machinery group shared by Gearing hulls; the 30.3-ton figure is an expert partial tally for fire/engine rooms, not a classwide ship inventory and not an adjudicated finding. The opinion does not name DD-713. Underlying exhibits not retrieved from RECAP. Class/era context only. This session did not re-pull the docket - verification rests on the class file's documented OCR review of ECF 171 on 2026-09-16 (row ev-gearing-class-04).

- Finding type

- Finding
- No qualifying asbestos litigation naming this hull located in CourtListener opinion or RECAP docket indexes: exact-phrase 'USS Kenneth D. Bailey' returns zero dockets; 'Kenneth D. Bailey' name hits in opinions (2) and dockets (15) are all collisions with individuals bearing the name, not the vessel; the 'DD-713' hull-number sweep returns 10 dockets, all identifier collisions (Ohio license-plate lists in Wonser/Saki v. Norman, a fax number 'dd 713.546.5663' in the Roundup MDL, Bates/ID strings in LTL Management, Oracle v. Rimini, Boeing securities, and others) - none names the vessel; the 'DDR-713' complement sweep returns zero dockets.

- Limitations
- Absence of a located docket does not prove no case ever named the ship - RECAP coverage is incomplete, state-court filings are largely outside the index, and exposure allegations may name the ship only in unindexed complaint exhibits. No inference about asbestos aboard follows from the empty litigation record.
