- NHHC identifies the third Keokuk as YTB-771, launched by Mobile Ship Repair Inc. at Mobile, Alabama, on 21 May 1964 and placed in service on 4 September 1964 under Chief Boatswain's Mate Jerry R. Richter. The DANFS entry says she served in the Norfolk area as a tug and gives a complement of 12.

- Limitations
- The DANFS entry is brief and historically framed. It does not document asbestos, propulsion, later assignments, out-of-service date, or final disposition; 'placed in service' is not a formal commissioning claim.

[2]Federal vessel inventory attachment in EPA docket EPA-HQ-OW-2016-0351, row ID1 6339 [other_primary]
- Locator
- Inventory table, row 6339 (KEOKUK / YTB 771)
- Finding type
- historical_record
- Finding
- A federal vessel inventory identifies KEOKUK, hull YTB 771, as a large harbor tug in class YTB 760 and lists a length of 109 feet.

- Limitations
- The indexed government extract shows identity and class code, but direct PDF retrieval returned HTTP 403 during this review; full-table verification remains open. Its homeport and custodian cells are internally inconsistent, so no location is taken from them. The extract shows no asbestos inventory or exposure finding.

- Locator
- Keokuk II entry, first paragraph and wartime history
- Finding type
- vessel_history
- Finding
- NHHC's second Keokuk was a different vessel: a 1914-built ship acquired in 1941, designated CMC-6, AN-5, CM-8, and AKN-4 during World War II. Its wartime service and casualties cannot be attributed to the 1964 YTB-771 tug.

- Locator
- Search ledger sl-uss-keokuk-ytb771-01 through -08
- Finding type
- historical_record
- Finding
- No ship-specific asbestos documentation was located for YTB-771 in the NHHC DANFS entry or the searched public NARA, EPA, OSHA, DOL, and federal regulatory sources. The NARA Special List 44 Keokuk entry is AN-5 from 1942-1945, and its ship-plan index Keokuk entries are for the ironclad, not this tug.

- Limitations
- A bounded negative search, not proof that asbestos was absent. The authenticated CourtListener sweep was pacing-blocked and is not counted as a negative result. Undigitized Navy construction and maintenance files remain possible leads.

[5]Naval History and Heritage Command, Dictionary of American Naval Fighting Ships, 'Natick II (YTB-760)' [nhhc_danfs]
- Locator
- Natick II entry, specification line 'cl. Natick'
- Finding type
- vessel_history
- Finding
- NHHC identifies Natick (YTB-760) as the name ship of the Natick class; this supplies the class name corresponding to the YTB 760 class code assigned to Keokuk in the indexed federal inventory.

- Limitations
- This source concerns Natick, not Keokuk. Keokuk's association with the YTB 760 code relies on the separately cited federal inventory extract; neither source documents Keokuk's asbestos content.
