    Finding
Kestrel (AMC-5), formerly Chanco, was built in 1938 by Salisbury Yacht Co., Salisbury, Maryland. The Navy acquired her from Chanco Corp., Gloucester, Virginia, on 1 October 1940 and placed her in service on 21 January 1941. She patrolled from Norfolk in the 5th Naval District until 11 January 1944, then performed similar work at Boston in the 1st Naval District. Reclassified IX-175 on 10 July 1944, she subsequently served as an experimental vessel for the MIT Radiation Laboratory, Cambridge, Massachusetts. She was placed out of service on 29 October 1945 and delivered to the WSA for disposal on 5 August 1946. AMC-5 and IX-175 identify the same hull. DANFS-published characteristics: displacement 219 tons, length 98'10", beam 21'8", draft 6'7", speed 11 knots, complement 19, armament 2 .30-cal. machine guns.

Historical facts only. No asbestos materials, exposure, equipment maker, propulsion specification, or ultimate disposal outcome is established. The scan is the government publication, not an independent commercial history. Complement is a published figure, not a crew roster or exposed-person count. Live NHHC DANFS page for Kestrel I returned 404 on 2026-09-29; the Internet Archive scan of the original volume is the accessible primary source.

    Finding
The supplied 20 January 1941 service-entry date conflicts with DANFS, which states 21 January 1941 and uses placed in service. The record adopts 21 January and preserves the discrepancy. Either date establishes service within 1930-1986.

Shipbuilding and repairing discussion; paragraph beginning Asbestos products were used extensively on American ships

    asbestos_application
    Finding
OSHA's 1994 rulemaking describes extensive use of asbestos products on American ships from the early 1940s through the late 1970s, including insulation and bulkhead applications. This is era-level background for Kestrel's naval service, not documentation of materials aboard her.

The general statement does not name Kestrel, document her 1938 construction or conversion materials, or establish individual exposure. Tier 2 expresses era context only; ship-specific asbestos documentation remains unknown.

    Finding
NARA's online deck-log guide lists Kestrel (AMC-5), January 1941 to October 1945 service months, and digitized logs for 25 February-31 December 1941 and January-March 1942. Special List 44 separately lists AMC-5 (Kestrel), 25 February 1941-31 March 1942, and IX-175 (Kestrel), 1 October 1944-29 October 1945. These are archival leads for further vessel research.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos documentation was located in the sources reviewed across batches 1585 and 4738. The original DANFS entry, NARA finding aids and official-domain web searches do not document asbestos aboard this hull. CourtListener opinion screening yielded no qualifying Kestrel asbestos case; a ship-qualified docket query returned zero dockets. See the search ledger and hit classifications.

    Limitations
A bounded search result, not proof that asbestos or litigation is absent. No survey, material inventory, exposure measurement, product identification, or merits-stage exposure finding was obtained. Screening is snippet/metadata-level for unexamined documents; undigitized records and other repositories are outside scope.

    Finding type
    litigation_documented
    Finding
CourtListener screening across two sessions: opinion query "USS Kestrel" OR "AMc-5" OR "IX-175" returned 16 hits, all screened as nonqualifying name/acronym/number/OCR collisions (2026-09-23). Ship-qualified docket query "USS Kestrel" OR (Kestrel AND ("AMc-5" OR "IX-175")) returned count=0 (2026-09-29), resolving the batch-1585 pacing-blocked follow-up. Asbestos-qualified opinion query Kestrel AND asbestos returned 1 hit (Federal Deposit Insurance v. Hurwitz, 384 F. Supp. 2d 1039, S.D. Tex. 2005) classified as a name collision: an FDIC corporate-recovery action; the matched token cannot identify a vessel out of service in 1945. Asbestos-qualified docket query Kestrel AND asbestos returned 66 docket groups; first 20 screened, all non-vessel collisions (corporate/entity names such as Kestrel Technologies, and asbestos-adjacent bankruptcies with Kestrel-named parties).

    Population
U.S. Navy crew (complement 19 published) - no litigation-identified exposure population
    Limitations
Screening is at case-metadata and snippet level; unreviewed documents and unindexed filings are not cleared. The zero-result ship-qualified docket query covers only text matching the queried terms; a case could reference the vessel by other wording (e.g., Chanco, or Kestrel without hull number) and escape the filter. The 46 unscreened asbestos-qualified docket groups are unreviewed, not classified clean. No exposure adjudication stage is established for this hull - no qualifying litigation was identified at any stage.

    Finding
NARA publishes a guided research path, Researching Asbestos aboard US Naval Vessel up through 1961, describing how to document whether a particular U.S. naval ship carried asbestos material, using DANFS and record-group research. It is the official archival starting point for a hull-level asbestos determination on this vessel.
