DANFS record for this hull: named for Ens. Edward Blaine Kinzer, USNR (posthumous Navy Cross, Coral Sea); launched as DE-232 on 9 December 1943 by Charleston Navy Yard, Charleston, S.C., sponsored by Mrs. Charles E. Kinzer; reclassified APD-91 on 17 July 1944 and converted to a high-speed transport; commissioned 1 November 1944, Lt. Richard C. Young, USNR, in command. Departed Norfolk 1 January 1945; San Diego 16 January; Pearl Harbor 29 January; embarked Reconnaissance Battalion, Fleet Marine Force marines; arrived Okinawa Gunto 26 March 1945 for the pre-invasion mission, escorting LSTs to Kerama Retto landings and landing marines on outlying islands to gather terrain and enemy data; continued patrols and antisubmarine screening with Scribner (APD-122) until sailing 15 July 1945 with a convoy for Guam, where she picked up escort carrier Sargent Bay (CVE-83), escorted it to Pearl Harbor, and continued to San Pedro, arriving 9 August, for overhaul. Post-surrender: Manila 13 October; Haiphong, Indochina, embarked Chinese troops for transfer to Northern China; 7 November 1945-22 April 1946 redeployed Chinese troops calling at Chinwangtao, Tsingtao, Taku, Hulutao, and Jinsen; flagship for Commander, LST Flotilla 15; departed Tsingtao 25 April 1946; San Pedro 17 May; decommissioned 18 December 1946 into the Pacific Reserve Fleet at San Diego, later moved to San Francisco; struck from the Navy List 1 March 1965; sold to Nationalist China 21 April 1965 under the Military Assistance Program. One battle star for WWII; China Service Medal. Bracketed update: commissioned in the Nationalist Chinese Navy as frigate Yu Shan (PF-44); pennant changed to PF-32 in 1976, then 826, then 832; disarmed except light weapons and assigned to the Customs Service Coastal Patrol Command; as of mid-1998 carried a twin 40mm mount and was assigned to the 131st Fisheries Patrol Squadron (per Conway's and Jane's).

    Population
Charleston Navy Yard construction/conversion trades 1943-44; wartime crew (APD complement 204) plus embarked Marine Reconnaissance Battalion troops
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The 1968 spec block reads 'Class: EDSALL' although the narrative and launch record identify a Rudderow-class hull converted to a Crosley-class APD - carried in gaps. Live NHHC page returns 404; verbatim hazegray transcription cited and canonical URL verified via Wayback capture. Bracketed foreign-service update relies on Conway's/Jane's secondary compilations reproduced inside DANFS.

Compiled record for this hull: laid down 9 September 1943 as Kinzer (DE-232), a Rudderow-class destroyer escort, at Charleston Navy Yard; launched 9 December 1943; reclassified a Crosley-class high-speed transport 17 July 1944; commissioned USS Kinzer (APD-91) 1 November 1944, LT Richard C. Young USNR in command; assigned TransDiv 104; Okinawa Gunto operation 26 March-30 June 1945; China Service Medal (extended) 24 October 1945-26 April 1946; decommissioned 18 December 1946 at San Diego; laid up Pacific Reserve Fleet, San Francisco Group; sold to Taiwan 21 April 1965 under MAP, renamed ROCS Yu Shan (PF-44); pennant changed to PF-32, later 826, then 832; ROC decommissioned 1 July 1996; last known disposition as of 1998 active as a fisheries patrol vessel. Limitations
NavSource is a reputable compiled naval-history archive, not an official record - its strike date (21 April 1965) conflicts with DANFS (1 March 1965), its CO list reads 11 November 1944 against DANFS and the NARA photo caption's 1 November 1944, and its laid-down date (9 September 1943) is not given by DANFS; conflicts carried in gaps. Contains no asbestos information.

    Finding
Era/yard inference: a 1943-44 Charleston Navy Yard-built Rudderow-class DE completed as a Crosley-class APD carried a high-pressure steam plant (two B&W boilers, GE turbo generators feeding electric drive) for which era-standard asbestos applications would have included boiler casing and turbine insulation, steam-line lagging, gaskets and packing, deck coverings, brake linings on winches and boat davits, electrical insulation, and thermal insulation in the added troop-berthing and crew accommodation spaces. Builder Charleston Naval Shipyard is documented as a tier-2 yard in the Atlas dataset, whose product list includes magnesia pipe insulation, pipe insulation of 5-50% asbestos content, boiler external coatings of 15% asbestos, spray-on insulation for walls and ship interiors, asbestos gaskets in pumps and valves, and packing materials for rotating equipment.

    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. The yard record documents the yard's era materials, not their installation aboard this hull; no hull-level materials specification was retrieved (NARA RG19 General Information Books are the archival lead). Does not quantify material or establish any individual's exposure.

    Finding
No qualifying ship-specific asbestos record located for DE-232/APD-91: no hull ACM survey, abatement contract, museum or custodian hazmat disclosure, government disposal/materials record, or qualifying asbestos case naming the vessel was found in the public sources searched. The hull left U.S. custody in 1965 and spent a further three decades in Republic of China service; no accessible authoritative source documents materials condition during that period or final disposition.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era materials are consistent with a steam-plant escort of this build period but are unproven for this hull; does not establish or defeat any claim of exposure or legal eligibility. CourtListener sweep completed 2026-09-28: exact-name opinion and docket queries and the APD-91 hull-number query returned zero hits; DE-232 and Kinzer+asbestos hits reviewed and classified as identifier/name collisions only.
