    Finding
Official Coast Guard history identifies this hull as USS Knoxville (PF-64): launched 10 July 1943 by Leatham D. Smith Shipyard at Sturgeon Bay, Wisconsin, under a Maritime Commission contract; delivered at New Orleans 29 December 1943; and, after engine and hull alterations, commissioned 29 April 1944 under Lt. Cmdr. G. R. Reynolds, USCG. It gives a 303 ft. 11 in. Tacoma-class hull, two-shaft vertical triple-expansion propulsion with three boilers, complement 190, and describes Bermuda shakedown, Atlantic convoy escort and antisubmarine work, June 1945 Philadelphia conversion to a weather ship, and ten months on air-sea-rescue/weather stations off Newfoundland. It says Knoxville then returned to Charleston, was decommissioned 17 June 1946, and was sold to the Dominican Republic 22 September 1947 as Capitan General Santana (F-104).

    Population
Leatham D. Smith construction trades (1943); U.S. Coast Guard-manned wartime crew; U.S. Navy/Coast Guard personnel during 1944-46 service
    Limitations
This official history documents identity, machinery, and service, not asbestos-containing materials, their location or condition, exposure, disease causation, quantities, or legal eligibility. Its 17 June 1946 decommissioning date conflicts with DANFS's 13 June date; the record carries only June 1946 rather than silently choosing a day.

DANFS Knoxville (PF-64) history text; decommissioning sentence
    Finding type
    historical_record
    Finding
DANFS's indexed ship-history text identifies Knoxville (PF-64), records her 10 July 1943 launch, 29 April 1944 commissioning, 1944-46 Atlantic and weather-ship service, June 1946 decommissioning at Charleston, and 22 September 1947 sale to the Dominican Republic. It gives the decommissioning day as 13 June 1946, whereas the U.S. Coast Guard Historian's Office gives 17 June 1946 for the same event.

    Limitations
This row documents a source-date conflict, not an asbestos fact. The canonical live NHHC page was located but returned 502 at live verification; it is therefore an access gap and not relied upon for any fact not independently stated by the live Coast Guard page. Neither source identifies asbestos-containing materials or establishes exposure.

    Finding
GAO's Navy-wide review states that it reviewed the use of asbestos in Navy ships and reports the Navy's 1975 policy to remove and replace with nonasbestos material only insulation that was damaged or had to be removed for repairs; in 1979 the policy was modified to selectively replace asbestos insulation in high-maintenance areas. The report supplies naval-era asbestos context for this 1943-built steam frigate.

    Population
Navy shipyard workers and Navy asbestos-program review population; not identified as USS Knoxville personnel
    Limitations
GAO reviewed Long Beach and Norfolk Naval Shipyards and Navy-wide policy; it does not name USS Knoxville, identify an asbestos-containing product aboard PF-64, or establish exposure, quantities, condition, causation, or legal eligibility. It is context only and cannot support a hull-specific asbestos finding.

    Finding
A 1943 Tacoma-class patrol frigate with a three-boiler, vertical triple-expansion steam plant falls within the naval era addressed by GAO's asbestos-insulation review. Boiler insulation, steam-line lagging, gaskets, packing, fireproofing, and deck coverings are possible period applications requiring hull-level documentation before they can be described as installed aboard PF-64.

    Population
1943 construction trades and 1944-46 crew; no exposure population identified
    Limitations
Inference only. No ship-specific construction specification, insulation schedule, survey, abatement document, or recovered material analysis was located for PF-64. The listed applications are possible era applications, not documented products aboard this hull, and this row establishes neither exposure nor legal eligibility.
