Philip Van Horne Lansdale, killed 1 April 1899 at Vailele, Samoa; laid down 19 December 1938 by Boston Navy Yard; launched 30 October 1939, sponsored by Mrs. Ethel S. Lansdale; commissioned 17 September 1940 at Boston, Lt. Comdr. John Conner in command. Specifications: 1,620 t; 347 ft 11 in; 36 ft 1 in beam; 11 ft 9 in draft; 33 kt; complement 191; 5x5-inch, 4x.50-cal, 8x21-inch tt, 1 dcp; class Benson. Caribbean shakedown and neutrality patrols 1941; Newfoundland-Iceland escort runs; at sea to Iceland when the U.S. entered the war. 1942: troopship escort, plane guard for Wasp (CV-7) at Casco Bay, Atlantic/Caribbean/Gulf ASW and convoy work, transatlantic runs to Lisahally and Greenock, TF 38 escort of convoy UGF-2 to Safi for Operation Torch (arrived 18 November 1942), Safi-Casablanca patrols. New York overhaul 10-30 January 1943 (yard not named); 42nd British Escort Group; wolfpack defense south of the Azores 23-27 February 1943 (hit a submerging U-boat with 5-inch gunfire); Caribbean-UK escort runs through 6 October; Casablanca run November-December 1943; Tunis and Anzio operations February-March 1944 screening Brooklyn (CL-40) and Philadelphia (CL-41). April 1944: escorted UGS-37 through the 11-12 April Luftwaffe attack off Cape Bengut (no ships sunk); joined UGS-38 on 19 April as 'jam ship' against radio-controlled bombs. On 20 April, attacked by ~18-24 Ju-88/He-111 bombers in three waves; torpedoed starboard forward about 2106, forward fireroom wrecked; broke in half and sank - stern section first, forward section ~20 minutes later. Menges (DE-320) and Newell (DE-322) rescued 234 survivors (115 + 119, including Lt. Comdr. D.M. Swift); 47 officers and men lost. Four battle stars for World War II service.

Boston Navy Yard construction trades 1938-40; wartime crew (design complement 191; ~282 aboard at loss)
    Limitations
DANFS documents identity, construction, service, and loss - not materials or asbestos content. Transcription reads 'Menges (DE-32)'; the correct hull is DE-320 (Coast Guard-manned Edsall-class DE, per NavSource and the USCG photo caption) - carried as DE-320 here and logged in gaps. Launch date conflicts with secondary compilations reading 20 October (see gaps). Live NHHC page returns 404; verbatim HyperWar/ibiblio transcription cited.

    Finding
Survivor account of this hull's loss: the torpedo 'struck the starboard side at 2106 just forward of the forward stack in the forward fireroom which, caused a boiler explosion, opening up the side of the ship'; Menges and Newell 'picked up 234 survivors of a crew of 282 officers and men'; of the casualties, 7 dead were buried at the North Africa American Cemetery and Memorial, Carthage, Tunisia, and 42 missing in action are memorialized there.

    Population
Crew of 282 aboard at loss; 234 survivors; 47-49 lost
    Limitations
Eyewitness memoir published in regional press - confirms the forward fireroom (boiler space) destruction and the aboard/rescued counts; contains no materials or asbestos information. Casualty accounting (49 total: 7 dead + 42 MIA in the author's framing) differs slightly from DANFS's '47 officers and men carried down' - both recorded, conflict in gaps.

    Finding
Era/yard inference: a Benson-class destroyer built at a U.S. Navy yard 1938-40 with four Babcock & Wilcox superheated boilers and geared steam turbines (~50,000 shp) would have carried period-standard asbestos-containing boiler and fireroom insulation, steam-pipe and turbine lagging, valve and flange gaskets, machinery packing, fireproofing, deck coverings, and accommodation/compartment insulation; builder Boston Naval Shipyard is a documented tier-3 yard in the Atlas dataset.

    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. No construction specification, material schedule, or insulation survey for DD-426 was retrieved, and none is feasible by survey (wartime wreck). Does not quantify material, does not establish any individual's exposure. NARA RG 181 (Boston Navy Yard ship correspondence 1938-46) is the identified archival lead (ev-04).

Archival lead for hull-level documentation: NARA holds the Boston Navy Yard records under RG 181.3.1, including 'correspondence concerning ships, 1938-46,' general correspondence, station logs, daily journals of yard activity, and construction/fiscal series - the yard-of-record for this hull's entire construction period (keel December 1938 through commissioning September 1940). Boston Navy Yard workforce and ships under construction 1938-46 (series coverage)
    Limitations
Finding-aid-level documentation of a records series - establishes that yard records covering this hull's construction period exist at NARA Boston, not that any retrieved document names DD-426 or describes its materials. Also unexplored: the ship's war diary/deck logs and the formal loss report (NARA RG 38/RG 24-era series). In-person or commissioned retrieval required.

Litigation sweep: "USS Lansdale" returned 0 opinion hits and 0 docket hits - no indexed case names the ship. "DD-426" returned 1 opinion hit (Gibson v. Smith, Fla. Dist. Ct. App. 1977 - 'DD-426' is the appellate docket number, an alimony matter) and 4 docket hits (United States v. Marks 9:11-cr-80072 S.D. Fla.; Andrews v. D'Souza 1:22-cv-04259 N.D. Ga.; Bermudez v. Saginaw Police Dep't 2:13-cv-12980 E.D. Mich.; Dunsmore v. State of California 3:20-cv-00406 S.D. Cal.) - all are identifier collisions where 'DD-426' appears as a docket/receipt number fragment, none ship-related and none asbestos-related. No qualifying asbestos litigation naming this hull located.

Coverage is CourtListener-indexed opinions and RECAP dockets only; un-digitized state dockets, settled/undocketed claims, and asbestos trust claims are outside coverage. "Lansdale"+asbestos qualified sweeps were deferred when the fleet-wide pacing budget was spent mid-session - logged as pending in the search ledger rather than retried into a throttle. The name itself is low-collision (only three USN hulls; DD-766 never commissioned, DD-101/DM-6 a WWI-era hull).

    Finding
No qualifying ship-specific asbestos record located: no hull survey exists or is feasible (wartime wreck off Algeria), no abatement or hazmat disclosure exists (the ship was never scrapped or preserved), no museum custody applies, and no docketed case naming this hull as an exposure site was found in the repositories searched (see search_ledger).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a destroyer sunk in action with her 1944 fit intact retains era materials in the wreck and was never subject to postwar abatement or scrapping. Does not establish or defeat any claim of exposure or legal eligibility.
