    Limitations
NavSource is a volunteer secondary compilation drawing on the Turner Publishing LCI history, not a primary registry - milestone dates generally track NVR records. Page contains no asbestos or material content. The 15 March 1945 reclassification coincides with a class-wide LCI(R) conversion wave; where this hull's conversion was performed is not stated. Deck-log and conversion records are archival leads, not consulted. Decommissioning date is not stated; final fate is expressly 'unknown' in the source.

    Finding
Builder-yard production list confirms this hull: Albina yard number 174, LCI(L)-1024, 246 gross tons, 159 ft LOA, delivered 5 June 1944 (matching the NavSource commissioning date). Albina delivered a continuous block of sister LCIs (yard nos. 163-183: LCI(L)-1013 through LCI(L)-1033, March-August 1944), most recorded 'to MARCOM 1946'. Yard history: founded 1904 by William Cornfoot as a repair yard; WWII boom; sold to Dillingham Corp. about 1971 becoming Dillingham Ship Repair; the original Albina yard on N. River Street (Albina district, upstream of the Fremont Bridge) closed when Dillingham liquidated in 1986 and the division became Cascade General, concentrated at Swan Island.

    Limitations
Secondary shipbuilding compilation, not a primary registry. The MARCOM year here (1946) conflicts with NavSource's transfer date (10 July 1947) - unresolved, carried in gaps; a struck-then-transferred interval is plausible but neither source is primary. Yard-list delivery date is used as the build record; contains no asbestos or material content.

    Finding type
    historical_record
    Finding
NARA records Navy deck logs for this hull as 'LCI(L)(R)-1024' covering 5 June 1944 through 30 June 1945 - spanning commissioning, the LCI(R) reclassification (15 March 1945), and the first three months of the Okinawa Gunto operation. The logs are held at the National Archives; the hull does not appear on NARA's digitized-online deck-logs list (checked 2026-09-29), so the logs themselves are an undigitized archival lead. Log coverage endpoints are not claimed as commissioning/decommissioning dates (the 5 June 1944 start coincides with the commissioning date but is a coverage artifact, not independent confirmation).

    Ship's crew of record, June 1944 - June 1945
    Limitations
Archival lead only: deck-log coverage documented by NARA's listing; the catalog.archives.gov interface is JS-rendered and could not be queried directly this session, and the NAID for this hull's logs was not resolved. The logs themselves were not read - their contents (conversion location, any materials notes) are unexamined. Coverage ending 30 June 1945 leaves postwar deck-log holdings undocumented here.

    asbestos_application
    Finding
A diesel-powered landing craft built March-June 1944 sits inside the Navy's documented asbestos-use era. Era-standard asbestos applications aboard a small diesel combatant of this type and period were: engine-exhaust lagging (diesel exhaust manifolds, mufflers, and uptakes), machinery-space thermal insulation, gaskets and valve packing throughout the engine and plumbing systems, electrical insulation (wiring, panels, switchboard arc protection), and interior bulkhead/accommodation fireproofing and adhesives. As a diesel vessel she carried no steam plant - the boiler and steam-line lagging pathway dominant on steam ships does not apply; the relevant asbestos mass aboard an LCI was small but concentrated around the engine room.

Class/era inference only - no hull-specific insulation survey, material list, work package, or builder specification located for LCI(L)-1024. Names era-standard applications, not confirmed installed materials. No quantity. No manufacturer attribution for this hull. The LCI(R) conversion (March 1945) likely disturbed and added interior and weapons-system materials, but no conversion-yard record was located.

    Finding type
    litigation_documented
    Finding
Adjudicated asbestos-exposure finding at this hull's builder: a shipyard carpenter worked at three Portland yards 1956-1960 (WISCO to 1956; Albina Engine and Machine to 1957; Puget Sound/Lockheed 1957-1960), died 22 September 2002 of left pleural mesothelioma, and his widow claimed LHWCA death benefits. On the case's third review, the Benefits Review Board affirmed the ALJ's responsible-employer analysis: 'convincing and undisputed evidence' of asbestos exposure at WISCO; exposure at Albina Engine established by contemporaneous-employee deposition testimony and the widow's statement that the decedent specifically named Albina as having exposed him; Albina failed to establish absence of exposure at its facility or subsequent exposure at Lockheed - leaving Albina Engine and Machine as the responsible employer, liable for compensation. The ALJ noted, 'the evidence of asbestos exposure at Albina is not as strong as at WISCO.'

Albina Engine & Machine Works trades, c. 1956-57 (claimant's exposure window); Portland shipyard carpenter cohort 1956-1960
    Limitations
Yard-level adjudication, not a hull record: the decision names the Albina Engine and Machine facility, not LCI(L)-1024 or any vessel; the decedent's Albina exposure window (roughly 1956-1957) postdates this hull's 1944 construction by more than a decade and involved repair work, not new construction. It documents that asbestos exposure occurred at the builder yard in the postwar period - it does not establish materials aboard this hull, individual crew exposure, quantity, or present-day presence. Disposition described exactly: ALJ Decision and Order on Second Remand (2003-LHC-2540) affirmed by BRB; this was the Board's third review.

    Finding
Government environmental documentation of the builder site: the former Albina Engine and Machine Works shipyard on N. River Street is inside the Portland Harbor Superfund study area (River Mile 11E, upstream tip of the ten-mile site). Oregon DEQ ECSI attributes the site's main historical contamination to ship-building operations during Albina Engine Works occupancy - primary contaminants PCBs (associated with the former electrical substation and shipbuilding), with petroleum, metals, PAHs, and VOCs of lesser concern; elevated PCB levels documented in adjacent Willamette River sediment.

    Limitations
Builder-site context only: documents the yard's contamination profile decades after this hull's construction - contamination sources tabulated are dominated by PCBs and metals; asbestos is not identified as a primary contaminant for the Albina footprint in the cited summaries. Absence of asbestos in these summaries does not prove asbestos was absent in 1944 - they address postwar site conditions, not wartime shipbuilding materials. No asbestos-specific finding for the yard, and nothing touching the hull itself.

Absence of a located public record does not prove absence of asbestos aboard - a 1944 diesel landing craft is era-consistent with installed asbestos applications, and her construction yard has an adjudicated postwar asbestos-exposure finding (ev-06). NARA deck logs (6/5/1944-6/30/1945) are undigitized and unexamined; the conversion work package and MARCOM disposal file are unfound leads. Does not establish or defeat any claim of exposure or legal eligibility.
