    Albina construction trades (1944); crew (1944-46; 3 officers + 21 enlisted as LCI(L), 3 officers + 31 enlisted as LCI(R)); embarked troops up to 188 in LCI(L) configuration
    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its history cites Turner Publishing's 1995 'USS LCI' Vol. II. Contains no asbestos content. The 15 March 1945 reclassification date is uniform across Flotilla-16 hulls (an administrative effective date); the photographic record places the hull in rocket configuration at the Iwo Jima operation a month earlier - formal designation lagged physical conversion. Campaign-credit dates are fleet campaign windows, not per-hull daily positions; deck logs (see ev-03) are the day-level record. Disposal beyond the 1947 MARCOM transfer is undocumented.

    Albina build table, row 180 (block rows 163-183 = LCI(L) 1013-1033)
    Finding type
    vessel_history
    Finding
The Albina yard table records yard hull 180 as LCI(L) 1030, U.S. Navy, landing craft, 246 t / 159 ft, delivered 18-Jul-44, disposition 'To USMC 1946'. The table shows Albina hulls 163-183 delivered as LCI(L)-1013 through -1033 between March and August 1944 - the last LCI(L) block before the yard switched to LCS(L) production (hulls 184-201 were cancelled as LCIs and reassigned to LCS(L) 461-478, of which 461-480 range was reordered as LCS(L) 61-78).

    Limitations
Secondary compilation (Colton's ShipbuildingHistory), consistent with NavSource on build/commissioning dates. 'To USMC 1946' means U.S. Maritime Commission; NavSource dates the formal transfer 26 May 1947 - a year-level variance carried in gaps. No asbestos, hazmat, or material content. Finding type
    historical_record
    Finding
NARA holds deck logs for this hull indexed as 'LCI(L)(R)-1030' covering 18 July 1944 - 30 June 1945 in RG 24 logbook holdings at College Park - the commissioning date through the first post-surrender months, spanning the Iwo Jima and Okinawa campaigns and the conversion period. These are the primary day-by-day operational records for the hull. The hull does not appear on NARA's 'Navy Deck Logs Available in the National Archives Catalog' online list - the WWII-era LCI logs are undigitized; textual reference at College Park is the access path.

    Limitations
Holdings-level finding only: establishes that logs exist and their coverage window, not their content - no page was reviewed this session. Log coverage endpoints are not commissioning/decommissioning claims (though the 18 July 1944 start coincides with the documented commissioning date). Absence from the online list means no digitized scans were located; does not bear on the physical holding.

    Finding type
    asbestos_application
    Finding
A 1944-built diesel-powered landing craft sits inside the Navy's documented asbestos era and the wartime emergency-shipbuilding program. Era-standard applications aboard a small diesel combatant of this type: diesel-exhaust lagging and silencer insulation, machinery-space thermal insulation, gaskets and valve/flange packing, electrical cable and switchboard insulation, refrigeration/galley insulation, and winch/windlass brake linings. The 1944-45 conversion to rocket configuration - stripping amphibious fittings and installing six 5-inch rocket launchers and a 40mm bow mount - would have disturbed original insulation and installed current-spec materials wherever the conversion was performed, an exposure pathway for conversion-yard trades independent of crew exposure. Diesel propulsion means no boiler or turbine lagging pathway.

Albina construction trades (1944); LCI(R) conversion workforce (1944-45, location undocumented); crew (1944-46); MARCOM/disposal workforce post-1947
    Limitations
Class/era inference only - no hull-specific insulation survey, conversion work package, or material list located for this hull; the LCI(L)-to-LCI(R) conversion location is itself undocumented in the sources pulled (a west-coast naval-yard conversion is era-typical for Flotilla 16 but unverified for this hull). Names era-standard applications, not confirmed installed materials. No quantity, no manufacturer attribution. Asbestos presence aboard is unproven; nothing here establishes individual exposure or legal eligibility.

    Finding type

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's entire construction and service era (1944-1947) plus the rocket conversion window.

    Locator
    search_ledger rows sl-uss-lci-l-1030-lcil1030-01 through -13
    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, conversion work package, hazmat disclosure, or litigation naming LCI(L)-1030 / LCI(R)-1030 was found in the public sources searched (see search_ledger). CourtListener was queried successfully this session - zero hits in the opinion index and the RECAP/docket index across two query sets ("LCI(L)-1030" OR "LCI(R)-1030" OR "LCI-1030"; "LCI 1030" OR "LCI(R) 1030" OR "LCI(L) 1030" OR "LCIR-1030") - a genuine negative result, not a blocked search. Secondary web sweeps surfaced no qualifying case; the only 'asbestos aboard' material is law-firm marketing content (generic landing-craft and Albina-yard listicles asserting asbestos without primary sourcing) - excluded by source policy.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - the hull was built and converted inside the documented Navy asbestos era. Deck logs (SL-44 holding, undigitized) and any conversion work package are undigitized/unreviewed leads. Does not establish or defeat any claim of exposure or legal eligibility.
