The hull's own action report for the Invasion of Southern France (Operation DRAGOON), serial LCI(L)(C)19/A16-3 09-44 dated 10 September 1944 and signed by commanding officer W. H. Roder, documents the ship - styled 'LCI(L)(C)19' (control craft) - sortieing from Torre Annunziata anchorage 12 August 1944 in convoy SM-1 with CTG 87.4 (Captain Robert M. Morris USN) and staff embarked; arriving the Green Beach lowering area off Cap Drammont at 0645 on 15 August; lying to 500 yards off PC 546 at Point Baker; advancing to Point Easy at 0700 past the shallow minesweepers; picking up the first assault wave and guiding a misdirected third assault wave (600 yards to port, 60 degrees left of proper course) back to proper position before reversing seaward; and acting as offshore control in the Red Beach area off St. Raphael. The report records dusk air attacks on 15-16 August and shore batteries shelling Green Beach on 15-16 August, and states 'no damage to ship, no casualties, no ammunition expended during the operation.' First endorsement, dated 11 September 1944 and signed by Robert Morris, is headed 'TASK GROUP EIGHTY SEVEN POINT FOUR / US LCI(L)(C) 19, Flagship' - the hull carried the task-group commander's flag for the assault. Second endorsement by Eighth Amphibious Force (John N. Opie III, Chief of Staff, 7 October 1944) forwarded the report noting the ship 'was not under the operational command of this Command during the period of the report.'

    Finding
NARA's Special List 44 inventory ('List of Logbooks of U.S. Navy Ships, Stations, and Miscellaneous Units, 1801-1947', ship-number section, PDF page 21) lists Navy deck logs for LCI(L)-19 covering 3/1/1943-6/30/1945 (row verified live this session, full text extracted: 'LCI(L)-19 3/1/1943 6/30/1945'). The coverage begins about 2.5 months after the 11 December 1942 commissioning and ends 15 days before the documented 15 July 1945 redesignation to LCI(G)-19; the inventory contains no LCI(G)-19 row, so post-June-1945 logs (Pacific service through disposal) are not in this listing. The logs are not on NARA's list of fully digitized Navy deck logs; the hull's digitized 'War Diary' sheets sit in the separate RG 38 war-diaries microfilm series instead.

Builder and milestone corroboration: uboat.net allied-warship record for USS LCI(L)-19 gives builder New York Shipbuilding Corp. (Camden NJ), ordered 3 June 1942, laid down 15 September 1942, launched 8 October 1942, commissioned 12 November 1942, 'reclassified as LCI(G), Landing Craft Guns, on 15 July 1945', sold 5 February 1947; shipbuildinghistory.com's LCI(L) table prints 'LCI(L) | G | 19 | New York SB | Camden NJ | 11-Dec-42 | Sold 1947' (variant column already flagging the later gunboat conversion); the New York Shipbuilding yard table lists hull 445 = 'LCI(L) 19, U.S. Navy, Landing Craft, 194d t., 158 ft, Dec-42, Struck 1946'. The three compilations agree on builder, the December 1942 commissioning month, and the 1947 sale; the hull's own war diary (ev-02) fixes commissioning at 11 December 1942 at Philadelphia Navy Yard, superseding the uboat.net 12 November date.

Class/era assessment: the LCI(L)-1 design was diesel-powered (two banks of GM series-71 engines, 4 per shaft) with no boilers and no steam distribution, so the steam-system insulation (boiler lagging, steam-line covering, turbine insulation) that dominated asbestos load on steam vessels of the era was absent from this class. Remaining era-typical applications possible aboard include gaskets, machinery packing, exhaust-system insulation, electrical and wire insulation, joiner and deck coverings, and brake linings. The hull was built in 1942 at New York Shipbuilding, Camden - a yard whose Atlas record documents extensive asbestos product use (Pabco Six-Ply Super Caltemp block 15% chrysotile; Ehret 85% Magnesia insulation; Bakelite panels 30-40% asbestos; arc chutes 36% chrysotile; Johns-Manville Transite panels 10-30% asbestos; asbestos gaskets; packing materials) and heavy asbestos-related disease in its workforce (a documented 16x mesothelioma SMR for electricians).

    Limitations
Design- and era-level inference only - the class specification lists machinery type, not insulation materials, and no period spec sheet for LCI(L)-1 insulation was located. Yard asbestos documentation concerns the builder's workforce and products, not this hull's fittings. Does not establish asbestos aboard this craft, nor quantity, condition, exposure, or causation.

    Finding type
    historical_record
    Finding
Federal HAER documentation of two LCI-351-class sister hulls - HAER OR-180 (LCI(L)-713, George Lawley & Son, Neponset MA, 1944; preserved as the Amphibious Forces Memorial Museum vessel, Astoria OR) and HAER AK-52 (M/V Husky II, ex-USS LCI(L)-653) - describes the LCI type's construction: welded 1/4-inch steel plate, troop compartments and crew spaces on the lower deck, deckhouse with accommodations/mess/wardroom/galley, and an engine room with eight General Motors 6-71 diesel engines (four per shaft) driving twin variable-pitch propellers - the same powerplant the BuShips transcription lists for the LCI(L)-1 class. Full text of both reports was extracted this session: 'asbestos' appears zero times; the only insulation passages (Husky II spray-on reefer-hold and cooling-unit insulation) date to a mid-1980s fishing-tender conversion, not naval service.

    Limitations
Sister-hull documentation of the later, longer LCI-351 subclass (boats 351+), not the LCI(L)-1 subclass of this hull - the powerplant is common to both but hull configuration differs (the 351s added ~6 inches and ~30 tons and carried the revised conning-tower/ramp arrangement). Absence of asbestos mention in a HAER narrative is not evidence of absence aboard any hull; it is not a materials survey.

Peer-reviewed historical scholarship documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during World War II - the era and program under which this 1942 landing craft was mass-produced - and that wartime demand drove unprecedented asbestos utilization aboard naval and merchant hulls.

    Limitations
Program/era-level scholarship on WWII shipbuilding generally; does not name this vessel, does not establish that asbestos was or remains aboard this hull, and the study population centered on steam-driven tonnage - applicability to a small diesel landing craft is unquantified. Does not establish quantity, location, condition, exposure, or causation.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, material specification, or verified litigation naming USS LCI(L)-19 / LCI(G)-19 was found in the public sources searched (see search_ledger). CourtListener coverage (authenticated fleet-paced helper, 2026-09-29) is complete across all planned variants: opinion-index queries '"LCI(L)-19"', '"LCI-19"', '"LCI(L) 19"', '"LCI 19"', and '"LCI(G)-19"' each returned zero hits, and the docket-index (RECAP) query '"LCI(L)-19"' returned zero dockets - a comprehensive negative. Federal documentation of the LCI type (HAER OR-180, HAER AK-52) contains zero asbestos mentions. Secondary web sweeps surfaced only a thin unsourced Wikipedia article and no qualifying case or record.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - 1942 construction at an asbestos-documented yard is era-consistent with possible retained asbestos-containing materials in gaskets, packing, electrical insulation, and joiner work, and the 1945 LCI(G) conversion yard (unlocated) is an additional undocumented refit point. The undigitized deck logs (3/1/1943-6/30/1945, College Park) and any builder work orders are the untapped primary series. Does not establish or defeat any claim of exposure or legal eligibility.
