NavSource timeline for this hull: laid down 7 December 1942 at Federal Ship Building and Dry Dock Co., Port Newark NJ; launched 25 January 1943; commissioned USS LCI(L)-191 3 February 1943. Europe-Africa-Middle East Theater campaigns: Sicilian occupation 9-15 July 1943; Anzio-Nettuno advanced landings 22-25 January 1944; Elba and Pianosa landings 17 June 1944; Invasion of Southern France 15 August-16 September 1944 (page photograph documents her in Flotilla 1 landing troops 15 August 1944). Reclassified LCI(G)-191 15 June 1945; reverted to LCI(L)-191 17 September 1945. Decommissioned mid-April 1946 at US Navy Amphibious Base Little Creek VA; struck from the Naval Register, date unknown; three battle stars. Transferred to the Maritime Commission for disposal 22 January 1948; sold 7 June 1948 to Circle Lines, New York; converted to sightseeing boat Highlander, renamed New Yorker 7 June 1950, Circle Line Sightseer VII 1 April 1955, Circle Line VII 15 January 1957; final disposition 'fate unknown.'

    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - milestone dates generally track official records but the struck date is unrecorded ('date unknown') and postwar renaming dates are unattributed. Finding
NHHC's ship-specific record for this hull is official photograph 26-G-1605: 'USS LCI(L)-191 underway in a harbor, probably on the U.S. East Coast, circa February-March 1943. Photograph from the U.S. Coast Guard Collection in the U.S. National Archives.' The image documents the ship in her as-delivered early-1943 configuration around her commissioning period.

    Limitations
A photo-catalog record only - establishes physical appearance and the existence of the hull in US service, not material content. Coast Guard provenance of the photograph does not indicate Coast Guard manning; LCI(L)-191 served with Navy-manned Flotilla 1 (the Coast Guard-manned LCIs were Flotillas 4/10/35). No DANFS narrative entry exists for this hull.

    Finding
Special List 44 inventories Navy deck logs for LCI(L)-191 in three coverage windows: 1 December 1943 - 29 February 1944; 1 April - 31 July 1944; and 1 September 1944 - 30 June 1945. These are hull-specific logbook holdings at the National Archives - the documentary anchor for her wartime service, covering the Anzio-Nettuno landings (22-25 January 1944) and most of the Southern France campaign.

    Population
Crew and embarked troops, Dec 1943 - Jun 1945 coverage windows
    Limitations
Log-coverage dates, not commissioning/decommissioning dates. Gaps in the inventory are material: the commissioning-through-Sicily period (Feb-Nov 1943), March 1944, and August 1944 - which contains the Southern France D-Day of 15 August - are NOT covered by the inventoried logs. The logs are not digitized (not on NARA's online deck-log list); contents unexamined. Logbooks record movements and events, not materials - no asbestos content expected or asserted.

    Finding
The LCI-713 NRHP nomination documents this hull's postwar survival: 'LCI-191 is currently operated by Circle Line in New York harbor as a tour boat. Now named the Circle Line VII, ship has been extensively modified - only the hull and power plant of the original ship remain' (nomination filed early 2007). The same document's shipyard survey records that Federal Shipbuilding of Kearny NJ, a U.S. Steel subsidiary in operation since 1918, held a contract for 36 LCIs - all 'square con' (LCI-1 class) hulls - as a small part of its wartime output, and records the class plant as eight General Motors 6-71 diesel engines in two banks driving two shafts (no steam plant).

Ship-specific for the hull's identity and survival into commercial service as of early 2007; class-level for construction detail. Documents that the wartime interior outfit was removed in conversion - relevant to survival (not original presence) of any era materials aboard the surviving hull. Contains no asbestos content. Finding
A diesel-powered landing craft built Dec 1942-Feb 1943 at Federal Shipbuilding sits inside that yard's documented asbestos-use era; era-standard applications aboard a small diesel combatant of this type and period were engine exhaust and muffler lagging, machinery-space thermal/acoustic insulation, flange and valve gaskets, packing, and electrical insulation in the confined hull volume. As a diesel craft she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply; whatever insulation existed aboard was concentrated around the engine room.

    Finding
Industrial-hygiene documentation of asbestos use at this hull's builder: the Owens-Illinois survey of Federal Shipbuilding & Dry Dock, Kearny NJ, conducted at wartime production peak, documented insulators working with asbestos pipe covering (Johns-Manville Superex) and boiler insulation in confined shipyard spaces, with dust counts measured during cutting and fitting operations. Federal Shipbuilding held a 36-LCI contract; this hull was built there Dec 1942-Feb 1943.

    Population
Shipyard insulators and pipefitters at Federal Shipbuilding & Drydock Co., Kearny NJ
    Limitations
Yard-level survey, not a hull record: documents asbestos product use at the builder's yard generally - LCI(L)-191 is not named, and the survey postdates her launch by roughly 19 months (Aug-Sep 1944 vs Jan 1943), though within the yard's continuous wartime asbestos-use era. Survey conducted by a manufacturer with commercial interest; dust counts in mppcf (pre-fiber-count era). Does not establish materials aboard this hull, individual exposure, quantity, or present-day presence. Accessed via toxicdocs.org litigation-document archive (verified live 2026-09-29).

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS LCI(L)-191 / LCI(G)-191 / Circle Line VII was found in the public sources searched. CAVEAT: CourtListener could not be queried this session - the fleet-wide request budget was spent and the authenticated helper returned pacing stand-down guidance on two attempts; logged as blocked in search_ledger, not as a negative result. Secondary web sweeps surfaced no qualifying case naming this hull.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard. The litigation repository search is a genuine open gap (paced, not run). Deck logs (SL-44: three windows, undigitized), builder work packages, MARAD disposal file, and Circle Line-era USCG documentation/shipyard records are open leads. Does not establish or defeat any claim of exposure or legal eligibility.
