- The ship's own action report (Commanding Officer to Commander-in-Chief U.S. Fleet via CTG 81.3, CTF 81, and Commander Naval Forces Northwest African Waters; dated 5 February 1944, signed N. L. Claxton, Lieut., USNR) documents USS LCI(L)-193's Operation SHINGLE Anzio employment: (1) on 21 January 1944 at 0458, with 123 men and 5 officers of Company I, Third Infantry Division aboard, she proceeded in the LCI section of convoy NAM 1; on 22 January she left the Charlie area at 0225 in Red Beach Wave Four, twice grounded on a sand bar, beached on the true beach at 0325, and disembarked all troops through a maximum of 2.5 feet of water by 0335 with no casualties amid sporadic enemy machine-gun fire, then retracted and returned to Pozzuoli; (2) on 23 January she sailed with LCI(L)s 189, 190, 191, 195 and 37 to Naples, towed double sections of causeway pontoons toward the assault area under convoy commander LCI(L)-188, took over an adrift pontoon section when LCI(L)-191's tow parted, anchored off Green Beach, and returned to Pozzuoli 25 January; (3) after minor repairs at Nisida 26-28 January, she embarked six smoke pots, 177 troops and 5 officers of Headquarters Company, 180th Infantry, 45th Infantry Division on 29 January and landed them at Cape D'Anzio on 30 January; (4) on 31 January-1 February she loaded 40 tons of 90mm ammunition and two 1,000-pound anchors at Naples and delivered them to D'Anzio, unloading in port on 1 February. The report records no serious damage and no casualties among the ship's personnel.

- The ship's own June 1944 war diary (cover sheet: 'ELEVENTH AMPHIBIOUS FORCE / LCI(L) FLOTILLA TWO / USS LCI(L) 193'; daily sheets signed by A. C. Shea, LT(JG) USNR, COMMANDING) documents the Normandy invasion and shuttle service: moored at Newhaven alongside LCI(L)s 12 and 15 through 3 June; underway 2005 on 5 June with 189 officers and troops of the British 3rd Division via channel 10 for 'Sword' Beach, in US LCI(L) Group 4 with HMS LCI(L)s 111, 116, 174 and 175; on 6 June 'at 1122 after receiving orders from the convoy commander, Lt. Comdr. Willard W. Ayres aboard the USS LCI(L) 9, we beached with the 14th wave. The troops disembarked amidst enemy artillery and mortar fire. No casualties were suffered by either the ship's company or troops during disembarkation' - beaching/retraction difficulty over underwater obstructions left a 6-inch triangular hole in the bow; retracted 1136, anchored Newhaven 0015 on 7 June. Further June lifts: embarked 198 officers and men 8 June, beached at JUNO beach 1118 on 9 June; embarked 140 British officers and men 10 June, disembarked by LCMs off GOLD beach 11 June; a GOLD-beach pontoon-pier lift 14 June; a GOLD lift arriving 19 June (anchored off the beach overnight); and a final GOLD lift with troops off by 1522 on 27 June. Welders repaired the bow hole over the Gridiron at Newhaven 22-23 June; she otherwise moored at Newhaven and Portsmouth alongside LCI(L)s 238, 15, 13, 14, 514 and 552 and HMS LCI(L)-390 between lifts.

SHEA, LT(JG) USNR COMMANDING) documents the end of U.S. service: moored at Weymouth docks, England, 1-9 November 'undergoing change of main propulsion engines' (all eight engines; completely installed 9 November); swung ship in Weymouth Bay 10 November; then sailed to Sheerness where the diary records on 15 November 1944: 'THE USS LCI(L) 193 WAS DECOMMISSIONED THIS DATE AT SHEERNESS, ENGLAND. GEOFFREY W. WELSH S/LIEUT RNVR, ACTING FOR THE BRITISH ADMIRALTY, ACCEPTED FROM ARLOND C. SHEA LT(JG) USNR, THE USS LCI(L) 193,' the vessel being leased to the Government of Great Britain under the Lend-Lease Act of 11 March 1941. The preceding October diary (NAID 78664407) shows the same flotilla, moored and under repair at Weymouth including a deliberate beaching in Weymouth Bay 4 October for screw repairs (retracted 5 October with two LCMs after two failed attempts).

- Finding
- NARA's Special List 44 inventory (List of Logbooks of U.S. Navy Ships, Stations, and Miscellaneous Units, 1801-1947) records Navy deck logs for LCI(L)-193 covering 'Dec. 1, 1943-Oct. 31, 1944' in 2 logbooks (Logbooks of U.S. Navy Ships and Stations, series NAID 594258, RG 24). The coverage end falls two weeks before the 15 November 1944 decommissioning and lease to the United Kingdom; the coverage start falls about ten months after the reported 9 February 1943 commissioning - the ship's first ten months of logs are not in this inventory line. The logbooks are not on NARA's list of fully digitized Navy deck logs; her digitized 'War Diary' daily sheets sit instead in the RG 38 war-diaries series (monthly file units December 1943 - 15 November 1944).

- Secondary compilation, not an official document. Its commissioning date (9 Feb 1943) is corroborated by uboat.net, shipbuildinghistory.com, and the March 1943 first muster-roll date; Anzio employment is corroborated by the ship's own action report (ev-01), and Normandy service and the November 1944 turnover by her own war diaries (ev-02, ev-04) and photo captions; but the Sicily and Salerno campaign credits, the '22 crossings' figure (the June diary verifies 6 lifts), the 14 November lease date (diary places lease acceptance 15 November), the four battle stars, and the 1948 Maritime Commission sale rest on this compilation - no DANFS entry exists for this hull to corroborate against.

- Builder and milestone attribution: uboat.net's allied-warship record gives USS LCI(L)-193 as built by Federal Shipbuilding & Drydock Co. (Newark NJ), ordered 3 June 1943 [sic - after the laid-down date, likely a typo for 1942], laid down 15 December 1942, launched 30 January 1943, commissioned 9 February 1943, end service 15 November 1944, 'Transferred to the Royal Navy on 15 November 1944, Returned to the USN by the RN on 27 February 1946'; a parallel HMS LCI(L)-193 record exists (ship/21098). shipbuildinghistory.com's LCI(L) construction table lists 'LCI(L) 193 | Federal SB | Newark NJ | 9-Feb-43 | To Britain 1943, returned 1946, sold 1948' - the 'To Britain 1943' date conflicts with the ship's own diaries showing U.S. Navy service through 15 November 1944 and is treated as a typo for 1944. The three compilations are otherwise consistent with NavSource (commissioned 9 February 1943; UK lease November 1944; return 27 February 1946; sold 12 February 1948).

Precise laid-down/launched dates rest solely on uboat.net; NavSource gives only months. uboat's 'Ordered 3 Jun 1943' and shipbuildinghistory's 'To Britain 1943' are apparent internal inconsistencies - flagged, not adopted.

- Finding
- Class/era assessment: the LCI(L)-1 design was diesel-powered (two banks of GM series-71 engines, 4 per shaft) with no boilers and no steam distribution, so the steam-system insulation (boiler lagging, steam-line covering, turbine insulation) that dominated asbestos load on steam vessels of the era was absent from this class. Remaining era-typical applications possible aboard include gaskets, machinery packing, exhaust-system insulation, electrical and wire insulation, joiner and deck coverings, and brake linings. The hull was built in 1942-43 at Federal Shipbuilding & Drydock - the Atlas shipyard dataset's record for the Kearny NJ yard documents asbestos product use (Johns-Manville Superex pipe covering, Owens-Illinois Kaylo insulation, W.R. Grace Monokote fireproofing, Garlock gaskets), including an August-September 1944 industrial health survey recording insulators cutting and fitting asbestos pipe covering in confined spaces.

Yard asbestos documentation concerns the builder's workforce and products, not this hull's fittings; the 1944 yard survey postdates this hull's 1942-43 build. Does not establish asbestos aboard this craft, nor quantity, condition, exposure, or causation.

- Finding
- Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during World War II, the era and program under which this 1942-43 landing craft was mass-produced, and that wartime demand drove unprecedented asbestos utilization aboard naval and merchant hulls.

- 1940s era documented; article 1987
- Population
- WWII shipyard workers and ship crews (class context)
- Limitations
- Program/era-level scholarship on WWII shipbuilding generally; does not name this vessel, does not establish that asbestos was or remains aboard this hull, and the study population centered on steam-driven tonnage - applicability to a small diesel landing craft is unquantified. Does not establish quantity, location, condition, exposure, or causation.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or material specification naming USS LCI(L)-193 was found in the public sources searched (NARA catalog, NHHC/DANFS, NPS, MARAD, naval-history transcription sites). No DANFS entry exists for this hull at all.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - 1942-43 construction at an asbestos-documented yard is era-consistent with possible retained asbestos-containing materials in gaskets, electrical insulation, and joiner work. Does not establish presence or absence; does not establish or defeat any claim of exposure or legal eligibility.

[14]CourtListener API v4 opinion search 'LCI(L)-193' (count 557, reviewed hits all collisions); docket and variant queries blocked by fleet pacing budget [court_record]
- Locator
- CourtListener v4 search results, type=o
- Finding type
- historical_record
- Finding
- CourtListener sweeps: opinion search 'LCI(L)-193' returned 557 hits - the reviewed results are all name collisions (LCI International/LCI Communications telecom litigation such as Phillips v. LCI International, Inc., 190 F.3d 609 (4th Cir. 1999); businesses abbreviated 'LCI' such as Louisiana Construction and Industry Self Insurers Fund; and OCR noise - none referencing a vessel or asbestos). The verbatim docket search '"LCI(L)-193"' and the variant queries ('LCI-193'/'LCIL-193', 'LCI 193'/'LCI(L) 193') could not be completed before the fleet rate-limit stand-down; logged as gaps.

- Limitations
- CourtListener coverage is not exhaustive of PACER/state filings; the opinion-index review covered returned hits, which were all collisions; docket and variant queries were not completed within the fleet rate-limit window, so the sweep is partial rather than exhaustive. Absence of litigation naming a hull does not establish absence of exposure; LCI-class claims would typically be pleaded by class name or not at all given the craft's size and diesel plant.
