Assigned to the Europe-Africa-Middle East Theater, LCI Flotilla 2; credited campaigns: North African occupation - Tunisian operations 27 March-9 July 1943; Sicilian occupation 9-15 July 1943; Salerno landings 9-21 September 1943; West coast of Italy operations - Anzio-Nettuno advanced landing 22 January-1 March 1944; Invasion of Normandy 6-25 June 1944. Decommissioned and transferred to the United Kingdom 19 October 1944; commissioned by the Royal Navy as HM LCI(L)-4 the same day, Lt. Elgar Rowling RNVR in command. Lost 29 March 1946; struck from the Naval Register 17 April 1946; earned five battle stars. Spec block: 236 t. light / 264 t. landing / 419 t. loaded; 158'5.5" x 23'3"; complement 4 officers + 24 enlisted; troop capacity 6 officers + 182 enlisted; five single 20mm guns; propulsion two sets of 4 GM 6051-series-71 diesels (4 per shaft), GM reduction gear, twin variable-pitch propellers, 2,320 shp; two 30 kW diesel-drive ship's service generators. Photographic record: NARA-held Army Signal Corps photo 176486 (LCIs massed at Bizerte 6 July 1943 loading for Sicily); pre-invasion exercises west of New Haven, England; troops awaiting Normandy orders circa 4-5 June 1944; NARA photo 26-G-2333 (D-Day convoy towing barrage balloons); approaching Utah Beach 6 June 1944; NARA photo 80-G-352691 (moored with LCI(L)-5 off the Normandy beachhead 10 June 1944); two British-credited photos of HM LCI(L)-4 en route from the UK to the Pacific after VE-Day. Contains no asbestos content. A photo caption describing pre-invasion exercises says 'Sword Beach' preparation while the official action report title and the D-Day photo captions place her in the UTAH sector - see gaps.

    Limitations
Log-coverage dates are an inventory of physical logbook holdings, not commissioning or decommissioning dates - this hull commissioned October 1942 and served in the Mediterranean from early 1943, well before the covered window; coverage ends 30 September 1944, just before her 19 October 1944 transfer to the Royal Navy. The logs are physical records; a catalog search surfaced no digitized deck-log file unit for this hull. Log contents (weather, position, personnel, drills) have not been examined; deck logs rarely contain materiel information.

    Finding
NARA holds digitized, ship-titled wartime records for this hull, read directly during research. The Sicily action report (CO USS LCI(L) #4 to Commander-in-Chief U.S. Fleet, 18 July 1943, micro serial 52429) records the ship sortying from Bizerte, Tunisia at 0425 on 6 July 1943 as part of the Red Unit of the Joss Landing Craft Group of the Joss Attack Force, anchoring off Sousse, and beaching under enemy fire to land troops 'in sixteen minutes' with no casualties - corroborating both the Bizerte photograph and the Sicilian campaign credit. The Anzio report (1 March 1944, serial 73943) documents amphibious operations during the landings near Cape D'Anzio 21 January-4 February 1944, including a 22 January beaching at 0324 under 'light and scattered enemy small arms fire,' troops unloaded and retracted at 0358. The Normandy file (serial 002019, dated 1 October 1944) is an Eleventh Amphibious Force transmittal titled 'Action Report of U.S. LCI(L) 4 in Assault on UTAH Sector, Coast of NORMANDY,' forwarding the CO's letter of 4 August 1944 and stating the ship 'performed very satisfactorily its task in the assault.' Muster-roll scans for this hull begin with the 28 October 1942 roll.

Three report first pages were read directly; the balance of each file unit (6 images at Anzio, 5 at Normandy, 27 muster images) was not exhaustively reviewed. The Salerno campaign is documented by the NavSource/NHHC credit; a COM 8th FLEET file unit (NAID 77609142) forwarding Salerno action reports surfaced in the catalog search for this hull but its contents were not page-verified.

The Royal Navy Loss List database carries this hull's loss as 'LCI(L) 4, Landing Craft Infantry - Lost in the Far East - cause Unknown - location Unknown - 1946-03-26' - a date one to three days earlier than the 29 March 1946 carried by NavSource, uboat.net, and shipbuildinghistory.com. Wikipedia's 'List of shipwrecks in 1946' places the entry under 26 March, consistent with the loss-list date. Loss circumstances are undocumented in all located sources; 'Indo-China' appears only in shipbuildinghistory.com's disposition column.

Era-level documentation that asbestos was standard shipbuilding material in the period this hull was built: 'significant amounts [of asbestos] were used in vessels constructed before 1975,' and in a cohort of 286 ship-repair workers 86% had radiological evidence of asbestosis. For a 1942 diesel landing craft built at New York Shipbuilding, Camden, era-consistent asbestos applications were engine and exhaust lagging, thermal/acoustic insulation, gaskets, valve packing, and electrical/wire insulation - matching the yard's documented product profile (Atlas yard record new-york-shipbuilding: Pabco Caltemp block, Ehret 85% magnesia, Transite panels, asbestos gaskets, packing, wire insulation, felt insulation, welding-rod coatings). Diesel plant - no boilers or steam turbines aboard, so no steam-plant lagging pathway.

    Limitations
Class/era inference, not a hull finding: no construction itemization, survey, or material sample for this specific hull exists in the public record. The LCI(L) was a small welded-steel craft with a diesel plant - its asbestos load was far lighter than a steam-powered ship's. The Selikoff cohort is ship-repair workers generally (not tied to this yard or hull in the abstract). Does not establish quantity, location, or individual exposure aboard this vessel.

HAER documentation of the LCI(L) type (via surviving sister LCI(L)-713) describes the class as a Bureau of Ships design built of welded 1/4-inch steel plate, powered by eight General Motors 6-71 diesel engines on two shafts with variable-pitch propellers, carrying 6 officers + 182 enlisted troops, built at ten U.S. shipyards - matching this hull's documented type, plant, and builder program (LCI(L)-4 was hull number 4 of the 48 LCI(L)s New York Shipbuilding built under its FY1940 contract).

Class documentation written around LCI(L)-713, a later LCI-351-class hull with the modified June-1944 configuration (centerline ramp, cylindrical pilothouse); LCI(L)-4 is the earlier original configuration (bow side ramps, square conning station). HAER's '~1,051 ships of its type' conflicts with the commonly cited 923-hull build count (shipbuildinghistory) - production totals differ by source. No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, medical record, or docketed/opinion-level case naming LCI(L)-4 / HM LCI(L)-4 was found in the public sources searched (see search_ledger). CourtListener (authenticated helper, 2026-09-30): exact-variant opinion query '"LCI(L)-4"' returned zero hits; the multi-variant opinion query returned four opinions, all name collisions on non-vessel tokens (Laymac v. Kushner, Ga. App. 2019; Moreno v. Entergy Corp., La. App. 2010; Ortiz v. Legal Concierge, Tex. App. 2008; Gavle v. Little Six, Minn. 1996). The RECAP docket index returned one docket on the exact variant - Quince & Co LLC v. Last Brand, Inc. (N.D.
