New Jersey Shipbuilding construction trades (1943); crew (4 officers, 24 enlisted as LCI(L); 5 officers, 65 enlisted as LCI(G)); embarked troops (up to 188)
    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its milestone dates concur with uboat.net, the Naval Marine Archive build table, and HyperWar's landing-craft listing. Contains no asbestos content. Does not document decommissioning date, conversion yard, or final disposition.

    Finding
NARA's Special List 44 ship-number inventory lists deck logs for LCI(L)-428 covering 7/5/1943 to 6/30/1945 - log coverage beginning the day of her commissioning (5 July 1943) through the end of the inventory's quarterly reporting window. The entry establishes that wartime deck logs for this hull exist in NARA custody (Records of the Bureau of Naval Personnel, RG 24, Entry 118, National Archives Identifier 581208, held at Archives II, College Park).

    Limitations
Coverage dates are log-inventory dates, not asserted decommissioning or disposal dates - the 6/30/1945 endpoint is the inventory's standard cutoff for many wartime logs, not evidence of end of service. The logs are inventoried but are not in NARA's online digitized deck-log list; contents (operations, ports, availabilities) were not examined. No asbestos content.

  4. [4]HyperWar, 'US Navy Landing Ships/Craft, 1940-1945' (ibiblio transcription of USN compilation) - LCI(G) table row and type block [other_primary]

ships-lc.html, 'LCI(G) -- Landing Craft, Infantry (Gunboat)' section, table row 'LCI(G)-428' and preceding type block
    Finding type
    vessel_history
    Finding
The HyperWar landing-craft compilation lists 'LCI(G)-428' with a 1944-45 commission window, corroborating the NavSource reclassification of this hull to Landing Craft Infantry (Gunboat). The type block documents the LCI(G) conversion type generally: converted from LCI(L) for close-in fire support of landing operations; armament 2-3 40mm, 3-4 20mm, 6 .50 cal, 10 Mk 7 and 2 Mk 22 rocket launchers; complement 5 officers, 65 enlisted; 8 GM diesels, twin screws.

    LCI(G) conversion-era crew (5 officers, 65 enlisted)
    Limitations
List row only - no unit-specific narrative or operation record. The '1944-45' window is the table's coarse commission bracket; NavSource supplies the precise reclassification date (15 July 1945). Type-block figures are class-level, not this hull's measured values. No asbestos content.

  5. [5]Naval Marine Archive, 'New Jersey Shipbuilding, Barber NJ' - yard history and build table [other_primary]
    Locator
New Jersey Shipbuilding yard narrative and build-table row for hull 428
    Finding type
    historical_record
    Finding
The yard that built this hull is documented as an LCI assembly line on the Arthur Kill at Barber, N.J. (a community immediately east of Perth Amboy, later absorbed and now called Maurer); management of the yard was taken over by Todd Shipyards in 1942 at the Navy's request, and the yard closed after the war. The page's build table lists 'LCI(L) 428, US Navy, Landing Craft, Jul-43; Later LCI(G) 428, Struck 1946, to USMC 1947' - consistent with NavSource.

Secondary compiled yard history (community-maintained archive hosting shipbuilding-history data) - corroborates builder and milestones but is not itself a primary record. The Todd Shipyards management-takeover claim was not verified against primary corporate or Navy sources. No asbestos content.

    Finding type
    historical_record
    Finding
NavSource captions document a series of photographs of this hull taken 1 October 1945 - main deck forward from the bridge (with LCI(G)-414 moored ahead), conning tower lookout and conning station, pilot house, radio shack, commanding officer's stateroom, and wardroom - credited as 'George Lawley & Sons Shipbuilding Corp. photo now in the collections of the US National Archives.' A separate caption documents a crew photograph taken while the ship was deployed in the Mediterranean area circa May-July 1945, and a crew-signed drawing by crewmember R.B. Stone.

    Limitations
Photo credits establish provenance of the images in NARA collections, not the reason Lawley photographed the ship - whether Lawley performed the LCI(G) conversion, a repair availability, or documentation work is unconfirmed. NARA identifiers for the images were not located in public metadata from this session. No asbestos content.

  7. [7]Era inference built on: NavSource specification block (8 GM diesels, twin variable-pitch propellers - no steam plant); 1943 construction inside the Navy's documented asbestos-use era (GAO HRD-80-2, ev-07); era-standard small-combatant asbestos applications [other_primary]
    Locator
NavSource specifications block (propulsion); GAO HRD-80-2 (Navy-era asbestos use) per ev-07
    Finding type
    asbestos_application
    Finding
A landing craft built April-July 1943 for the U.S. Navy sits inside the era when asbestos was standard in naval construction and reserved for the war effort. For a small diesel landing craft of this type and period, era-consistent asbestos applications were: diesel exhaust and muffler lagging in the engine spaces; thermal insulation on hot machinery and piping; flange and joint gaskets; valve packing; electrical cable insulation; and insulation products in accommodation and galley spaces. The 1945 LCI(G) conversion (gunboat armament: 40mm and 20mm guns, .50 cal machine guns, Mk 7 rocket launchers, increased complement) represents a wartime-yard alteration - the disturbance/refit pathway - though no conversion work package was located.

    Limitations
Class/era inference only - no hull-specific insulation survey, material list, builder specification, or work package was located for LCI(L)-428. Names era-standard applications, not confirmed installed materials. No quantity. Diesel propulsion means the boiler/turbine lagging pathway of steam vessels does not apply. Asbestos aboard this specific hull is not ship-proven.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's entire construction (1943) and service era (1943-46).

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or litigation naming LCI(L)-428 / LCI(G)-428 was found in the public sources searched. CourtListener opinion search across spelling variants ('LCI(L)-428', 'LCI-428', 'LCI(G)-428', 'LCI 428', 'LCI(L) 428', 'USS LCI-428', 'Landing Craft Infantry 428') and the RECAP docket index all returned zero results on 2026-09-30 - a genuine negative, not a throttle-blocked query. The only 'asbestos aboard LCI' material found is law-firm marketing content asserting asbestos for LCIs generally without primary sourcing - excluded by source policy.
