    Limitations
NavSource is a volunteer secondary compilation drawing on the Turner Publishing LCI history and veteran-contributed photographs - its milestone dates generally track official records but it is not a primary registry. Its campaign table is incomplete relative to the ship's own action reports: Lingayen Gulf (9-10 January 1945) and Dumaguete, Negros (26 April 1945) are documented by ship-authored reports (ev-03, ev-04) but do not appear in the NavSource listing - see ev-10 correction row. Finding
The official NARA inventory of Navy logbooks lists deck logs for LCI(L)-613 covering 5/19/1944 - 6/30/1945 (PDF page 26, 'LCI(L)-613 5/19/1944 6/30/1945'). These are log-coverage dates in the RG 24 deck-log collection, not commissioning/decommissioning dates - though the 19 May 1944 start coincides with the documented commissioning date. The inventory establishes that wartime deck logs for this hull exist in NARA's physical holdings at College Park.

Green Beach 3 Unit - LCI(L)s 966(GF), 984, 613, 970, 685 and 683 (spare which was substituted for 607). Green Beach 1 Unit - LCI(L)s 978(GF), 609, 963 and 976. The unit loaded elements of the Americal Infantry Division in the vicinity of Dulag, Leyte, for the assault landing against enemy positions near Talisay, Cebu. The report documents that the LCI(L)s of Wave 9 crossed the line of departure at 0912 on 26 March 1945, grounded on a shoal bar approximately 75 yards from the beach at 0920, could not beach (including a log boom strung across the Green Beach 3 approach lane), and were unloaded by LVTs, LCVPs and two LCTs; unloading completed 1025. Finding
Secondary task-organization record for this hull: in the Cebu assault (Operation Victor II), LCI(L)-613 is listed in Task Unit 78.2.3 (LCI unit) under 'USS LCI(L)-613 (Lt. E.E. Kern, USNR)', one of 16 LCI(L)s including -972 (with COMLCI(L)FLOT 15 embarked), -607, -609, -683, -685, -686, -963, -965, -966, -970, -976, -977, -978, -980, -984. The compiled narrative (from the TG 74.3/78.2 action reports) records that the LCI wave could not beach on 26 March 1945 due to a submerged log-boom obstacle and was unloaded just off the beach by LCVP, LCM and LCT. The LCI(L)-613 page header corroborates construction: 'Built by New Jersey Shipbuilding Corp. (Barber, New Jersey)'; laid down 17 Apr 1944, launched 12 May 1944, commissioned 19 May 1944.

A 1944-built diesel-powered landing craft of the LCI-351 class sits inside the Navy's documented asbestos-use era; era-standard applications aboard a small diesel craft of this type and period were diesel-exhaust lagging, thermal insulation within the machinery space, gaskets, valve packing, electrical insulation, and deck covering in a confined 158-foot hull. As a diesel craft she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply; the asbestos-relevant systems are the exhaust/engine-room insulation, gasket/packing applications, electrical and deck materials.

GAO documented the Navy's position that 'all ships contain some asbestos in such components as clutches and electric cables,' that asbestos in 'piping system gaskets and packing,' 'Navy ship decks' (floor tiling), 'Navy galley ranges,' and 'Navy ship equipment brakes and clutches' made it 'nearly impossible to build a Navy ship free of the mineral,' and that thermal insulation was 'the Navy's major use of asbestos aboard ships' - the Navy did not begin substituting alternative insulation materials until the early 1970s. This spans this hull's entire construction (April-May 1944) and service era (1944-c.1946).

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or litigation naming USS LCI(L)-613 was found in the public sources searched. CourtListener opinion search ('LCI(L)-613' and variants 'LCI-613'/'LCI 613') and the RECAP docket search all returned zero hits (authenticated API v4, 2026-09-30) - a true negative for published opinions and dockets under the searched variants. Secondary web sweeps surfaced no qualifying case and no marketing-listicle page specifically asserting asbestos aboard this hull (asbestos-ships.com carries a generic 'landing craft asbestos exposure' page that names no hulls - excluded by source policy). The ship-specific records that DO exist (two ship-authored action reports, a naming unit action report, muster rolls, deck-log inventory, flotilla war diaries) contain no asbestos content.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - the hull was built inside the Navy's asbestos-use era. Open leads: undigitized RG 24 deck logs (5/19/44-6/30/45), the digitized flotilla/group war diaries and the Ormoc/Lingayen forwarding volumes (unread page-by-page - a ship-authored Ormoc report may sit inside NAID 139944058), builder work packages for New Jersey Shipbuilding, and MARAD/NDRF disposal records post-7 January 1948. Does not establish or defeat any claim of exposure or legal eligibility.

  13. [13]Completeness cross-check: NavSource campaign table (three operation groups) vs the ship's own action reports for Lingayen Gulf 9-10 Jan 1945 (NAID 139972644) and Dumaguete, Negros 26 Apr 1945 (NAID 633417560) [other_primary]

    Finding
CORRECTION/completeness flag: the NavSource campaign table for this hull lists the Leyte, Mindoro, and Visayan Island operations but omits two operations documented by the ship's own action reports - the Lingayen Gulf invasion (9-10 January 1945, transporting 6th Ranger Battalion troops and Alamo Scouts) and the Dumaguete assault landing on Negros (26 April 1945, transporting the 164th RCT). The Lingayen landings fall inside the Navy's official 'Luzon operation' campaign period, and Dumaguete inside the southern-Philippines/Visayan offensive period; the NavSource listing (which supports three battle stars) is a campaign-credit summary, not a complete operations list. Any secondary profile relying solely on the NavSource table will understate this hull's combat service.

    Limitations
Completeness note, not an error correction of a legal-material claim: battle-star credit periods and operations participation are not the same thing; whether the Navy formally credited Lingayen or Dumaguete within her three stars is unverified (the awards listing consulted is NavSource's own). The ship-authored reports verify presence and troop lifts, which is what this row asserts. No asbestos content.
