In the Task Group 78.2 (Balikpapan Attack Group) order of battle for the 1 July 1945 landings, TG 78.2.4 - the LSM Unit under T/Capt. D. J. Wientraub, USN - was embarked aboard 'the Landing Craft Flotilla Flagship USS LCFF-789 (Lt. R.J. Minnich, USNR)': the craft served as flagship of the LSM unit controlling LSM Groups 4, 5, and 6 (22 LSMs). Confirms the ship's documented Balikpapan participation and her flotilla-flagship employment, and names her commanding officer at the landing.

Official context for the operation this hull participated in: the Balikpapan assault of 1 July 1945 - 'the final amphibious assault landing in Borneo' - was conducted by Task Group 78.2 under Vice Adm. Barbey's Seventh Amphibious Force, with Commander Amphibious Group 8 (Rear Adm. Noble) as attack-group commander landing the Australian 7th Division. Minesweeping at Balikpapan was 'the most difficult in the Southwest Pacific Area and perhaps in the whole war'; naval casualties were 7 killed and 43 wounded.

HAER written history of a sister hull built at the same yard in the same weeks: LCI(L)-653 was laid down 14 June 1944, launched 14 July 1944, commissioned 21 July 1944 by New Jersey Shipbuilding Corporation, Barber NJ - a 1942-incorporated wholly owned subsidiary of Barber Asphalt Corporation that converted the idled asphalt plant on Arthur Kill into an assembly-line LCI yard (sections prefabricated at a factory 14 miles away, hauled to the ways by railroad; Todd Shipyards assumed management in 1942 at the Navy's request). LCI(L)-351-class construction: welded steel throughout, 10-15 lb high-tensile plate, '2" of plastic splinter protection (i.e., crushed granite pebbles embedded in bitumen)' on gun tubs/conning tower/pilot house; eight six-cylinder GM Series 71 diesel truck engines in quads of four per shaft, twin variable-pitch propellers, 16 knots; complement 4 officers + 24 sailors, troop load 9 officers + 196 enlisted + 32 tons cargo (per the Navy's wartime guide); BuShips design, working plans by George Lawley & Son, Boston (NARA RG 19 microfilm roll 5899).

    Limitations
Sister-hull and yard documentation - establishes the construction process and material baseline for the class and builder, not this hull individually. The report contains NO asbestos mention: it is a written history and physical description, not a materials survey - its silence neither proves nor disproves asbestos aboard. Does not establish quantity, exposure, or present-day presence.

    Finding type
    asbestos_application
    Finding
A diesel-powered landing craft built mid-1944 sits inside the Navy's documented asbestos-use era; era-standard applications aboard a craft of this type and period were diesel-exhaust lagging and gaskets, engine-room thermal and acoustic insulation, deck coverings/tile, bulkhead and accommodation insulation, valve packing, and winch/windlass brake linings. As a diesel craft she carried no boilers - the boiler/turbine steam-lagging pathway of larger combatants does not apply. Her January 1945 LC(FF) conversion added flag-plot and communications spaces; its material scope is undocumented.

Class/era inference only - no hull-specific insulation survey, material schedule, or work package located for LCI(L)-789. Names era-standard applications, not confirmed installed materials. No quantity. Product names are normalized era terms; no manufacturer attribution for this hull.

    search_ledger rows sl-uss-lci-l-789-01 through -13
    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, museum restoration record (sister LCI-713's NRHP nomination contains no asbestos/insulation mention), or docketed case naming LCI(L)-789 / LC(FF)-789 was found in the public sources searched. CourtListener returned zero opinion and zero docket hits on all hull-designation variants. No DANFS entry exists for this hull (numbered landing craft were not individually covered). The only asbestos-marketing content found attaches to hull number 789 of a different ship (USS Eversole, DD-789) - a collision, not this hull.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - WWII-era construction at a wartime yard is itself consistent with retained era materials. One loose CourtListener variant query (plus merchant name 'Northern Moon') remained blocked at session end - logged in the ledger as blocked, not run. Deck logs, conversion work packages, and Maritime Commission disposal records are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding type
    historical_record
    Finding
Primary-source leads identified but not pulled this session: (1) WWII-era deck logs for this hull exist in NARA RG 24 holdings for commissioned vessels - online catalog verification not completed (NARA catalog is JS-rendered); (2) the class working plans (George Lawley & Son, NARA RG 19 roll 5899) are the design authority for the LCI(L)-351 class; (3) CTG 78.2 Op Plan 4-45 is the primary document for the Balikpapan flagship assignment; (4) the Maritime Commission disposal/sale file would document the 1947 transfer terms.

CORRECTION: secondary sources diverge on every milestone date for this hull. NavSource (citing the Turner Publishing LCI volume) gives: laid down 27 June 1944, launched 29 July 1944, commissioned 4 August 1944, decommissioned 21 December 1946, struck 1947, Maritime Commission transfer 31 March 1947. Secondary compilations give: laid down 1 July, launched 4 August, commissioned/delivered 11 August (uboat.net, shipbuildinghistory, jounin.jp); decommissioned 20 November 1946 (jounin.jp); struck 17 February 1947 (jounin.jp, with a 1957 variant) or '1957' (navalmarinearchive mirror); 'To NDRF 1947' (shipbuildinghistory). NavSource/Turner dates carried throughout this record; variants logged in gaps.
