Bradley Jr. USNR in command as of May 1945); redesignated Landing Craft (Flotilla Flagship) LC(FF)-791, 20 January 1945; Asiatic-Pacific Theater service in LC(FF) Flotilla Twenty-Three (LCDR R. H. Brazeal), LC(FF) Group Sixty-Nine (LT. T. T. Brooks), LC(FF) Division One Hundred Thirty-Eight; campaign credit: Okinawa Gunto operation - assault and occupation of Okinawa Gunto, 16 May to 30 June 1945; occupation service in the Far East 2 September 1945 - 4 April 1946; decommissioned at Swan Island Navy Base, Portland, OR, 1946; laid up Pacific Reserve Fleet, Columbia River Group, March 1946; struck from the Naval Register 1957; earned one battle star; final disposition fate unknown. Limitations
Ship-specific history only; no asbestos or material content. NavSource is a volunteer secondary compilation - its hull record is credited to the Turner Publishing LCI volume (secondary). Unit-assignment and commanding-officer details conflict with the official NHHC Pacific Fleet organization of 1 May 1945 (see ev-02 and gaps). Finding
The official Pacific Fleet organization dated 1 May 1945 lists 'LCI 791' in LCI DIVISION 136 under LCI GROUP 68 (ComLCIGrp 68 Lt. Cdr. E. S. Dulean / Lt. Cdr. O. G. Howell USNR) within LCI FLOTILLA TWENTY-THREE, commanding officer Lt. (jg) R. W. Bradley (USNR). Division 136 also comprised LCI 789, 790, 792, 793 and LCI 1083; the craft carries no (FF) flagship flag in this chart while other LCIs are flagged (FF)/(GF)/(RCM)/(M).

    Limitations
An administrative snapshot at a single date (1 May 1945), during the Okinawa operation window for this hull. It conflicts with NavSource/Turner on group/division (Div 136/Grp 68 here vs Div 138/Grp 69 in NavSource) and on the CO's name (R. W. Bradley vs K. W. Bradley Jr.), and does not display her LC(FF) flagship flag even though NavSource dates that redesignation to 20 January 1945 - all unresolved, carried in gaps. A fleet organization entry is assignment/identity evidence only: no asbestos, material, or condition content.

    Finding
The yard production table lists 'LCI(L) 791, US Navy, Landing Craft, Del'y Aug-44, Struck 1957' - matching NavSource's builder (New Jersey Shipbuilding Corp., Barber, N.J.), August 1944 delivery/commissioning, and 1957 striking. Yard description: 'an assembly line for LCIs on Arthur Kill, in Barber,' with management taken over by Todd Shipyards in 1942 at the Navy's request; closed after the war.

    Limitations
Secondary archival compilation (mirrored Shipbuilding History data), not a primary registry - corroborates builder, delivery month, and strike year but carries no detail on construction materials. The yard narrative notes its own ongoing data-collection status ('If anyone can provide any information about the disposition of the boats...'). No asbestos content.

    Finding
NPS/HAER documentation of LCI(L)-713, a sister LCI-351 class vessel built to the same Bureau of Ships design: class described as Landing Craft Infantry (Large) built after 1 June 1944 with cylindrical pilot house and centerline ramp (rather than the two side ramps of earlier ships); principal measurements length 158'-5 1/2", beam 23'-3", loaded draft 5'-4" forward / 5'-11" aft, loaded displacement 387 tons, max speed 16 knots; propulsion eight General Motors 6-71 diesel engines; designed by Bureau of Ships. Confirms the class design and diesel plant applying to this hull.

    Population
LCI-351-class crews generally; -713 restoration volunteers (context)
    Limitations
Sister-hull documentation, not this hull: LCI(L)-713 was built by George Lawley & Son, Neponset, MA - a different yard than -791's New Jersey Shipbuilding. Figures are for -713 (loaded displacement 387 t vs the 419 t in NavSource's class spec block - minor measurement variance noted, not resolved). The HAER file contains no asbestos or insulation content - the absence is noted, not leveraged.

    Finding
NHHC's official class description: 'Navy-designed (LCI) craft were launched by the hundreds. On the first version soldiers debarked by means of catwalks and ramps, but the later ones eliminated the ramps and used bow doors instead. The same hull was modified into mortar, gunboat and rocket versions to give direct fire support for amphibious assaults; others were altered for use as landing craft flotilla flagships. The 157 foot craft could make speeds up to 14 knots, had a crew of 24 officers and men, and four 20mm guns for armament.' Confirms (a) the flotilla-flagship alteration path this hull followed (LC(FF)-791), and (b) the class's modular design history.

Class-level museum text describing the LCI(L) type generally (drafted around the earlier ramp/side-catwalk variant - '157 foot' and 'four 20mm guns' vs -791's spec block of 158' 5.5" and five 20mm; class-variant differences, not errors). Finding type
    asbestos_application
    Finding
A Navy-designed steel landing craft built in July-August 1944 sits inside the Navy's documented asbestos-use era; era-standard applications aboard a small diesel combatant of this type and period were thermal insulation and lagging on machinery and diesel-exhaust systems (eight GM diesels, mufflers and exhaust trunks), gaskets and valve packing, and electrical insulation in the confined hull and accommodation spaces. As a diesel craft she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply. The January 1945 LC(FF) conversion added flotilla command/communications spaces of undocumented scope.

Class/era inference only - no hull-specific insulation survey, material list, plan, or work package located for LCI(L)-791/LC(FF)-791. Finding
GAO documented the Navy's use of asbestos in ships and the cost of removing it, reviewing worker-protection efforts at Long Beach and Norfolk Naval Shipyards; the Navy's 1975 policy removed asbestos insulation only when damaged or removed for necessary repairs, modified in 1979 to selectively replace asbestos insulation in high-maintenance areas - spanning the era in which this hull was built (1944) and served (1944-46).

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, plan, or verified litigation naming LCI(L)-791 / LC(FF)-791 was found in the public sources searched (see search_ledger). CAVEAT: CourtListener could not be queried to completion this session - the fleet-wide pacing budget was spent on each attempt (helper exit 2, 'fleet-wide request budget is momentarily spent'); logged as blocked in search_ledger, not as a negative result. Secondary web sweeps surfaced no qualifying case and no ship-specific marketing assertions of note.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944 Navy-design hull is consistent with retained era materials at construction. The litigation repository search is a genuine open gap (throttled, not run). Deck logs, construction work packages, and reserve-fleet/disposal records are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
