A diesel-powered amphibious landing craft built September-October 1944 sits inside the documented Navy asbestos-materiel era (NARA: asbestos in U.S. Navy materiel 1941-1961). With no steam plant, the boiler/turbine lagging pathway of larger combatants does not apply; era-standard applications aboard a craft of this type and period were diesel-exhaust and machinery lagging, thermal insulation within the confined hull, gaskets, valve packing, and electrical insulation.

    Finding
The yard that performed this hull's AMCU-26 conversion (August 1953-March 1954) is a documented asbestos-exposure site in peer-reviewed literature: a historical review of asbestos exposure at Puget Sound Naval Shipyard covering 1962-1972 presents photographs depicting work conditions there circa 1940-1965 as representative of military shipyards of the time, and a 1976 peer-reviewed study addresses asbestos exposure control at that same shipyard. The 1953-54 conversion window falls within the documented-era conditions.

PSNSY trades working ship conversion/overhaul (era covering 1953-54)
    Limitations
Yard-level documentation, not a hull record: neither paper names this vessel, and the visual review's stated coverage window (1962-1972, photographs circa 1940-1965) brackets rather than centers on 1953-54. Establishes that asbestos exposure conditions at PSNSY in that era are documented - does not establish that conversion work on this hull disturbed asbestos, nor materials aboard, quantities, or individual exposure. Bibliographic records verified via NCBI E-utilities 2026-09-30 (pubmed.ncbi.nlm.nih.gov itself served a reCAPTCHA interstitial to automated fetch); detailed findings cited in the shipyards.json yard record for PSNSY were not independently re-verified here.

    Finding
NARA states 'the use of asbestos in U.S. Navy materiel from 1941-1961 is a frequently requested topic' and publishes a research guide for documenting whether a particular US naval ship does or does not have asbestos material aboard - directing researchers to Record Group 19 (Records of the Bureau of Ships) general/confidential correspondence 1940-1961 filed by hull designation, and to shipyard correspondence files (NY designations for naval shipyards; QM designations for private builders). For this hull those leads are: LCI(L)-874/LSIL-874 hull and LCI(L)-351-class correspondence, QM/New Jersey Shipbuilding (builder, 1944) and NY Puget Sound (conversion yard, 1953-54) files.

    Limitations
NARA's official framing covers the Navy materiel era 1941-1961 - spanning this hull's entire Navy career (1944-1957) - but is methodological guidance, not a finding about this vessel. Finding
GAO reviewed Navy efforts to protect workers from asbestos exposure, including the use of asbestos in Navy ships and the cost of removing it; per the published highlights, Navy policy in 1975 was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for repairs, modified in 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it.

Program-level documentation; GAO fieldwork was at Long Beach and Norfolk Naval Shipyards, not this hull's builder or conversion yard. The only asbestos-claims material surfaced is law-firm marketing content - including an asbestos-ships.com listicle naming 'USS Kestrel AMc-5,' a different vessel (the 1938-built coastal minesweeper AMc-5), i.e. a name collision that does not touch this hull - excluded by source policy.

Absence of a located public record does not prove absence of asbestos aboard. The CourtListener 'USS Kestrel' query could not be completed at reporting time - fleet pacing budget repeatedly spent; logged as blocked in search_ledger, not as a negative result. RG 19 hull/class correspondence and deck logs are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding type
    historical_record
    Finding
NavSource styles the 13 October 1944 commissioning as 'USS LSI(L)-874'; DANFS records the same date for LCI(L)-874. The LSI(L)/LSIL terminology is retrospective - applied to the wartime LCI(L) hull postwar (the craft was in reserve 1946-1952 when surviving LCIs carried the LSI(L) designation). This record treats LCI(L)-874 and LSI(L)-874/LSIL-874 as the same hull, which NavSource's own designation chain (ex-LSI(L)-874 ex-LCI(L)-874) confirms.
