Consolidated Steel Orange construction trades (1944); crew (1944-45 wartime; postwar status undocumented)
    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its milestones generally track official records but its campaign table contains a Morotai-date transcription error (see ev-03) and its history source is a commercial 1995 Turner volume, not a government record. Contains no asbestos content.

    Locator

    Finding type
    vessel_history
    Finding
uboat.net's warship entry confirms build data (laid down 24 Feb 1944, launched 20 Mar 1944, commissioned 12 Apr 1944, Consolidated Steel Orange) and gives 'Reclassified as LCI(G), Landing Craft Guns on 15 June 1944' where NavSource gives no date; 'Sold on 22 December 1951' matches. Transcribed orders of battle name this hull's commanding officer Lt.(jg) R. L. Steele, USNR, at both: (1) Operation Globetrotter, 30 July 1944 - amphibious landings on Middelburg and Amsterdam Islands and at Cape Sansapor; LCI(L)-962 sailed in Task Unit 77.2.5, the LCI Unit of LCI Flotilla 8, departing to Maffin Bay after unopposed landings; and (2) Operation Tradewind, 15 September 1944 - Morotai landing; LCI(L)-962 in Task Group 77.3.23, the LCI(L) group of the Red Beach attack force.

Crew under Lt.(jg) R. L. Steele USNR (1944); embarked troops (capacity 182 enlisted per class spec)
    Limitations
uboat.net is a volunteer secondary compilation transcribing wartime orders of battle - generally reliable for ORBAT placement but not a government record; its '15 June 1944' LCI(G) reclassification date conflicts with NavSource's 'date unknown' and is unresolved (see gaps). Contains no asbestos content.

    Finding type
    historical_record
    Finding
CORRECTION + official campaign credit: the NAVPERS 15,790 star list for LCI(L) 962 credits exactly four operations - Cape Sansapor operation 31 Jul 44 and 1 Aug 44 (code P28-6); Morotai Landings 15 Sep 44 (P28-8); Leyte landings 19-29 Nov 44 (P31-1); Mindoro landings 12-18 Dec 44 (P32-1) - consistent with the four battle stars NavSource reports. Two corrections flow from this: NavSource's campaign table prints 'Morotai landings, 12 to 18 December 1944', duplicating the Mindoro window - the credited Morotai date is 15 September 1944 (matching uboat.net's Operation Tradewind date); and the Visayan Island landings (18 Mar - 1 Apr 1945) that NavSource lists do not appear in this hull's NAVPERS star credit, i.e., participation without an additional battle star.

    Limitations
Source is a commercial ribbon retailer's transcription of NAVPERS 15,790 (Rev. 1953); the underlying official manual page was not independently fetched this session - carried as a transcription of an official record. The Visayan conclusion is negative inference (absence from the star list), not a positive statement that the operation lacked credit.

    Locator
Consolidated Orange yard table, hull 1256 row (LCI(L) 962)
    Finding type
    vessel_history
    Finding
The Consolidated Orange yard table identifies LCI(L)-962 as yard hull 1256, under a contract dated 10 December 1943, delivered April 1944, with disposition column reading 'Struck 1950'. This supplies the builder hull number and contract date absent from NavSource, and a 1950 strike year where NavSource reports 'date unknown' (hull was reclassified LSIL-962 in February 1949, sold December 1951).

    Limitations
Secondary yard-production compilation, not a primary registry; the 'Struck 1950' disposition is unresolved against an official source and NavSource's 'date unknown' (see gaps). 'Delivered Apr-44' is delivery, not commissioning (NavSource: commissioned 12 April 1944). Contains no asbestos content.

    Finding
GAO reviewed the Navy's efforts to protect workers from asbestos exposure at the Long Beach and Norfolk Naval Shipyards, specifically including 'the use of asbestos in Navy ships' and the cost of removing asbestos from Navy ships. Per the product-page highlights, the Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed to accomplish necessary repairs; modified in 1979 to selectively replace asbestos insulation in high-maintenance areas - documenting that asbestos insulation remained managed in place aboard the Navy's WWII-era fleet well after this hull's era.

    Finding
An adjudicated asbestos claim touching this hull's builder yard: a WWII Navy veteran (active duty May 1944 - February 1946) had been employed at Consolidated Steel, Orange, TX, 1942-1946 as a driller in the boilermaker department. On individual facts the Board found he was NOT exposed to asbestos during that shipyard employment but WAS exposed aboard Navy vessels in service - his testimony described asbestos-coated pipes throughout the ships on which he served and stated that on smaller ships firing the guns shook dust off the pipes; service connection for asbestos-related lung disease was granted (asbestosis itself not found).

    Population
WWII Navy veteran / former Consolidated Steel boilermaker-department driller (one appellant)
    Limitations
Appellant-specific credibility findings - not a yard survey and not tied to this hull (his vessels are unnamed). The yard finding does not establish absence of asbestos at Consolidated Steel Orange, and the aboard-ships finding does not document this vessel. Stage discipline: a single merits-level Board decision for one claimant; carried as era context for the builder yard and the WWII-era shipboard-asbestos environment, not as evidence for or against exposure aboard this hull.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or adjudicated case naming LCI(L)-962 / LCI(G)-962 / LSIL-962 was found in the public sources searched (see search_ledger). CourtListener opinion index returned zero hits for quoted 'LCI(G)-962' and 'LSIL-962', and 43 all-collision results for unquoted 'LCI-962' (corporate 'LCI' parties and reporter/docket-number matches); the parenthesized 'LCI(L)-962' opinion query and the RECAP docket query were blocked by the shared fleet pacing limiter and are logged as blocked, not negative results.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - this was a 1944 amphibious craft of a class whose era applications are consistent with limited asbestos use. The litigation search is partially open (two queries blocked by pacing); RG 24 deck logs, RG 38 war diaries (the class's per-ship file-unit pattern is documented for sister hulls), and the 1951 sale contract are undigitized archival leads. Does not establish or defeat any claim of exposure or legal eligibility.
