Identity, construction, and service record for this hull: laid down 29 February 1944 at Consolidated Steel Corp., Orange, TX; launched 27 March 1944; commissioned USS LCI(L)-969, 21 April 1944, LT. J.W. Clement in command. WWII Asiatic-Pacific Theater; campaign table lists 'Western New Guinea operations - Mindoro landings, 15 September 1944' (the 15 Sep 1944 landing was Morotai per DANFS and uboat.net - 'Mindoro' label flagged in gaps). China Service assignment 22 November - 16 December 1945. Decommissioned 3 October 1946 at New Orleans; laid up Atlantic Reserve Fleet, Florida Group, Green Cove Springs, FL. Renamed Minivet 7 March 1952 and designated Coastal Minesweeper (Underwater Locator) AMCU-32; conversion canceled 1 July 1954 and redesignated Landing Ship Infantry Large LCIL-969; returned to Atlantic Reserve Fleet, Green Cove Springs; struck from the Naval Register March 1957. Limitations
NavSource is a compiled secondary reference (transcribing Turner Publishing's USS LCI volume and Navy records), not a contemporaneous log or action report. Its campaign-table label 'Mindoro landings, 15 September 1944' conflicts with DANFS and uboat.net, which place the hull at the Morotai landings of that date - flagged in gaps. Its 'Conversion canceled' framing conflicts with DANFS's 'served for 2 years in the 4th Naval District' as AMCU-32 - flagged in gaps. Specification figures are class-level, not hull-verified. Contains no asbestos information whatsoever.

    Finding
The DANFS narrative for this hull: laid down as LCI(L)-969 on 29 February 1944 by Consolidated Steel Corp., Orange, Tex.; launched 27 March 1944; commissioned 21 April 1944, Lt. J. W. Clement in command. After shakedown out of Galveston she formed LCI(L) Group 43 of Flotilla 15 on 13 May 1944 and steamed via the Panama Canal to the southwest Pacific; arriving New Guinea in July she transported troops to Aitape and Hollandia; troops embarked at Maffin Bay 10 September waded ashore in the unopposed invasion of Morotai on the 15th. At Milne, New Guinea, 20 October, she left her flotilla for the 7th Fleet Service Force, operating for the next 10 months between northern New Guinea, Manus, and the Philippines. Flotilla 15 gathered at Leyte and, as part of TF 73 under the commander Yangtze Patrol, she departed for China 5 September 1945, weathered a typhoon off Okinawa on the 17th, and arrived Shanghai 6 October; she transported occupation troops of the 70th Chinese Army to Formosa in mid-October. She arrived San Pedro 16 February 1946, was carried in a dock landing ship's well to New Orleans (27 July), and decommissioned 3 October 1946 into the Atlantic Reserve Fleet at Green Cove Springs. Named Minivet 7 March 1952 and slated for reconversion/reclassification as AMCU-32 'which she became in June'; she 'served for 2 years in the 4th Naval District' before decommissioning 1 July 1954 and resuming the designation LCI(L)-969; she ended her career 30 November when designated a target at Green Cove Springs Naval Station; struck from the Navy list March 1957. One battle star for WWII. Header spec line: dp. 209; l. 159'; b. 23'8"; dr. 5'8"; s. 14.4 k.; cpl. 41; a. 5 20mm.; cl. LCI(L)-351.

    Limitations
Single-narrative official history; the NHHC rendering prints 'Muffin Bay' and 'Mime' for Maffin Bay and Milne (HyperWar's transcription prints 'Maffin'/'Milne') - orthographic variances flagged in gaps. The '30 November' target-designation date carries no year in the entry (sequence places it between 1 July 1954 and March 1957); it is a designation date, not a documented sinking date. 'Served for 2 years in the 4th Naval District' conflicts with NavSource's 'Conversion canceled, 1 July 1954' framing - whether she ever operated as a converted minesweeper is unresolved, flagged in gaps. Contains no asbestos information.

    Limitations
The entry is an inventory record only - it establishes that NARA holds logbooks for this hull for the stated span, not their contents. The deck logs themselves were not opened for this record. Logs after 31 December 1945 (through the October 1946 decommissioning and any 1952-54 Minivet-period records) are outside this inventory listing. Finding
LCI(L)s were diesel-powered landing craft of a utilitarian wartime Bureau of Ships design (designed May 1942; over 900 built by ten yards; ~158 ft, twin-screw). This hull is an LCI(L)-351-class craft whose propulsion was two sets of four General Motors diesel engines, four per shaft (NavSource specification block, 2,320 shp) - an all-diesel plant with no boilers or steam system, so the asbestos-relevant applications aboard are the era-standard diesel-craft items: engine exhaust and muffler lagging, thermal/acoustic insulation in the engine room and accommodations, gaskets, valve packing, and electrical insulation.

Construction trades (Orange TX, 1944); wartime crew in confined engine-room and accommodation spaces
    Limitations
Class/design inference only - HAER AK-52 documents a sister 351-class craft (LCI(L) 653) and the LCI(L) design generally; it does not name this hull and does not itself assert asbestos content. No ship-specific material list exists for this hull; asbestos presence aboard is era- and design-level inference, not ship-proven. Does not establish quantity, products installed, or exposure. The hull was sunk as a target (1957 per Colton), so no present-day condition can be asserted.

GAO reviewed the Navy's efforts to protect workers from asbestos exposure at Long Beach and Norfolk Naval Shipyards, covering use of asbestos in Navy ships, removal costs, and disability compensation; it records the Navy's 1975 policy of removing/replacing asbestos insulation only when damaged or required for repairs, modified in 1979 to selective replacement in high-maintenance areas - Navy-wide confirmation that asbestos insulation was standard aboard Navy ships of this era.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, museum record, or docketed asbestos case naming LCI(L)-969 / LSIL-969 / Minivet / AMCU-32 was found in the sources searched (see search_ledger). One CourtListener opinion query ('LCI(L)-969') completed and verified count 0; the remaining queries ('LCI-969', 'LCI 969' + asbestos, 'Minivet' + asbestos, 'AMCU-32', and the RECAP docket index) could not be completed - the fleet-wide authenticated pacing budget was spent through most of the research window and those attempts returned stand-down guidance; they are logged as blocked in the ledger, not treated as negative results. A live-web sweep for asbestos/mesothelioma claims naming this hull returned zero results; asbestos claims about the builder yard (Consolidated Steel, Orange TX) surfaced only on banned-class law-firm pages - excluded by source policy. No individual DANFS entry exists under the LCI(L)-969 designation - the hull's DANFS history is filed as 'Minivet II (AMCU-32)'.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - as a 1944 combat-built Navy craft the hull sits inside the documented Navy asbestos era. Does not establish that asbestos is or is not present, and does not establish or defeat any claim of exposure or legal eligibility. CourtListener coverage is partial: the 'LCI(L)-969' opinion query is verified-nil, but alternate spellings, the Minivet/AMCU-32 designations, and the RECAP docket index went unexecuted this session due to shared-quota pacing, so opinions under the other designations and pleading-stage cases are not ruled out. The hull was sunk as a target (1957 per Colton), so no modern survey can exist.
