DANFS: 'The second Lehigh (AK-192) was laid down under a Maritime Commission contract by Walter Butler Shipbuilding Co., Superior, Wis., 8 June 1944; launched 25 November 1944; sponsored by Mrs. Stanley Butler; acquired by the Navy 30 July 1945; placed in service the same day for ferrying from Beaumont to Galveston, Tex.; placed out of service on the 31st; and commissioned at New Orleans 13 September 1945, Lt. George Kotnick in command. Because of the reduced need for cargo ships following World War II, Lehigh decommissioned 6 November 1945 and was turned over to the WSA the same day.' DANFS characteristic line: dp. 2,382; l. 338'6"; b. 50'; dr. 21'; s. 12 k.; cpl. 87; a. 1-3", 6-20mm; cl. Alamosa; T. C1-M-AV1. Namesake: 'A county in Pennsylvania.' (Note: the hazegray transcription of the 1969 print edition, Vol. 4 pp.83-84, reads 'Complement: 85' where the NHHC web edition reads cpl. 87.)

    Limitations
Volunteer-compiled secondary record, not a primary document - merchant-chain dates agree with the MARAD custody cards (ev-04) and are treated as corroborated; specification-block figures (draft, complement) differ from DANFS and are carried with the discrepancies logged in gaps. Contains no asbestos or materials information. 'Struck - date unknown' is NavSource's framing; Shipscribe supplies 28 November 1945 (ev-03).

    Finding
Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII, the era and emergency shipbuilding program under which this C1-M-AV1 Maritime Commission hull was built in 1944-45, and that wartime demand drove unprecedented asbestos utilization aboard U.S.-built hulls.

    Limitations
Program/era-level scholarly documentation of asbestos use in WWII shipbuilding generally; does not name this vessel, does not establish that asbestos was or remains aboard this hull, and does not establish quantity, location, condition, exposure, or causation. This hull's diesel propulsion removes the steam-plant boiler-insulation inference applied to steam hulls.

    Finding
No qualifying ship-specific asbestos record located in the archival/official sources searched: no asbestos survey, abatement contract, hazmat disclosure, or government claim naming USS Lehigh (AK-192), MC hull 2123, Coastal Expounder, or Rio Solimoes (see search_ledger). Coverage hole: the litigation layer could NOT be searched - CourtListener authenticated API requests were throttled for the entire session (shared key at its 2,800/day cap; 'expected available in ~10 hours' at last check 08:26 CT), so vessel-level opinion/docket absence is unverified, not a negative result.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944-45 Maritime Commission hull is era-consistent with asbestos-containing materials in construction, and no survey was located either way. The archival negative finding is verified; the litigation negative is unverified because the docket search could not execute. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.
