    Finding
DANFS record for this hull: laid down 19 October 1942 by Federal Shipbuilding & Drydock Co., Newark, N.J.; launched 28 March 1943; commissioned 13 May 1943; South/Central Pacific fleet-oiler escort 1943-44 (Hollandia; TF 58 refueling; Marianas; Philippine Sea; TG 30.8 for western Carolines and Leyte); San Diego overhaul December 1944-January 1945; Marshalls blockade/bombardment mid-1945; aboard Levy, Capt. H. D. Grow accepted the surrender of Mille (Mili) Atoll 22 August 1945, witnessed Jaluit's surrender, and Wake Island surrendered 4 September 1945 to Brig. Gen. L. J. M. Sanderson embarked in Levy; in commission, reserve at Green Cove Springs, Fla., 15 November 1945; decommissioned 4 April 1947; berthed Norfolk, Va., Atlantic Inactive Fleet, into 1969; bracketed note: struck from the Navy list 1 August 1973, sold 17 July 1974; five WWII battle stars.

Federal Shipbuilding construction trades 1942-43; wartime crew (design complement 186)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. 'Mille' is the DANFS spelling for Mili Atoll; DANFS gives 'Capt. H. D. Grow' where the NHHC photo captions read 'Capt. H. B. Grow' - carried in gaps. Mirror transcription cited because the live NHHC page returns 404.

    Finding
NHHC Online Library record for this hull: 1,240-ton Cannon-class destroyer escort built at Newark, N.J.; commissioned May 1943; southern/central Pacific service August 1943-war's end escorting fleet logistics ships; bombarded and blockaded bypassed Japanese islands in the Marshalls; hosted surrender ceremonies for Mili, Jaluit, and Wake in August-September 1945; reserve fleet at Green Cove Springs, Fla., from November 1945 with 'no further active service'; later moved to the Norfolk, Va., area and remained 'in mothballs' until sold in July 1974. Catalogs National Archives photos 80-G-490368 et seq. of the 22 August 1945 Mili surrender ceremony aboard Levy (Capt. H. B. Grow, USNR, senior U.S. officer; Japanese Navy Capt. Masanori Shiga signing).

    Limitations
Photo-catalog record documents custody, events, and postwar inactivity - not materials or asbestos content. 'No further active service' after November 1945 bounds the Navy-era exposure window to 1943-45; does not establish or exclude asbestos aboard.

  4. [4]DANFS specifications block (Cannon class; 21 kt) + Atlas shipyard dataset, Federal Shipbuilding-Kearny record (tier 2; incl. Owens-Illinois industrial-health survey of the yard, Aug. 30 - Sep. 2, 1944) [other_primary]

    Finding type
    asbestos_application
    Finding
Era/yard inference: a Cannon-class (DET-design) destroyer escort built 1942-43 would have carried era-standard asbestos applications appropriate to a diesel-electric ship - engine exhaust insulation, gaskets and packing, electrical insulation, brake linings, and deck coverings - but no boilers or steam-line lagging, a materially smaller asbestos-application profile than steam-plant escorts; builder Federal Shipbuilding & Drydock (Kearny/Newark, N.J.) is documented at yard level in the Atlas dataset (tier 2), including a 1944 Owens-Illinois industrial-health survey documenting asbestos pipe-covering work (Johns-Manville Superex) in confined spaces at the yard.

    Population
Federal Shipbuilding construction trades 1942-43; crew 1943-47
    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. The diesel-electric plant means the largest asbestos categories of steam ships (boiler and steam-line insulation) do not apply. The 1944 yard survey postdates this hull's May 1943 commissioning and documents yard practice, not materials aboard DE-162. Does not quantify material or establish any individual's exposure.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located for DE-162: no hull ACM survey, abatement record, hazmat disclosure, or qualifying asbestos litigation naming the vessel was found in the public sources searched; CourtListener 'USS Levy' returns zero opinion hits and 'DE-162' hits are identifier collisions in unrelated civil dockets (see search_ledger). The hull was scrapped in 1974, leaving no museum/owner organization to publish present-day material disclosures.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era materials were standard across the class and yard; does not establish or defeat any claim of exposure or legal eligibility. Eight of 28 'DE-162' opinion hits were unreviewed (fleet pacing cut off pagination) - all 20 reviewed were identifier collisions.
