DANFS record for this hull: laid down 31 March 1943 by Federal Shipbuilding & Drydock Co., Kearny, N.J.; launched 1 August 1943, sponsored by Lt. Joy Hancock, USNR(W), widow of Lt. Comdr. Hancock and the first WAVE officer to christen a U.S. combatant ship; commissioned 29 September 1943, Comdr. Charles H. Lyman III. TF 58 service: Marshalls, first Truk strikes 16-17 February 1944, Palaus, Hollandia, Marcus-Wake, Marianas (Saipan bombardment 13 June), Battle of the Philippine Sea 19-20 June; TF 38 strikes on the Philippines/Okinawa/Formosa from September 1944; picket duty in the Battle of Leyte Gulf (assisted in sinking an enemy destroyer); home-island raids February-March 1945; Okinawa to 10 May 1945. Undamaged with four casualties in 16 months; San Francisco drydock overhaul 6 July-30 August 1945; decommissioned San Diego 10 January 1946. Recommissioned Armed Forces Day 19 May 1951 (mirror prints '1961' - typo; NHHC photo caption and destroyerhistory transcription confirm 1951), Naval Station Long Beach, Comdr. R. L. Tully; modernization at Newport; Korean deployment September 1952-January 1953 completing a circumnavigation; Atlantic/Mediterranean service 1953-1957 incl. Suez transit 9 May 1956; arrived Philadelphia 24 September 1957, decommissioned 18 December 1957, Atlantic Reserve Fleet. 'Brought out of mothballs and modernized,' transferred to Brazil 1 August 1967 and commissioned same day as Piauí (D 31). Nine WWII and two Korean battle stars. Spec block: dp. 2,050; 376'5" x 39'7"; dr. 17'9"; 35.2 k.; cpl. 329.

Federal Shipbuilding construction trades 1943; wartime and postwar crew (design complement 329)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The hazegray transcription carries year errors in the postwar paragraphs ('1961,' '1964,' '1966' for 1951, 1954, 1956) and prints 'DD-676' for DD-675 - documented in gaps; destroyerhistory.org's transcription carries the corrected values. Mirror transcriptions cited because the live NHHC page returns 404. The pre-transfer 'modernized' yard is not named.

Official NHC narrative and photo captions for this hull: confirms the DANFS service summary and adds the transfer structure - 'In August 1967 she was loaned to Brazil and renamed Paiui. Formally sold to that nation in 1973, she remained part of the Brazilian Navy until 1989.' Photo caption NH 99995 dates the recommissioning ceremony to Armed Forces Day, 19 May 1951 at Long Beach Naval Station (sponsor Capt. Joy Bright Hancock participating) - confirming the hazegray mirror's '1961' is an error. Photo NH 99997 documents the ship laid up in the Atlantic Reserve Fleet at the Philadelphia Naval Shipyard, 8 September 1959. Namesake: Lt. Comdr. Lewis Hancock, Jr. (1889-1925), killed in the crash of USS Shenandoah (ZR-1), 3 September 1925.

    Limitations
Documents service history, transfer structure, and reserve-fleet mooring site, not materials or asbestos content. The loaned-1967/sold-1973 structure explains why the U.S. striking (15 March 1973) postdates the 1967 handover. NHHC transcription spells the Brazilian name 'Paiui' - standard orthography is 'Piauí.' Photographs of reserve-fleet lay-up are not condition surveys.

    Finding
Foreign-transfer and disposal record for this hull: Brazilian naval reference confirms the ex-DD-675 was transferred BY LOAN ('por empréstimo') and incorporated into the Marinha do Brasil on 2 August 1967 as contratorpedeiro Piauí (D-31); navypedia's member table carries 'to Brazil 8.1967 (Piauí)'; NavSource carries U.S. striking 15 March 1973 and Brazilian striking/scrapping 1989. Consistent with NHHC's loaned-1967/sold-1973 framing.

    Limitations
Secondary reference works (navypedia, NavSource) plus specialist Brazilian naval press (Poder Naval) - consistent across sources and with NHHC, but not primary Brazilian Navy records. Transfer date conflict (DANFS/U.S. 1 August vs. Brazilian incorporation 2 August 1967) documented in gaps. Post-1967 material condition, Brazilian refits, and the 1989 scrapping site/conditions are undocumented.

    Finding
Era/yard inference: a WWII Fletcher-class destroyer built March-August 1943 with a four-boiler/60,000-shp steam plant would have carried period-standard asbestos boiler and steam-line insulation, turbine lagging, gaskets, packing, fireproofing, and deck coverings; builder Federal Shipbuilding & Drydock (Kearny) is documented at yard level in the Atlas dataset, including the 1944 Owens-Illinois industrial-health survey documenting insulator work with asbestos pipe covering and boiler insulation in confined shipboard spaces at the yard. NARA RG19 'General Information Books' per-vessel material specifications are an unretrieved archival lead for hull-level specs.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - placing DD-675's construction (1943) and entire U.S. commissioned service (1943-1946, 1951-1957) inside the documented asbestos-use era.

    Finding
No hull-specific asbestos survey, abatement record, materials inventory, or hazmat disclosure located for DD-675 in the public sources searched (see search_ledger). The ship was transferred to Brazil in 1967 and scrapped there in 1989 - under foreign custody and before modern asbestos documentation practice - and never became a museum, so the disclosure channels that produced ship-specific records for preserved hulls do not exist here. The CourtListener opinion sweep for the exact name returned 19 hits, all name collisions (none the vessel, none asbestos); hull-number and docket-level sweeps remain pending after fleet-pacing throttles.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era-standard applications are documented at class/era level (ev-04, ev-05). The hull no longer exists, so present-day ACM status is moot; the Brazilian-era (1967-1989) material history and any pre-transfer abatement are undocumented. The opinion-level exact-name sweep is complete and negative; hull-number and docket-level sweeps incomplete - see search_ledger sl-07b.
