DANFS entry for Liston (IX-92): 'Liston Point extends into the Delaware River in Newcastle County, Del. (IX-92: t. 41; l. 65'; b. 21'1") Liston (IX-92), a schooner, was built in 1923 as Eleanor V. Robbins by Henry Stilman, Dorchester, Mass.; acquired by the Navy 9 October 1942; converted; and placed in service 13 April 1943. Assigned to the 4th Naval District, Liston operated as a district craft until placed out of service at Philadelphia 12 July 1943. She was struck from the Navy list 29 July 1944 and delivered to WSA 12 December 1945.'

ShipScribe IX-91-class compilation (Stephen S. Roberts, from Ships' Data U.S. Naval Vessels, NVR, and CNO records): 'On 26 Sep 42 CNO asked WSA and BuShips to requisition-purchase the Bay schooner ELEANOR V. ROBBINS for delivery to Com-4. This Delaware Bay schooner was acquired from Wilbert H. Robbins, Port Norris, N.J., for whom she had probably been built in 1923. She was converted by the Essington Yacht Repair and Storage Co. between 12 Oct 42 and 8 Mar 43. She entered service in the 4th Naval District, but by this time the Navy had decided to decommission most of its smaller acquired craft (see IX-88) and her service was very short. She was sold in December 1945 to John A. Tarburton of Dover, Del., and resumed service as the fishing vessel ELEANOR V. ROBBINS. She was still in service in 1972.' Ship note: 'Ex merc. ELEANOR V. ROBBINS. Bay auxiliary schooner. 75 tons light, 41 tons gross. 65.0' oa, 62.5' wl x 21.1'. Wood hull. 1 diesel. Crew 9 (1944).' Disposition table: out of service 12 Jul 43; stricken 29 Jul 44; disposal 12 Dec 45, fate MC/S (Maritime Commission sale), MA sale 12 Dec 45.

    Limitations
Independent expert compilation transcribing official records — not itself a government publication. Builder rendered 'Harry Stilman' in the construction table vs. DANFS 'Henry Stilman' — variant carried. Conversion yard (Essington Yacht Repair and Storage Co.) and '1 diesel' machinery note are the only machinery/construction detail located; no materials statements, no asbestos content, supports no asbestos claim.

Tarburton, Dover, DE (homeport Wilmington, DE) as fishing boat Eleanor V. Robbins; registered 1961 by Newcomb & Hand, Inc., Port Mahon, DE; registered 1970 by Port Mahon Oyster Co., Inc., Little Creek, DE; reported foundered sometime in 1974. Specs: displacement 41 t; length 65'; beam 21'1"; propulsion sail; draft/speed/complement/armament unknown. International radio call sign NZKQ. Awards: American Campaign Medal, World War II Victory Medal. No photographs of the vessel are held.

    Limitations
Volunteer-compiled archive, not an official publication; the post-war registry trail and the 1974 foundering are NavSource-only and uncorroborated by a primary source in this sweep. 'Probably at Philadelphia' for acquisition is the compiler's inference. Propulsion 'sail' vs. ShipScribe's '1 diesel' reconciled as sail + auxiliary diesel, unverified at component level. Limitations
Secondary compilation of official figures — 'Converted Yacht' is the compiler's characterization and conflicts stylistically with DANFS/NavSource 'schooner' and ShipScribe 'Bay auxiliary schooner' (all sources agree she was the converted mercantile sailing vessel Eleanor V. Robbins). 75-ton figure matches ShipScribe '75 tons light.' No asbestos or materials content.

    Finding
Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII — the era under which this hull was acquired and converted (Oct 1942–Mar 1943). Applicability caveat specific to this hull: a wood-hulled auxiliary sailing schooner with no boilers or steam plant lacks the asbestos-intensive systems typical of powered ships by design; era-plausible asbestos uses on a vessel of this outfit are confined to diesel exhaust lagging, gaskets, packing, and wiring insulation — none documented for this hull, and the Essington conversion's materials are undocumented.

    Limitations
Program/era-level scholarship; does not name this vessel and establishes neither presence nor absence of asbestos aboard this hull. The wood hull and absence of a steam plant reduce — but do not eliminate — era-plausible ACM (the auxiliary diesel and outfit materials remained). No quantity, condition, exposure, or causation established.

    Limitations
Sweep establishes that no opinion or docket in the CourtListener corpus names this vessel; it does not exclude state-court, workers'-compensation, or trust claims outside the corpus, and 10 of 30 'Liston asbestos' hits were not reviewed (pagination limit). A name match is not a case finding — all located hits are name collisions; nothing here is an exposure adjudication.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming IX-92/Liston/Eleanor V. Robbins was found in the public sources searched (see search_ledger). MARAD ShipHistory holds no record under 'Eleanor V. Robbins' or 'Robbins'; a 'Liston' keyword search returns only the unrelated SAMUEL W. WILLISTON — consistent with the hull never returning to Maritime Commission custody after the December 1945 WSA sale. The vessel's 1974 foundering forecloses any modern survey; she was never in museum custody and holds no NRHP/NHL designation.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard — the auxiliary diesel and outfit materials of a 1942–43 conversion are era-consistent with limited ACM. Conversely, the hull's loss in 1974 forecloses future survey or abatement documentation entirely. Does not establish or defeat any exposure claim or legal eligibility.

    Finding
Archival leads (not retrieved — no spend authorized): (a) NARA RG 24 deck logs, April–July 1943 — whether in-service district craft like IX-92 generated deck logs at all is unverified; NARA catalog keyword searches returned only surname collisions, and the digitized WWII deck-logs project does not confirm coverage for this hull; (b) 4th Naval District / BuShips conversion records for the Essington Yacht Repair and Storage Co. work (12 Oct 42–8 Mar 43), which would document the conversion scope and any materials installed; (c) U.S. Coast Guard vessel documentation / merchant registry records for Eleanor V. Robbins (Wilmington, DE homeport, 1946–1974) that could confirm the registry trail and document the 1974 foundering; (d) Delaware state archives — 4th Naval District district-craft administrative records.

    Limitations
Record-group and series mapping only — no box-level retrieval performed. Because Liston was placed in service rather than commissioned, formal deck logs may not exist at all. Whether any of these records address construction materials or asbestos is unknown until surveyed. Nothing in this row is an asbestos finding.
