NavSource record for this hull corroborating DANFS and adding detail: laid down 26 July 1943 as Lloyd (DE-209) at Charleston Navy Yard; launched and christened 23 November 1943; commissioned 11 February 1944 (LCDR Peter N. Limitations
NavSource is a volunteer-compiled secondary archive used for corroboration and spec detail, not an official record; boiler-manufacturer attribution (Combustion Engineering) is consistent with the navypedia block map but unverified against contract documents. Contains no asbestos information. Its 'five battle stars' conflicts with Wikipedia's eight - conflict carried in gaps.

    Finding
NARA's published vessel-logbook inventory lists deck logs for 'Lloyd (DE-209)' spanning 11 February 1944 (commissioning) to 30 June 1945 - the ship's contemporaneous operational record covering the DE period, the Philadelphia Navy Yard APD conversion, the Lingayen operation, and the Philippine/Borneo landings. A separate NARA RG 181 finding aid (Sixth Naval District, Charleston) lists ship commissioning files including 'DE-209 USS LOYD' dated 10/23/1943 - correspondence, invitations, and instructions relating to vessels at the Charleston Navy Yard, 1939-1945 (the 'LOYD' spelling and the October date - vs. DANFS's 23 November launch - are carried as finding-aid text). Both are primary-source leads for exact yard periods and locations; deck logs do not record materials.

Archival leads only - neither collection was retrieved or reviewed; they document operations and commissioning, not asbestos content. The deck-log window ends 30 June 1945; postwar-era logs (1946, 1951-1958) are covered by later inventories not checked here. The RG 181 series is commissioning/event paperwork, not construction specifications or bills of material.

    Finding
Era/design inference: a Buckley-class (BuShips design groups 2-3, TE turbo-electric) destroyer escort built July-November 1943 carried two 'D' express-type boilers at 435 psi/750 F superheat feeding GE turbine-generators and electric motors (12,000 shp, two shafts); NavSource's APD-63 spec block and the navypedia block map both attribute Combustion Engineering boilers to this hull's block (DE-199-213) - unverified against contract documents. A 1943 steam-plant escort of this design would have carried period-standard asbestos in boiler and machinery insulation, steam-line lagging between fireroom and engineroom, valve and flange gaskets, machinery packing, electrical insulation, deck coverings, and winch/windlass brake linings. Three documented yard events are the kind that disturb insulation: the mid-1944 conversion at the Philadelphia Navy Yard to APD-63 (troop berthing/messing added, four LCVP davits, armament rearranged), the January 1946 Brooklyn Navy Yard drydock period, and the 1951 availability at the Boston Naval Shipyard - none has a located work package or asbestos-specific language for this hull. All four touched yards are Atlas dataset yards carrying asbestos-era documentation at yard level (charleston tier 2; philadelphia, brooklyn, boston tier 3).

    Limitations
Class/era and builder/yard inference only - NOT a hull-specific finding. No bill of material, hull survey, conversion work package, or repair record was located for this hull; does not quantify material or establish any individual's exposure. Yard-level asbestos documentation describes the yards, not this vessel's materials. Boiler manufacturer is secondary-sourced (NavSource + navypedia both read Combustion Engineering; consistent, but unverified against BuShips contract data).

  5. Finding type
    historical_record
    Finding
Designation correction: the NHHC online DANFS page for this hull is titled 'Lloyd (DD-209)' - a typographical error; the destroyer designation DD-209 belongs to a different ship, USS Long (DD-209, reclassified DMS-12 in 1940), a Clemson-class flush-decker whose own DANFS entry is separate and which was sunk by kamikaze attack in Lingayen Gulf 6 January 1945 - ironically the same assault this hull supported days later as APD-63. The canonical designation chain for this hull is DE-209 (Buckley-class destroyer escort) -> APD-63 (Charles Lawrence-class high-speed transport), 5 July 1944. Consequence for attribution: references to 'DD-209' in the ship sense resolve to USS Long, not this hull; references to 'Lloyd (DE-209)' or 'Lloyd (APD-63)' resolve here. A further collision boundary: USS Lloyd Thomas (DD-764, a Gearing-class destroyer) is a distinct ship that surfaces in name-search results (see litigation_sweep row).

'"aboard the Lloyd"' type=o = 1 hit - Caemint Food, Inc. v. Lloyd Brasileiro, Companhia De Navegacao, 647 F.2d 347 (2d Cir. 1981), an admiralty case about the Brazilian shipping company - name collision, non-qualifying. '"APD-63"' type=o = 0 hits. '"DE-209"' type=o = 34 hits, all identifier collisions (docket-entry and form/exhibit numbers, e.g., '[DE-208]' motion references; Puerto Rico judicial administration; patent and municipal dockets) - none reference a vessel. '"USS Lloyd"' type=r (RECAP docket index) = 0 hits. '"U.S.S. Lloyd"' type=o (punctuated styling) = 0 hits. 'Lloyd asbestos' type=r = 4,949 hits of surname and mass-docket noise (e.g., 'Lloyd v. ACandS' D.R.I. 1:98-cv-00505 and 'Lloyd v. American Asbestos' JPML-adjacent docket are plaintiff surnames, not vessel references; remainder is asbestos mass-docket/bankruptcy material) - non-qualifying. No qualifying ship-specific asbestos record located for DE-209/APD-63: no asbestos survey, abatement contract, disposal hazmat disclosure, museum documentation, or docketed asbestos case naming the vessel was found in the public sources searched (see search_ledger). The hull was sold for scrapping to Southern Scrap Material Co., New Orleans, La., 5 March 1968 - before the Navy's documented asbestos-control program era (GAO HRD-80-2: standing removal policy dates from 1975) and before disposal hazmat documentation practices - so no abatement or disposal-phase material record is expected to exist.

Does not establish that asbestos is or was present; does not establish or defeat any claim of exposure or legal eligibility.
