- Finding
- Official-data transcription of the Aloe (AN-6) class: this hull ordered 1 August 1940 (the second ordering block, one of 32 net tenders directed by CNO 3 July 1940 under the 159-district-craft program Congress approved 26 June 1940), keel laid 18 October 1940 at American Shipbuilding, Cleveland, launched 1 February 1941, in service 13 July 1941; ex YN-17 on 20 January 1944; commissioned December 1942; in USN reserve 1946-61; to NDRF 29 June 1961; stricken and to MARAD 1 September 1962; from MARAD and reinstated 20 January 1966; disposal 14 February 1966, transferred to France as LOCUSTE; deleted 1974. Class design data: steel hull, 560 tons light / 805 lim., 163.2 ft oa x 30.5 ft x 11.7 ft, diesel-electric 800 shp single screw with propulsion units also serving the net-handling deck winches, complement 46 (1944), original armament 1-3"/23; armament table lists AN-22 among hulls carrying 1-3"/50 in 1961.

- A careful transcription of official data, not the underlying documents themselves. Class-level machinery and characteristic figures are design-level, not a survey of this hull. The disposition table's 'Strike 20 Jan 66' reflects the reinstatement date; the ship note and MARAD card place striking at 1 Sep 1962 (DANFS agrees). No asbestos or materials information.

- Finding
- Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program under which this 1941 net tender was built - and that wartime demand drove unprecedented asbestos utilization in ship construction.

- WWII shipyard workers and ship crews (class context)
- Limitations
- Program/era-level scholarly documentation of asbestos use in WWII shipbuilding generally; does not name this vessel and does not establish that asbestos was or remains aboard this hull, nor quantity, location, condition, exposure, or causation. The hull's diesel-electric plant means the steam-system insulation uses emphasized for larger combatants are not directly analogous.

- Finding type

- Finding
- Source discrepancies resolved: (a) DANFS prints 'decommissioned at Astoria, Wash., and entered the Atlantic Reserve Fleet in the Columbia River, Oreg.' - Astoria is in Oregon, and the Columbia River reserve group was the Pacific Reserve Fleet (NavSource states 'Astoria, OR... Pacific Reserve Fleet, Astoria'); the DANFS state/fleet labels are errors, the location and fleet substance are correct. (b) NavSource's chronology bullet gives 'Placed in service as Locust (YN-17) in August 1941,' while DANFS and the Ships' Data transcription both give 13 July 1941; the DANFS/ShipScribe date is adopted. (c) ShipScribe's disposition table prints 'Strike 20 Jan 66' for this hull while its ship note, DANFS, and the MARAD status card all place striking at 1 September 1962 - 20 Jan 1966 is the reinstatement (Navy reacquisition) date; the card's operating-history sequence is adopted as controlling.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming Locust (YN-17/AN-22) was found in the public sources searched - DANFS contains no materials statement, the MARAD record and both status cards contain none, and CourtListener opinion and docket searches by name and hull number returned no qualifying case (hits on 'Locust' are name collisions: the tree/insect name, Locust street addresses and places such as Locust Valley and Locust Point, and unrelated 'AN-22' alphanumeric strings; see search_ledger).

- Absence of a located public record does not prove absence of asbestos aboard - a 1941 steel-hulled auxiliary is era-consistent with asbestos-containing gaskets, insulation, brake linings, and coatings, and her 1966 foreign transfer predates hazmat-disclosure practice. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.
