DANFS record for this hull: wooden-hulled coastal minesweeper laid down by F. L. Fulton, Antioch, Calif., 8 May 1941; launched 23 August 1941, sponsored by Mrs. Donald Noackk; placed in service 17 January 1942. Assigned to the 14th Naval District, performed patrol and minesweeping operations out of Pearl Harbor. Commissioned 15 December 1944, Lt. Robert H. Grayson in command. Following conversion to an underwater location ship, sailed 1 May 1945 for the western Pacific; after touching Eniwetok, Guam, and Saipan, arrived Okinawa 18 June. Through the summer operated out of Okinawa on underwater demolition and salvage missions, including blasting a sunken Japanese ammunition ship and removing 40 depth charges from a sunken enemy destroyer. Remained in the western Pacific after V-J Day. While en route to Unten Ko, Okinawa, 16 September 1945, struck a reef and grounded. Decommissioned 4 December 1945; struck from the Navy list the 19th; destroyed 12 January 1946. Received one battle star for World War II service. Design data: dp. 195; l. 97'1"; b. 22'; dr. 9'; s. 10 k.; cpl. 17; a. 2 .50 cal. AA mg., 2 .30 cal. mg.; cl. Accentor.

Fulton Shipyard construction trades 1941; wartime crew (complement 17)
    Limitations
DANFS documents identity, dates, and service narrative - no materials or asbestos content. The design-data block gives displacement 195 tons, which conflicts with NavSource (228 t.) and shipbuildinghistory.com (205 t.); unreconciled, carried in gaps. Sponsor name 'Mrs. Donald Noackk' (double-k) is verbatim as published; not independently corrected.

NavSource archive page confirms: laid down 8 May 1941 by F. L. Fulton, Antioch, CA; launched 23 August 1941; placed in service as USS Loyalty (AMc 88) 17 January 1942; converted to an underwater location ship and commissioned 15 December 1944; struck a reef and grounded 16 September 1945 en route to Unten Ko, Okinawa; decommissioned 4 December 1945; struck from the Naval Register 19 December 1945; destroyed 12 January 1946. Specifications: displacement 228 t.; length 97'1"; beam 22'; draft 9'1"; speed 10 kts.; complement 17; armament two .50 cal. machine guns; propulsion one 400 bhp Atlas 6 HM-2124 diesel engine, one shaft. Commanding officer: LT Robert H. Grayson, USNR, 15 December 1944 - 1945. Page states explicitly: 'No image of Loyalty (AMc 88) is available at this time.'

AA + two .30-cal.); both conflicts unresolved and carried in gaps. No photograph of this hull is held in the archive. Documents appearance/command roster, not materials.

Builder hull-list entry: Loyalty (AMc 88), customer US Navy, type Minesweeper, 205 tons, delivered 17-Jan-42, disposition 'Destroyed 1946' - concordant with DANFS placed-in-service date and final fate; also lists sister hulls Industry (AMc 86, delivered 19-Dec-41) and Liberator (AMc 87, delivered 22-Feb-42) built at the same yard.

    Limitations
A third, independent displacement figure (205 t.) - agrees with neither DANFS (195) nor NavSource (228); three-way conflict unreconciled and carried in gaps. Table gives no laid-down date field (only delivery date, which matches DANFS placed-in-service date); no material or asbestos content.

  4. [4]Benjamin, I., 'Naval Shipboard Fire Risk Criteria,' NBS Report 10159 (National Bureau of Standards, 1970) - review of General Specifications for Ships of the U.S. Navy material specifications; plus Detail Specifications for Building Motor Torpedo Boats (WWII-era Navy small-craft spec), section S39-1 [other_primary]

NBS Rpt. 10159, Table III/IV spec lists + MIL-spec asbestos entries (nvlpubs.nist.gov/nistpubs/Legacy/RPT/nbsreport10159.pdf); maritime.org PT detail specs, S39-1 'Heat insulation and lagging for piping and machinery'
    Finding type
    asbestos_application
    Finding
Government and Navy-specification documents establish the era's asbestos-relevant material categories: the NBS review of Navy shipboard material specifications lists asbestos pipe insulation (MIL-I-2781D), asbestos-fiber thermal insulation felt for machinery and pipe covering (MIL-I-15091C), and vinyl-asbestos deck tile (MIL-T-18830 / L-T-00345) among specified shipboard materials; and the Navy's detail specifications for small wooden motor craft (PT boats) required 'adequate heat insulation' particularly on the main-engine exhaust system (S39-1). For a 97-ft wooden-hulled diesel AMc the plausible applications reduce to discrete items - exhaust-system lagging, gaskets and packing, electrical insulation/cable, and deck covering.

    Population
Wartime small-craft construction trades; engine-room crew (context)
    Limitations
Class/era inference only - the NBS report reviews specifications current to ~1970 (not the 1941 build spec), the PT detail spec is a different small-craft type whose insulation material is not named, and no material schedule for AMc-88 or the Accentor class was located. Does not establish that asbestos was installed aboard this hull, in what quantity, or that any remains.

  5. [5]Wineland v. Air & Liquid Systems Corp., No. 2:19-cv-00793 (W.D. Wash., filed 2019-05-24), Complaint at 3.4-3.5 (CourtListener docket 15675507, RECAP document 88656389) [court_record]

    Finding type
    historical_record
    Finding
CourtListener's only docket hit on the exact phrase "USS Loyalty" is this asbestos wrongful-death complaint, which names decedent John Dale Wineland's Navy service "aboard the USS Loyalty (MSO-457) from 1970 through 1972." MSO-457 is the post-1955 hull designation of USS Loyalty (AM-457) - a different, later vessel that is a separate Tier 2 record in this database. This case does NOT name or concern Loyalty (AMc-88), which was destroyed in January 1946.

    Limitations
This is a name collision, not evidence for this hull, and is logged here specifically to preempt future confusion given the name overlap. The complaint's own service dates (1970-1972) postdate AMc-88's 1946 destruction by decades - the referenced vessel is the later, different USS Loyalty (AM-457/MSO-457), not this record's subject.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, landmark nomination, or docketed case naming Loyalty (AMc-88) was found in the public sources searched (see search_ledger). CourtListener opinion sweeps for "USS Loyalty" and every hull-number rendering ("AMc-88," "AMC-88," "AMc 88") returned zero; docket sweeps returned only name/abbreviation collisions - one hit naming the different, later USS Loyalty (MSO-457), and four "AMC" abbreviation collisions (Fannie Mae securities litigation; American Multi-Cinema employment litigation, etc.), none asbestos, none maritime, none naming this hull. No NARA photograph, no Veterans History Project holding, and no museum/NHL record for this hull was located either - a thinner archival trail than some sister AMc hulls.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1941 wooden diesel craft destroyed in 1946 simply lacks the modern registry, museum, or litigation trail that generates such records. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility.
