Charleston Navy Yard construction trades (1944); crew (1944-46); embarked troops (5 officers/54 enlisted crew + up to 2/46 troops)
    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its milestones generally track the Naval Register but the underlying Turner Publishing extract is not itself a primary source here. Struck date is recorded as unknown. Photo credits are captioned, not independently verified at NHHC. Contains no asbestos content.

    Finding
Charleston Naval Shipyard's production table lists LSM-131 as a 520-ton landing ship delivered/commissioned 20 May 1944, sold to Hughes Bros. 1947 and converted to a barge - corroborating builder, commission date, and post-Navy disposition independently of NavSource.

    Finding
A diesel-powered landing ship built March-May 1944 at Charleston Navy Yard sits inside both the Navy's documented asbestos-use era and that yard's documented asbestos-era product environment. Era-standard applications aboard a vessel of this type and period were machinery and diesel-exhaust lagging, gaskets, valve packing, electrical insulation, accommodation-area insulation, and brake linings on winches and deck machinery. As a diesel-driven amphibious ship she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply.

Government documentation of asbestos regulation at this hull's builder and decommissioning yard: OSHA's complaint-type health inspection (SIC 3731, ship building and repairing) produced two citations under the general-industry asbestos standard, 29 CFR 1910.1001 - item 01001 (paragraph D07, issued 10 March 1988, abatement due 25 April 1988) and item 01002 (paragraph J02, deleted on amendment) - documenting that Charleston Naval Shipyard was a workplace where the federal asbestos standard applied and was cited.

    Limitations
Yard-level record, not a hull record: documents the shipyard's 1988 regulated-asbestos status decades after LSM-131 was built (1944) and decommissioned (1946) there - it establishes asbestos activity at the yard generally, not materials aboard this hull, not the 1940s-era condition, and not individual exposure. No sampling result is published on the inspection page; one of two citations was later deleted.

    Finding
GAO's review of the Navy's asbestos program (fieldwork at the Long Beach and Norfolk Naval Shipyards) documents that the Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for necessary repairs, modified in 1979 to add selective replacement in high-maintenance areas - i.e., asbestos insulation remained in place aboard the fleet through this hull's construction (1944) and service era (1944-46).

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no hull survey, abatement contract, hazmat disclosure, or qualifying litigation naming USS LSM-131 was found in the public sources searched (see search_ledger). CourtListener was searched this session by name and hull number: 'USS LSM-131' returned zero opinions; 'LSM-131' returned 22 opinion hits and one phrase-exact RECAP docket hit, all verified name collisions (e.g., 'LSM' = Louisiana State Museum; 'LSM' = deponent initials 'Larry Moy' indexed at page 131 line 8 in a bankruptcy exhibit). None mention a vessel, the Navy, landing ships, or asbestos.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era-consistent construction at a documented asbestos-era Navy yard makes asbestos plausible but unproven for this hull. Deck logs, the NARA commissioning file, and any Hughes Bros. conversion records are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
