    Finding
LSM-1 class Landing Ship, Medium. Laid down 15 September 1944 at Federal Shipbuilding and Dry Dock Co.; launched 27 October 1944; commissioned USS LSM-281 at New York City on 13 November 1944 with LT William P. Lukem, USNR, in command. It served in the Asiatic-Pacific Theater with LSM Flotilla Eight, LSM Group Twenty-Four, and LSM Division Forty-Seven; NavSource lists Okinawa Gunto operations 1-3 April 1945 and Far East occupation service 11 September-6 December 1945. It decommissioned at Naval Operating Base Guam on 29 December 1946, was struck on an unknown date, and was scuttled off Guam on 6 March 1947. NavSource lists one World War II battle star.

This is a live, hull-specific secondary compilation, not an official Navy registry or a material survey. It supports the stated chronology and service summary only; it identifies no asbestos-containing material, work, exposure, or causation.

    Finding
The official Navy publication United States Pacific Fleet Organization, 1 May 1945 places LSM 281 in LSM Division 47, LSM Group 24, LSM Flotilla Eight, and identifies its commander as Lt. W. P. Lukens (USNR).

    Limitations
This organization list corroborates the hull's unit and 1 May 1945 commander only. The archived citation is labeled because the live NHHC page was unavailable at verification; it contains no asbestos or material-content information and does not resolve the Lukem/Lukens spelling discrepancy.

RG 19 discussion; General Information Books; sister-ship guidance; photograph-series section
    Finding type
    historical_record
    Finding
NARA identifies RG 19 Bureau of Ships correspondence (organized by individual hull, class, type, and contractor), Ship/General Information Books, and relevant construction/photograph series as potential sources for pre-1961 Navy-vessel asbestos research. The guide says sister-ship research should favor ships built at the same yard because different yards could use different materials or subcontractors.

    1941-1961 records; guide accessed 2026-10-01
    Limitations
This is a records-location guide only. No RG 19 file, Ship Information Book, photograph, or same-yard sister record was retrieved for LSM-281; the guidance establishes neither asbestos presence nor absence aboard this hull.

  5. [5]CourtListener API v4, authenticated fleet helper /Users/charlesfletcher/devin-prompts/cl-auth-search.py [court_record]

Query: exact phrase "USS LSM-281", type=opinion, limit=20 (count 0); helper pacing messages for the remaining queued queries
    Finding type
    litigation_documented
    Finding
CourtListener sweep status: the authenticated exact-name opinion query for "USS LSM-281" returned zero results. The required hull-number opinion query and both docket queries (exact name and hull number) were not completed because the fleet-wide authenticated helper reported that its shared pacing budget was momentarily spent and instructed researchers not to retry in a loop. No qualifying asbestos litigation is reported from the completed query; the full CourtListener sweep remains incomplete.

    Limitations
The completed exact-name opinion search is a narrow index result, not proof that no litigation exists. CourtListener did not complete the required hull-number and docket searches in this session due to shared-fleet pacing; no conclusion about those unrun searches is made.

    Finding type
    asbestos_application
    Finding
No qualifying ship-specific asbestos documentation was located in this batch's public-source sweep: no hull survey, product inventory, abatement record, condition report, or ship-specific Bureau of Ships record was retrieved. NARA directs researchers seeking documentation for pre-1961 Navy vessels to RG 19 Bureau of Ships correspondence and Ship/General Information Books, which can describe hull machinery, piping, and space arrangements.

    1941-1961 research guidance; 2026-10-01 search
    Limitations
NARA's page is a research guide, not an LSM-281 record. The negative finding is limited to sources searched and records retrieved in this batch; it does not prove absence of asbestos aboard, absence of exposure, or absence of unindexed/non-digitized records.
