[2]U.S. Government Accountability Office, HRD-80-2, Navy Efforts To Protect Workers From Asbestos Exposure (18 Oct 1979) [gao]

- GAO product page highlights, HRD-80-2

- regulatory
- Finding
- GAO reviewed the Navy's efforts to protect workers from asbestos exposure at naval shipyards, including the use of asbestos in Navy ships. GAO found that although recently constructed Navy ships had little or no asbestos thermal insulation, other Navy ships contained large quantities of asbestos. The Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for repairs; the policy was modified in 1979 to include selectively replacing asbestos insulation in high-maintenance areas. GAO concluded that as long as ships contain asbestos insulation, some exposure is probably inevitable.

- Navy shipyard workers and ship crews (era context)
- Limitations
- Fleet-era context, not a hull record: the report does not name LSM-36 or any LSM, does not quantify asbestos aboard diesel auxiliaries specifically, and cannot establish presence, quantity, or condition aboard this hull. Cited from GAO product page highlights (verified 2026-10-01).

[3]Batch-6173 search ledger (this record): NavSource LSM-36 page; DANFS/NHHC web search (no entry located); GAO HRD-80-2; CourtListener opinion + docket queries via fleet helper cl-auth-search.py; targeted web search for hull-specific asbestos documentation [other_primary]

- Finding type

- Finding
- No qualifying ship-specific asbestos record located for USS LSM-36: no asbestos survey, abatement contract, hazmat disclosure, museum record, or docketed case naming the hull was found in the public sources searched (see search_ledger). Targeted web search for hull-plus-asbestos terms returned only unrelated commercial product-model collisions (doors, switches). No DANFS entry located for LSM-36.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1944-built naval auxiliary of this era is consistent with retained era materials. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility. NARA deck logs / BuShips records not searched (archival lead).

[6]NavSource Online: Amphibious Photo Archive, USS LSM-36 (specifications section: propulsion plant) [other_primary]
- Locator
- Ship page body: specifications section (propulsion); inference per report research decision #3
- Finding type
- vessel_history
- Finding
- Class/era inference only (not ship-proven): USS LSM-36 was a diesel-powered LSM-1-class hull (twin Fairbanks Morse 38D81/8X10 diesels, direct drive, twin screws) with no steam propulsion plant — no boilers, no steam turbines, no steam-drum insulation pathway. Era-typical asbestos applications aboard diesel naval auxiliaries of this type are therefore narrowed to: diesel exhaust lagging, engine gaskets, pump/valve packing, brake/clutch linings, and electrical insulation. No source documents asbestos aboard this specific hull.

- Limitations
- Inferred from vessel type and era, never asserted as documented aboard this hull; does not establish presence, quantity, or condition of any asbestos-containing material on USS LSM-36. Supports the report's research decision #3, which requires this row to exist.
