LSM-414, an LSM-1-class landing ship medium, was laid down 31 August 1944 at Dravo Corporation, Wilmington, Delaware; launched 20 October 1944; and commissioned 14 November 1944 with LTjg. J. F. Cummins, USNR, in command. NavSource lists a complement of 5 officers and 54 enlisted and a commanding-officer roster of Cummins (14 Nov 1944-Mar 1946), LTjg. Orin R. Currie (Mar-Apr 1946), LTjg. Kenneth J. Myers (Apr-Sep 1946), and ENS. Kenneth S. Goldfarb (Sep-17 Dec 1946).

    Finding
LSM-414 served in the Asiatic-Pacific Theater and participated in the Okinawa Gunto operation (assault and occupation, 17 April-18 May 1945), earning one World War II battle star. Postwar she performed Navy Occupation Service duty in the Far East (24 September-6 October 1945 and 30 October 1945-21 March 1946). She decommissioned 17 December 1946 at Terminal Island Navy Yard, San Pedro, and was laid up in the Pacific Reserve Fleet; she was struck from the Naval Register on a date recorded as unknown, and was sold 5 January 1948 to R.J. MacCallum Co., Compton, California. Final disposition is recorded as unknown.

A dated organizational snapshot as of 1 May 1945; it documents assignment and commanding officer at that date only. Conflicts with NavSource's Group 25 / Division 50 attribution and spells the CO 'Cummings' vs 'Cummins' in the Turner extract and the signed NARA action report - see correction row. Finding
The National Archives Catalog holds a digitized ship-specific primary record: 'USS LSM-414 - Report of attempted bombing by enemy aircraft off Okinawa Jima, Ryukyu Islands, 5/12/45' (NAID 140048588, RG 38, World War II War Diaries and Other Operational Records, microfilm Roll A1666, unrestricted). The report, dated 13 May 1945 and signed by Lt. J. F. Cummins, USNR, states that on the evening of 12 May 1945 the ship was tied to a pontoon causeway at Brown Beach, Nakagusuku Wan, Okinawa, preparing to unload Army vehicles from S.S. Nicaragua Victory, when an air raid began at 1921; at 1930 she sustained three near misses from bombs or 90 mm shells, with minor damage to the bow door mechanism and scattered shrapnel damage; three personnel were killed (Ens. Lumir G. Abraham USNR, GM1c(T) Dean S. Ellis USN, F1c Rex E. Dimick USNR) and one wounded (Ens. John C. Berlier USNR).

    Finding type
    historical_record
    Finding
Unit-assignment discrepancy: NavSource's history extract (Turner Publishing, LSM-LSMR Amphibious Forces Vol. II) places LSM-414 in 'LSM Flotilla Nine; LSM Group Twenty-Five, LCDR. L. Brouwer USN; LSM Division Fifty,' while the NHHC 1 May 1945 Pacific Fleet organization places her in LSM Flotilla Nine, LSM Group 26 (Lt. Cdr. L. Brouwer), LSM Division 52. The commanding officer's surname is spelled 'Cummins' in NavSource's CO table and in the signed NARA action report, but 'Cummings' in the NHHC table.

    Limitations
Both sources agree on flotilla and group commander (Brouwer) but differ on group/division numbering; the dated official organization is treated as the more reliable snapshot for 1 May 1945 while the conflict is retained rather than silently reconciled. No asbestos content in either source.

    Finding type
    historical_record
    Finding
Archival leads (not retrieved): NARA's online Navy deck-logs index does not list LSM-414 among digitized logs; wartime deck logs for 1944-1946-era vessels, if extant, are held at Archives II (College Park) and are reachable through textual reference. The RG 38 war-diaries/action-report series that produced NAID 140048588 may contain additional LSM-414 documents; the broader 'LSM-414' catalog query returned 87 file units, nearly all war diaries of other commands whose text mentions the hull.

    Finding
NavSource lists two Fairbanks Morse model 38D81/8X10 diesel engines and no steam plant. There is therefore no documented boiler/turbine lagging pathway. Possible era-standard applications on a 1944 U.S. Navy diesel-powered vessel include diesel exhaust/muffler lagging, gaskets and valve packing in engineering spaces, electrical cable insulation, and deck covering material.

    Finding
GAO reported that the Navy's 1975 asbestos policy was to replace only insulation that was damaged or had to be removed for repairs; in 1979 it was modified to selectively replace asbestos insulation in high-maintenance areas where repairs were expected during the next operating cycle.

Program-level review of Long Beach and Norfolk Naval Shipyards; it does not name LSM-414, Dravo Corporation, or Terminal Island Navy Yard and does not establish asbestos aboard this hull. The product page was verified live; the full-report text was not separately retrieved for this record.

    Finding
No qualifying ship-specific asbestos record was located in the public sources searched: no asbestos survey, abatement contract, hazmat disclosure, or qualifying litigation naming USS LSM-414. A ship-specific NARA action report (NAID 140048588) and a live NHHC organizational listing document the hull's service but contain no asbestos or insulation-material statements.

Absence of a located public record does not prove absence of asbestos aboard this hull.
