Documented for this hull: LSM-1 class; laid down 22 June 1944 at Brown Shipbuilding Co., Houston, TX; launched 14 July 1944; commissioned USS LSM-54 on 17 August 1944, Lt. Donald L. Newborg USNR in command. Asiatic-Pacific campaigns: Luzon operation (Lingayen Gulf landing 9 January 1945); Manila Bay-Bicol operation (Nasugbu 31 January 1945); consolidation and capture of southern Philippines (Palawan Islands landings 28 February 1945; Visayan Island landings 18-26 March 1945); Borneo operation (Brunei Bay operation 10-14 June 1945). Four battle stars. Ribbon bar: American Campaign Medal, Asiatic-Pacific Campaign Medal (4), WWII Victory Medal, Philippine Presidential Unit Citation, Philippine Liberation Medal (2). Decommissioned 22 May 1946; struck from the Naval Register 15 November 1974; 'Final Disposition, fate unknown' (see ev-04/05 - the Korea transfer record supersedes this). Photos: beached during the Luzon operation circa January 1945; beaching at Nasugbu 31 January 1945 with LSM-65 and LCI(L)-963 (US National Archives photo 80-G-K-3153); Japanese prisoners disembarking from LSM-68 and LSM-54 at Leyte 20 October 1945. NavSource is a volunteer secondary compilation sourced here from the Turner Publishing veterans'-history volume, not a primary registry - milestone dates track official sources where independently checked (corroborated by uboat.net, navypedia, shipbuildinghistory, and the ship's own NARA action report this session). Contains no asbestos or material content. 'Fate unknown' is superseded by the Korea-transfer record; NavSource's page simply does not carry it.

Independent secondary compilation corroborates milestones (ordered 15 Sep 1943; laid down 22 Jun 1944; launched 14 Jul 1944; commissioned 17 Aug 1944; end service/decommissioned 22 May 1946) and carries the Korea disposition: 'Loanded [sic] to South Korea on 3 May 1956. Stricken on 15 November 1974 after being sold to South Korea the previous day' (sale 14 Nov 1974). Unit assignment: at Operation Oboe VI (Brunei Bay, 10 June 1945) USS LSM-54 carried T/Cdr. W.E. Verge, USN (COMLSMFLOT 7) embarked - flagship of Task Unit 78.1.14, the LSM Unit (LSM-54, -50, -51, -52, -53, -63, -64, -65, -67, -68, -128, -133, -138, -139, -168, -203, -219, -225, -237, -269), and was separately listed in the Reserve Unit TU 78.1.20; at the Miri-Lutong landings TU 76.20.51's LSM unit under Verge comprised LSM-54, LSM-133, and LSM-269.

The ship's own anti-aircraft action report, read this session (4-page scan): CO Donald L. Newborg's 15 June 1945 confidential letter (file LSM54/A9-8/A16-3/DLN(F1), serial 020-45) forwards the AA Action Report for the Oboe SIX operation, Brunei Bay. At 2240 (zone -9) on 14 June 1945, while beached on 'Brown Beach #2', Labuan Island, Brunei Bay, the ship took under fire one medium bomber (picked up visually at under 5 miles; approach 150 kts, 800-1,000 ft; not attacking this ship). Firing 4 x 20mm and 1 x 40mm - 178 rounds 20mm and 9 rounds 40mm expended, local control, tracer spotting - the ship claimed one aircraft shot down 'SURE' by own ship alone (other-aircraft category); the sketch shows the plane banking left, hit, and falling in Brunei Bay after radar-controlled beach searchlights picked it up. No bomb/torpedo/strafe hits, no material failures; ammunition performance 'excellent.' Distribution: Com7thFlt, Com7thPhibFor, ComPhibGrpSIX (CTG 78.1), ComLSMFlot7 (CTU 78.1.20).

Official DoD photographic captions identify this hull in ROK Navy service as LSM-653 (ex-USS LSM-54) still conducting amphibious operations in exercise Team Spirit '82 at Pohang, 28 March 1982 - nearly 38 years after commissioning and more than seven years into ROK outright ownership.

ROK Navy crew, LSM-653 (1982); ROK embarked troops/vehicles
    Limitations
Documented pennant conflict: the DoD captions identify ROK LSM-653 as ex-USS LSM-54, but navypedia's ROK Daecho-class table assigns LSM-653 to Gadeok (ex-LSM-462) and lists Pungdo (ex-LSM-54) as pennant 608 renumbered 550 in 1980; shipbuildinghistory likewise assigns 'LSM-653' to ex-LSM-462. The captions are US-government primary records but the ex-hull identification may rest on a caption writer's reference lookup and could be wrong; alternatively navypedia's 550 renumbering may be erroneous. Carried as a documented conflict, not resolved - see gaps. Photographs prove a Korean LSM-653 active in March 1982 regardless of which US hull she was.

Two independent secondary compilations document the Korean career: ex-LSM-54 became ROKS Pungdo (풍도, an island namesake; the 1894 naval battle of Pungdo took place nearby), transferred on loan May 1956 (uboat: 3 May 1956), pennant 608, renumbered 550 in the 1980 ROKN renumbering, configured to carry mines instead of cargo and serving as the ROK mine force flagship. US sale 14 November 1974 followed by striking 15 November 1974 (uboat.net). ROK disposal conflicts: navypedia says stricken 1998; shipbuildinghistory says scrapped 1984.

    Finding
A diesel-powered amphibious transport built June - August 1944 at a commercial wartime yard sits inside the Navy's documented asbestos-use era; era-standard applications aboard an LSM-1-class hull of this period were thermal and machinery insulation, engine and exhaust lagging, gaskets, valve packing, electrical insulation, fireproofing and deck coverings, and brake linings on winches and handling gear. With a Fairbanks-Morse diesel direct-drive plant she carried no steam system - the boiler/turbine lagging pathway of steam vessels does not apply. A class-level eyewitness description exists (ev-08): pipes 'lagged with asbestos' above accommodation bunks aboard LSM-1-class sisters.

GAO reviewed the Navy's efforts to protect workers from asbestos exposure (fieldwork at Long Beach and Norfolk Naval Shipyards) covering the use of asbestos in Navy ships, removal costs, and compensation programs; the Navy's 1975 policy removed and replaced with nonasbestos materials only insulation that was damaged or had to be removed for necessary repairs, modified in 1979 to add selective replacement in high-maintenance areas. This documents the Navy's asbestos-insulation era spanning this hull's 1944 construction and U.S. service.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - construction-era asbestos use for a 1944 amphibious is era-consistent and a class-level eyewitness record exists (ev-09). NARA holds further undigitized leads (RG 19 BuShips records, RG 24 deck logs and muster rolls). Does not establish or defeat any claim of exposure or legal eligibility.
