LST-27 laid down 10 December 1942 at Pittsburgh, Pa., by Dravo Corp.; launched 27 April 1943, sponsored by Mrs. R. R. Creed; commissioned 25 June 1943 (DANFS date; NavSource and the USCG Historian's Office give 16 June 1943 - conflict, see ev-uss-lst-27-04). Assigned to the European theater; participated in Convoy UGS-36 (April 1944) and the Invasion of Normandy (June 1944). Decommissioned 9 November 1945; struck from the Navy list 28 November 1945; sold 15 December 1947 to the Rhode Island Navigation Co. of Newport, R.I., for scrapping. Earned two battle stars for WWII service.

USS LST-27 (LST-1 class) laid down 10 December 1942 at Dravo Corp., Neville Island, PA; launched 27 April 1943; commissioned 16 June 1943, LT Lance J. Kirstine, USCG, in command. Page states the ship was manned by a U.S. Coast Guard crew during WWII. Assigned to the Europe-Africa-Middle East Theater: LST Flotilla 11, Group 31, Division 61; campaigns listed: Convoy UGS-36 (1 April 1944) and Invasion of Normandy (6-25 June 1944). Two battle stars. Decommissioned 9 November 1945 at Boston, MA; struck 28 November 1945; sold for scrapping 15 December 1947 to Rhode Island Navigation Co., Newport, RI. Specifications: 1,625 t light / 4,080 t full load; 328 ft oa; 50 ft beam; 11.6 kt; complement 13 officers/104 enlisted; troops 16 officers/147 enlisted; propulsion two GM 12-567A 900 hp diesels, single Falk main reduction gear, three diesel-drive 100 kW 230 V DC generators, two propellers, twin rudders. Commanding officers (all USCG): LT Kirstine (16 Jun 1943-Jun 1944), LT Volton (Jun 1944-15 Jan 1945), LT Gilleran (15 Jan-9 Nov 1945). Period photographs document the ship loading out in England early June 1944, in convoy 5 June 1944 carrying elements of the U.S. Army 29th Division, and views of the Normandy beachhead (one contributor caption reads 'Utah Beach'; official records assign the ship to Omaha - see ev-uss-lst-27-04).

    Finding
The Coast Guard-manned USS LST-27 was laid down at the Dravo Corporation shipyard and commissioned 16 June 1943 (the fact sheet names LT Alfred Volton as first commanding officer; NavSource names LT Lance J. Kirstine - conflict, see ev-uss-lst-27-04). On 4 April 1944 she was in the Mediterranean, reaching Tunisia 13 April 1944; reported arrived in the United Kingdom 3 May 1944 for the Normandy buildup; departed England 5 June 1944 and participated in the invasion at Omaha Beach; remained in British waters until 2 July 1944, then departed for Norfolk, Virginia, arriving 17 July 1944. Decommissioned Boston 9 November 1945; two battle stars. Fact-sheet disposition field reads: 'Sold to Arctic Circle Exploration, Seattle, Washington, on 17 June 1946 for conversion to merchant service' - which conflicts with the DANFS/NavSource disposition (sold 15 December 1947 to Rhode Island Navigation Co. for scrapping); unresolved, see gaps. Also lists: LST Flotilla 7 in body text vs Flotilla 11 in header and NavSource; length 327 ft 9 in; initial armament 7 x 40mm single, 6 x 20mm single, 2 x .50-cal, 4 x .30-cal; complement 111; troops 163.

    Finding
Three documented cross-source conflicts for this hull: (1) Commission date - DANFS prints 25 June 1943; NavSource and the USCG fact sheet print 16 June 1943; the Dravo yard hull table lists the ship 'delivered 25-Jun-43,' indicating the DANFS figure is most plausibly the yard delivery date conflated with commissioning. (2) First commanding officer - NavSource lists LT Lance J. Kirstine, USCG (16 Jun 1943-Jun 1944); the USCG fact sheet omits Kirstine and lists LT Alfred Volton from commissioning (16 Jun 1943-15 Jan 1945). (3) Disposition - DANFS and NavSource record sale 15 December 1947 to Rhode Island Navigation Co. for scrapping; the USCG fact sheet records sale 17 June 1946 to Arctic Circle Exploration, Inc., Seattle, for conversion to merchant service (Arctic Circle Exploration is documented in DANFS entries for other hulls, e.g. LST-698 sold to it 25 June 1946, as a real bulk buyer of surplus LSTs - the two statements are not necessarily mutually exclusive but no source reconciles them).

Correction row documenting unresolved primary-source conflicts; carried values elsewhere in this record follow the majority/best-corroborated reading (16 June 1943 commission; Kirstine as commissioning CO per NavSource; DANFS disposition). The yard-delivery date of 25 June 1943 is a plausible explanation of the DANFS figure but no primary commissioning document was retrieved.

Era/design inference for diesel-powered LSTs of this design: no boilers, so the steam-lagging pathway does not apply. Asbestos-relevant applications are GM diesel exhaust lagging and exhaust-system gaskets, engine-room thermal and acoustic insulation, deck coverings and tile, bulkhead and accommodation insulation, valve and machinery packing, winch/crane and bow-ramp machinery brake linings, and electrical insulation - applications standard to a 1943-built welded steel landing ship of this design.

Period (1945) account of the builder yard during this hull's construction window: the Dravo Neville Island plant expanded from a peacetime yard of 1,000-1,500 workers to 14,000-16,000 by early 1944 across two yards (West Yard and the purpose-built East Yard, ground broken 4 February 1942); LSTs were produced on welded-hull assembly lines with shop-built preassemblies and land-transfer launching; the first LST (LST-1) launched 7 September 1942; the original award was for 60 LSTs and Dravo became the largest single LST producer; the workforce was majority war-reenlisted civilians trained on site (16% female).

    Finding
GAO documented the Navy's asbestos-protection program: standing policy since 1975 removed asbestos insulation only when damaged or when required for repairs, modified in 1979 toward selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it. Program-level context for any WWII-era Navy hull still in service or reserve after 1945; LST-27 was stricken 1945 and sold 1947, so the policy period does not reach this hull.

CourtListener opinion searches for 'USS LST-27' and quoted 'LST-27' both returned zero results; the 19 docket hits for quoted 'LST-27' were all name collisions (unrelated contract, bankruptcy, and employment dockets whose filed documents contain the token) - no qualifying asbestos litigation.

Absence of a located public record does not prove absence of asbestos aboard - 1943 construction practice makes era-standard insulation plausible. The hull was scrapped in the late 1940s, so there is no surviving vessel to survey. CourtListener coverage: 'USS LST-27' opinions = 0, dockets = 0; 'LST-27' opinions (quoted) = 0, dockets = 19 collisions; unquoted 'LST-27' opinions = 739 token-level matches (first-page results all collisions); one variant sweep ('LST 27' asbestos, unhyphenated) was blocked by fleet rate pacing - a residual coverage gap.
