CO table: LT. Strickland 11 Feb 1943 - 25 Aug 1943; LT. Robert W. Emmons, USNR, 25 Aug 1943 - 25 Mar 1944. - Finding
- Contemporaneous unit war diary naming this hull. January section: LST Group Two comprised 'LSTs 1, 3, 348, 349, 358 (Group Flagship), 359, 360, 377, 379 and 381,' staff at Naples, operating under Commander Naval Forces Northwest African Waters Op Plan 1-44, attached to the Eighth Amphibious Force; 'Assault landing behind enemy lines on January 22nd on beaches near Anzio, Italy, in which all ships of this Group, except U.S.S. LST 3, participated. Troop carried were those of the American Third Division.' February section: 'Ships engaged in ferry service between Nisida, Pozzuoli, Naples area and Anzio, Italy. Throughout the month the enemy shelled our ships while they were unloading in Anzio harbor' and 'On February 25th the U.S.S. LST 349 was blown on the rocks in a storm off the island of Ponza, Italy, on a return trip from Anzio to Naples. The ship was a total loss.' The March section's 2 March 1944 reorganization roster (LSTs 1, 3, 358, 359, 360, 377, 378, 379, 383, 384, 394) omits LST-349.

- Limitations
- Primary operational record read at full resolution this session. DATES THE LOSS 25 FEBRUARY - one day earlier than the official register date of 26 February (DANFS/NHHC/NavSource); the register date is carried in top-level fields, conflict logged in gaps. The diary records casualty figures for LST-348's loss (4 officers, 21 crew missing/dead) but states none for LST-349 - silence here does not prove zero casualties (any embarked troops or POWs fall outside the ship's-company count). No asbestos or material content.

Soldiers and prisoners jump from ships deck to rock. Others make their way to safety on the rock by means of rubber boats and guide ropes. LS, LST splits in half.' The title line documents that the ship was carrying German prisoners when wrecked ('ANZIO PRISONER SHIP (LST 349) CARRYING GERMAN PRISONERS'). - Finding
- USS LST-208's own ship's history records the crew exchange with this hull: 'Arriving at Bizerte, the 208 was brought alongside the LST 349. On 25 August 1943, the officers and men of the LST 349 were transferred to and took command of the LST 208, Lieutenant Aubrey STRICKLAND, USNR, Commanding. The original crew of the 208 took over the LST 349.' Same record shows LST-208 was built by Chicago Bridge & Iron, Seneca, IL, and commissioned 17 June 1943 under Lieutenant Robert W. EMMONS, USNR - the officer NavSource lists as LST-349's CO from 25 August 1943.

- Finding type
- asbestos_application
- Finding
- Asbestos-relevant applications aboard a 1942-43 diesel-powered LST of this design were era-standard for the type: diesel-exhaust lagging, engine-room thermal/acoustic insulation, gaskets, valve packing, deck coverings and tile, accommodation insulation, and winch/crane brake linings. The twin GM 12-567A diesel plant carried no boilers, so the boiler/steam-line lagging pathway dominant on steam vessels does not apply; exposure relevance concentrates in machinery spaces, exhaust runs, interior insulation, and deck coverings.

- Norfolk Navy Yard construction trades (Nov 1942 - Feb 1943); ship's company (Feb 1943 - Feb 1944)
- Limitations
- Class/era inference only - no hull-specific insulation schedule, survey, work package, or material list was located for LST-349. Names era-standard applications, not confirmed installed materials; establishes no quantities and no individual exposure. The ship's ~12-month service life (Feb 1943 - Feb 1944) and wartime loss mean there was no postwar availability or abatement era aboard.

- GAO HRD-80-2 product page Highlights
- Finding type
- gov_survey
- Finding
- GAO's review of the Navy asbestos-protection program documented extensive Navy use of asbestos insulation aboard ships into the early 1970s - spanning this hull's entire 1942-43 construction and 1943-44 service era. The review's fieldwork yards were Long Beach and Norfolk Naval Shipyards - the latter is this hull's builder (Norfolk Navy Yard, Portsmouth VA).

[10]NAVFAC, Norfolk Naval Shipyard Environmental Restoration Site Descriptions (Site 10 Disposal Area; Paradise Creek OU) + EPA Superfund listing VA1170024813 [other_primary]
- Locator
- NAVFAC Norfolk NSY Site Descriptions page, Site 10 Disposal Area and OU2 Paradise Creek paragraphs
- Finding type
- environmental_record
- Finding
- The builder yard's own environmental record documents asbestos in its waste stream: NAVFAC's Site 10 Disposal Area description (in use prior to 1927 until 1941) lists among disposed wastes 'various solid wastes generated by NNSY, salvage waste, abrasive blast material (ABM), fly ash, and asbestos waste'; the yard is EPA Superfund site VA1170024813 (NPL-listed 1999). This places LST-349's 1942-43 construction inside a yard with a documented asbestos-handling era.

- Limitations
- Yard-level environmental record, not a hull record - does not establish materials installed aboard LST-349 or any worker exposure during her construction. The documented Site 10 disposal window (to 1941) largely predates her Nov 1942 - Feb 1943 build; Paradise Creek disposal operated 1954-1983. Establishes era context for the builder only.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, material schedule, or docketed case naming USS LST-349 / LST-349 / 'LST 349' was found in the public sources searched (see search_ledger). CourtListener opinion and docket indexes returned zero results for the hull number in both hyphenated and unhyphenated forms. Secondary web results naming the hull are dive-site and marketing content asserting nothing citable about asbestos.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - the hull's wartime loss (no postwar survey/abatement era) and the absence of a digitized ship-level war diary or deck log leave the normal record trail thin. RG 24 deck logs and the group diarist's underlying reports at NARA College Park remain undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
