A second IWM-held record (photograph BU 7046, Sgt. J. Mapham, No. 5 Army Film & Photographic Unit, War Office Second World War Official Collection) shows HM LST-363 approaching the hards at Hamburg embarking British units for Operation Apostle, the liberation of Norway, May 1945 (per NavSource caption of the photo). A third NavSource-captioned photo shows her pierside at Norfolk, VA circa January 1946 prior to return to US custody.

    Finding
Adjudicated yard-level record for this hull's builder: the jury found that Richard O'Connor, a welder at the Bethlehem Steel (Fore River) Shipyard in the 1940s, was exposed to asbestos contained in Raybestos-Manhattan welding blankets he used for protection from sparks - and the opinion records that 'O'Connor was exposed to numerous other asbestos products at the shipyard, as well.' The jury answered 'yes' to exposure and 'no' to whether that exposure caused or substantially contributed to his mesothelioma; judgment entered for the defendant and was affirmed by the Supreme Judicial Court on direct appellate review. The 1940s window documented covers this hull's Sep-Nov 1942 construction at the same yard.

    Finding
A diesel-powered LST-1-class hull built at Bethlehem Steel Quincy in late 1942 sits inside documented asbestos-use territory at both yard and era level. Era-standard applications for a diesel LST: engine and diesel-exhaust lagging, gaskets and valve/pump packing, engine-room thermal and acoustic insulation, deck coverings/tile, bulkhead and accommodation insulation, and winch/windlass brake linings. As a diesel ship she carried no boilers - the boiler/steam-line lagging pathway of steam vessels does not apply.

Class/era inference only - no hull-specific insulation schedule, material list, or work package located for LST-363. Names era-standard applications, not confirmed installed materials. No quantity. Product names are normalized era terms; the only manufacturer-specific record (Raybestos-Manhattan welding blankets) is a yard-use product, not a demonstrated shipboard installation.

    Finding
Official UK acknowledgment for the operator navy of this hull: the Ministry of Defence stated in Parliament (1983) that 'the health hazards to men working with asbestos in Her Majesty's dockyards were first recognised in the early 1960s' and that the MoD had 'drastically reduced the amount of asbestos present in Her Majesty's ships' by introducing asbestos-free alternatives - confirming asbestos presence across HM ships as an institutional fact. 463 asbestosis claims had been settled by or on behalf of the Department at an average of 6,310 pounds.

Peer-reviewed documentation of the asbestos environment aboard vessels of this hull's operator navy: 'Asbestos-containing materials (ACM) were present in British and Australian naval vessels throughout the twentieth century, and programs for asbestos elimination only began in the 1980s... the greatest likelihood of onboard exposure to airborne asbestos was to personnel working in engine rooms, where maintenance procedures involved disturbance of asbestos on pipework, turbines, boilers and other machinery.' The study found excess mesotheliomas in naval personnel across the cohorts and estimated ~12% of lung cancers in British seamen were related to onboard asbestos exposure.

GAO documented that the U.S. Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's 1942 construction to U.S. Navy design specifications and her entire service era (scrapped 1947-48).

Absence of a located public record does not prove absence of asbestos aboard - she was built and operated inside both nations' documented asbestos eras, and the scrapping predates any ACM documentation regime. RN log/repair records (TNA ADM series), Bethlehem Quincy build records, and the N. Block & Co. scrapping contract are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
