- NavSource timeline and detail for this hull: laid down 20 July 1943 at Dravo Corp., Neville Island, PA; launched 16 September 1943; commissioned USS LST-46, 3 November 1943, LT. John N. Hightower Jr., USN, in command. Campaign table matches DANFS (Normandy 6-25 June 1944; southern France 15 August-25 September 1944; Okinawa Gunto assault and occupation 26-30 June 1945). Pacific assignment: LST Flotilla Thirty-Six (CAPT. R. F. J. Shea), LST Group One Hundred Seven (CDR. L. F. Teuscher), LST Division Two Hundred Thirteen. Occupation and China service 5 December 1945 - 12 May 1946. Commanding officers: LT. John Newton Hightower Jr., USN (3 Nov 1943 - 3 Jul 1945); LTjg. Oscar G. Traczewitz, USNR (3 Jul 1945 - 6 Jun 1946). Specifications: 1,625 t light / 4,080 t full; 328 ft oa; 50 ft beam; propulsion 2 x General Motors 12-567A 900 hp diesels, single Falk main reduction gears, 3 x diesel-drive 100 kW 230V DC ship's service generators, 2 propellers, 1,700 shp, twin rudders; 11.6 kt trial; complement 13 officers / 104 enlisted plus troop accommodations 16 officers / 147 enlisted. Photography places the hull underway from Pittsburgh to her New Orleans fitting-out yard circa September 1943 and at Shanghai in 1945.

- Population
- Dravo construction trades (1943); ship's company 117 + embarked troops up to ~163 (1943-46); New Orleans fitting-out trades (1943)
- Limitations
- NavSource is a volunteer secondary compilation, not a primary registry - milestone dates here match DANFS exactly and specifications track the BuShips design table for the LST-1 class. Photo captions are contributor-supplied (fitting-out transit caption dated 'circa September 1943' precedes the 3 November commissioning; consistent with post-launch transit). Contains no asbestos content.

[4]Era inference built on: NavSource specifications block for this hull (2 x GM 12-567A diesels, Falk reduction gears, diesel-drive generators - no steam plant); LST-1 class design basis (BuShips Ships' Data 1945 Vol. 2 design table, verified 2026-09-16 in the project LST-1 class profile; shipscribe.com PDF URL returned 404 on 2026-10-02 and is not independently re-verified); GAO HRD-80-2 program context (see ev-uss-lst-46-05) [other_primary]

- Finding
- A diesel-powered LST-1-class tank landing ship built July-November 1943 sits inside the Navy's documented asbestos-use era. Era-standard asbestos applications aboard a diesel amphibious ship of this design and period were diesel exhaust lagging and gaskets, engine-room thermal/acoustic insulation, deck coverings/tile, bulkhead and accommodation insulation, and winch/crane brake linings. The diesel plant carried no boilers - the boiler/turbine steam-lagging pathway of steam vessels does not apply.

- Limitations
- Class/era inference only - no hull-specific insulation survey, material list, work package, or crew exposure record located for LST-46. Names era-standard applications for the design, not confirmed installed materials aboard this hull. No quantity, no manufacturer attribution, no present-day survival (hull sold for scrapping 1948).

- Finding
- The yard that built this hull was itself the subject of postwar federal industrial-hygiene evaluation: NIOSH conducted a walk-through survey of the Dravo Engineering Works Division shipyard at Neville Island on 30 January 1979 (screening for the shipbuilding-industry painters' health-hazard investigation; yard workforce ~1,200 production personnel, personnel records dating to World War I) and an in-depth industrial-hygiene survey in July 1981 evaluating painting and coating exposures during barge and towboat construction (lead and nuisance-dust samples exceeded OSHA standards; additive solvent mixtures exceeded NIOSH criteria in inner-hull work areas).

- Study period
- 1979-1985 (surveys/report); yard records extant to World War I
- Population
- Dravo Neville Island production workforce, ~1,200 (1979); painters subset (10 spray, 13 brush, 3 sign, 10 assistants)
- Limitations
- Yard-level postwar documentation only: neither accessible abstract reports an asbestos-specific finding at the Dravo yard (the surveys targeted paint solvents, metals, and nuisance dust), and neither covers the 1943 construction era. OSTI holds no digital full text for either report - content is abstract-level. Documents the builder's continued operation and confined-space exposure profile, not materials aboard this hull.

- Finding type

- Finding
- GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's entire construction (1943) and service era (1943-46), plus her pre-disposal reserve period (1946-48).

[7]Batch-6963 search ledger (this record): live NHHC DANFS page; NavSource 160046 (live); OSTI NIOSH biblio records; GAO product page; secondary web litigation sweep; CourtListener via authenticated helper (pacing-limited); NARA catalog (JS-rendered); NVR (SSO redirect); hazegray DANFS mirror (unreachable) [other_primary]

- Finding type

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS LST-46 (LST-46) was found in the public sources searched. The hull's short service life (1943-46) and 1948 disposal precede the asbestos-litigation and regulatory-documentation era entirely. Secondary web sweeps surfaced no qualifying case and no law-firm marketing page naming this hull specifically. CAVEAT: the CourtListener repository search could not be completed - the fleet-shared quota was pacing-limited throughout the session (helper enforced ~114/hr shared budget); logged as blocked in search_ledger, not as a negative result.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - and the litigation repository search is a genuine open gap (pacing-limited, not run to completion). NARA deck logs (RG 24) and any Dravo construction records are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
