- DANFS record for this hull: namesake Chief Watertender Thomas Joel Maloy, killed aboard USS Atlanta (CL-51) at Guadalcanal 13 November 1942, posthumous Navy Cross. Laid down 10 May 1943 by Consolidated Steel Corp., Orange, Tex.; launched 18 August 1943 (sponsor Mrs. Thomas J. Maloy, widow); commissioned 13 December 1943, Lt. Frederic D. Kellogg in command. Spec block: 1,400 t, 306 ft, 24 kt, complement 186, class Buckley. Entire WWII service with Atlantic Fleet: troop-transport escort to Panama Canal; Northern Ireland March 1944; amphibious training English coast; D-Day support off Omaha Beach 6 June 1944; patrols off Normandy coast and Channel Islands through war's end; escorted first convoy to reenter St. Peter Port, Guernsey after German capitulation; returned to U.S. 18 June 1945. From May 1946 served Operational Development Force, New London Detachment; redesignated EDE-791 14 August 1946; 18 years testing experimental equipment for Underwater Sound Laboratory projects; school/training ship for Fleet Sonar School at Key West. Emergency assignments: supplied electrical power to Portland, Maine, 11 November 1946 - 25 March 1948 during drought; cruised off Dominican Republic May-June 1961; supported Cuban quarantine October-November 1962. Decommissioned at Philadelphia 28 May 1965; struck from Navy list 1 June 1965; sold 11 March 1966 to North American Smelting Co., Wilmington, Del., for scrap. One battle star for WWII service.

- DANFS documents service history and specifications, not materials or asbestos content. Mirror transcription cited because the live NHHC page returns 404; the transcription reproduces DANFS verbatim (Office of the Chief of Naval Operations, Naval History Division).

- Secondary compilations corroborating and extending DANFS for this hull: keel laid 10 May 1943 by Consolidated Steel Corp., Ltd., Orange, Tex.; a scheduled conversion to high-speed transport APD-83 was cancelled; redesignated EDE-791 14 August 1946 and assigned to Operational Development Force, New London Detachment; decommissioned 28 May 1965 at the Reserve Basin, Philadelphia Naval Shipyard after 21 years 5-1/2 months service, custody transferred to CO, Philadelphia Group, U.S. Atlantic Reserve Fleet; struck 1 June 1965; sold 11 March 1966 to North American Smelting Co. Both sources carry flag-hoist/call-sign data (N-Z-H-W).

- Secondary compilations, not primary sources - the APD-83 cancellation and Reserve Basin custody details are unverified against NARA/NAVSEA records. NavSource page could not be fetched by automated tooling (bot-blocked); content obtained via search-index extraction. Details that diverge from DANFS are carried as unverified.

- Finding
- Class/era inference for this hull: DE-791 is a Buckley-class (TE) turbo-electric destroyer escort - one of only two DE classes with a full steam plant. BuShips Ships' Data 1945 design groups 2-3: two 'D' express-type boilers at 435 psi/750F superheat feeding GE turbo-electric machinery rated 12,000 shp on two shafts, 23.6 kt; the navypedia boiler-block map attributes the DE-789-800 block's boilers to Babcock & Wilcox. A 1943-built steam-plant escort would have carried era-standard asbestos applications: boiler and fireroom insulation, steam-line and turbine lagging, valve and flange gaskets, machinery packing, electrical insulation, and deck coverings. Builder Consolidated Steel (Orange, Tex.) is not an Atlas shipyards.json entry - the yard's own asbestos documentation is unmapped.

- Consolidated Steel construction trades (Orange, Tex., 1943); crew 1943-1965
- Limitations
- Class/design and era inference only - NOT a hull-specific finding. No material schedule, survey, or record names this hull; establishes no quantities, no present-day presence (hull scrapped 1966), and no individual exposure. Boiler-manufacturer attribution is navypedia-sourced and unverified against contract documents.

- Locator

- Finding type
- gov_survey
- Finding
- GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - evidence that asbestos insulation was standard aboard the WWII-era steam fleet and typically remained in place for decades unless a yard period disturbed it.

- Population
- Navy shipyard workers; asbestos program review
- Limitations
- Program-level context only - postdates this hull's disposal (scrapped 1966, before OSHA 1971 and the documented policy era). Establishes nothing about materials aboard DE-791 specifically.

- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located for DE-791: no hull ACM survey, no abatement or disposal-with-ACM documentation (scrapped commercially 1966, pre-OSHA), no museum or NHL stewardship (no post-disposal hazmat pathway), and no qualifying asbestos litigation naming USS Maloy or DE-791 in the sources searched.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - era-standard steam-plant insulation materials were asbestos-containing as a matter of documented shipbuilding practice, but nothing ship-proven exists for this hull. Does not establish or defeat any claim of exposure or legal eligibility. CourtListener coverage bounded by the searches logged in this record's search_ledger; fleet-wide pacing constraints limited query depth.

- Finding
- Unretrieved archival leads for hull-level documentation: NARA RG 24 deck logs exist for this hull's 1943-1965 commission; RG 19 contract/specification files (including per-vessel 'General Information Books' material specifications) and NAVSEA inactive-ship records are the channels that could hold hull-level material schedules or disposal paperwork.
