- DANFS record for this hull: laid down by Federal Shipbuilding & Dry Dock Co., Kearny, N.J., 29 April 1943; launched 29 August 1943 (sponsor Mrs. Thomas W. Marshall); commissioned 16 October 1943, Lt. Comdr. Sinclair B. Wright commanding; escorted USS Iowa carrying President Roosevelt home from the Teheran Conference 13 December 1943; screened TF 58/38 through the Central Pacific, Marianas, Philippine Sea, Palaus, Philippines, Leyte Gulf (TG 34.5), the 1945 home-island strikes, Iwo Jima, and Okinawa (radar picket 8 April-9 May; took off 212 of USS Franklin's crew 19 March); arrived San Francisco 6 July 1945 for overhaul; decommissioned December 1945 into the Reserve Fleet at San Diego; recommissioned 27 April 1951 for two Korean tours (TF 77, U.N. Blockade and Escort Force, Wonsan bombardment 10 December 1952, Formosa Strait patrol); eleven years San Diego homeport with the Seventh Fleet (1960 Laos standby); homeport changed to Tacoma 1 September 1964 as Naval Reserve training ship, 13th Naval District, through 1969. Eight battle stars WWII, four Korea.

- Limitations
- DANFS documents service history and specifications, not materials or asbestos content. The entry's narrative ends in 1969 while still in service, so it does not state the final decommissioning date or the stricken/sale detail. Laid-down date reads 29 April 1943 here vs. 19 April in NavSource/NavalCoverMuseum - conflict carried in gaps. Mirror transcription cited because live NHHC DANFS pages return 404 (standing defect, per Batch-01 report).

- Finding
- Contemporaneous documented yard event aboard this hull: on 21 October 1964, Marshall lay in Drydock No. 2 at Todd Pacific Shipyards, Harbor Island, Seattle, undergoing a $300,000 overhaul when a four-alarm fire swept Repair Pier 7 and the drydock's east wing wall. Commander J. F. Stanfil Jr. ordered his 108 crewmen off the ship to join firefighting; hull plates were removed (precluding flooding the dock to smother the wing-wall fire); the ship took scorched paint and water only, but components and electrical equipment under repair in Pier 7 shops were damaged. After the overhaul she proceeded to Tacoma for Naval Reserve training duty.

- Population
- 108 crew aboard during overhaul; Todd Pacific shipyard workers and firefighters, 21 Oct 1964
- Limitations
- Documents a hull overhaul and the worker/crew population exposed at that event - NOT an asbestos finding. No source (HistoryLink, P-I, or Times) mentions asbestos, insulation work, or material disturbance; the $300,000 overhaul's scope is undocumented beyond the fire narrative. Todd's Seattle operation has documented asbestos litigation at yard level (see ev-05), but that does not establish asbestos aboard this hull.

- Finding
- Disposal-site documentation: this hull was sold in July 1970 to Zidell Explorations Inc., Portland, OR, and broken up (NavSource). The Zidell waterfront site is a documented Oregon DEQ cleanup site: shipbuilding, repair, salvage and dismantling operations - approximately 336 ships dismantled over roughly 30 years after Zidell's 1946 purchase - left asbestos, metals (Zn, Ni, As, Pb, Hg, Cd, Cr, Cu), petroleum, PAHs, PCBs and butyltins in upland soils and Willamette River sediment; the remedy (2005 ROD; consent decree 2006) included certified asbestos-abatement work and bulk ACM disposal. This hull's 1970 dismantling falls inside the documented shipbreaking window.

- Limitations
- Site-level record only - it establishes that dismantled-ship debris at this yard included asbestos, NOT that material from DD-676 specifically contained asbestos. No disposal manifest, hull survey, or yard record ties the site's ACM findings to this hull. The sale price ($80,596.66) appears only in secondary compilations (Wikipedia) and is unverified against a primary disposal document.

- Finding
- Class/era inference: a WWII Fletcher-class destroyer built 1943 with the class's four-Babcock & Wilcox-boiler, two-shaft GE geared-turbine, 60,000-shp steam plant would have carried period-standard asbestos insulation - boiler and fireroom insulation, steam-pipe lagging, turbine lagging, valve and flange gaskets, pump packing, fireproofing, and deck coverings. GAO HRD-80-2 places Navy substitution efforts in the early 1970s, after this hull was stricken (1969).

- Finding
- Builder-yard documentation: the yard that built this hull is documented at yard level - a 1944 Owens-Illinois industrial-health survey recorded insulation trades working with Johns-Manville Superex pipe covering and Kaylo boiler insulation in confined shipboard spaces at Federal Shipbuilding, Kearny, with dust counts taken during cutting and fitting. Todd Shipyards (1964 overhaul yard) likewise carries yard-level asbestos litigation (Herring v. Texaco, Wash. 2007, Seattle-area operations).

- Federal Kearny insulators/pipefitters (1944 survey); Todd Seattle yard workers (1964 overhaul)
- Limitations
- Yard-level documentation only - the 1944 survey postdates this hull's departure from Kearny (commissioned Oct 1943; departed for shakedown by Dec 1943) and documents yard practice, not materials installed aboard DD-676. Todd yard-level litigation postdates the 1964 overhaul era and does not name this hull. Neither establishes asbestos aboard this hull.

- Finding
- CourtListener litigation sweep for this hull: PENDING - the fleet-wide pacing budget denied all requests this session (repeated exit-2 pace-outs over the session). Sweep queries queued: exact-name opinion/docket plus hull-number. 'Marshall' is a high-collision patronymic (Justice John Marshall; Gen. George C. Marshall / USS George C. Marshall SSBN-654; hundreds of litigants), so unreviewed hits must not be treated as qualifying. No qualifying asbestos case naming DD-676 was identified from non-CourtListener sources (law-firm marketing pages listing the hull carry no case citations).
