Authoritative Navy historical entry naming this hull - controlling source for identity, wartime employment, occupation and Magic Carpet service, inactivation, 1958 strike, and MARAD transfer. Contains no asbestos, materials, or insulation information - supports no asbestos claim. The entry is the print-era DANFS text (ends 'Into 1969 she is berthed in Suisun Bay'), so it does not cover the 1975 disposal - the MARAD status cards cover that phase.

NDRF lay-up/caretaker personnel, Suisun Bay (1958-1975); American Ship Dismantlers scrapping-phase workers (1975-76)
    Limitations
Authoritative MARAD custody record - documents permanent-transfer entry into NDRF Suisun Bay 1958-10-29 under Navy-reimbursed custody (consistent with the 1958-10-01 strike/transfer in DANFS; the card records physical fleet entry, DANFS the administrative transfer) and the 1975 PD-X-993 non-transportation-use sale. The cards document custody and events, not materials: no asbestos, insulation, or hazmat-condition content appears on the digitized cards. Does not establish or negate asbestos presence. Registry 'General Type: Training (School)' is a database categorization artifact - cards and history show attack transport; flagged in correction row. Minor card inconsistency: MC-7146a prints custody delivery 11:30 am vs MA-383 entry time 1150 hrs.

All three dates agree with DANFS and the MARAD MC-7146a card ('Completed 10-27-44'). Finding
Cross-source discrepancies flagged: (a) Transfer vs custody date - NHHC DANFS prints 'struck from the Navy list 1 October 1958 ... transferred to the Maritime Administration the same day,' while the MARAD status cards record physical entry into NDRF Suisun Bay custody 29 October 1958 (MC-7146a '10-29-58 11:30am PST'; MA-383 'Entered Oct. 29, 1958, 1150 hrs PST'; NavSource 'permanent custody assumed by MARAD, 29 October 1958'); the two dates describe administrative title transfer vs physical fleet entry - both carried, no conflict adopted. (b) The two cards print slightly different custody times (11:30 am vs 1150 hrs) on the same 29 October date - noted, immaterial. (c) NavSource CO table prints CAPT Alfred L. Lind's tenure end '13 September 1945' - a year typo; the decommissioning was 13 September 1946 per DANFS. (d) NavSource final-disposition line prints 'delivered, 8 April 1875' - typo for 1975 per the MARAD MA-20 card. (e) Troop capacity - NHHC stats line prints 'trp. 1,475'; the SDB personnel row prints 87 officers + 1,475 enlisted (= 1,562); both carried, SDB row controls the structured complement field. (f) MARAD registry lists 'General Type: Training (School)' - a database categorization artifact; all primary material shows attack transport. (g) The class-profile member row prints builder 'Permanent Metals' (sic) and commissioning at month precision ('1944-10') - resolved to Permanente Metals Corp., Yard No. 2, commissioned 27 October 1944.

Era/design inference: the documented VC2-S-AP5 plant aboard this hull - single Westinghouse geared turbine at 8,500 shp fed by two Babcock & Wilcox header-type boilers at 465 psi / 750 F superheat - is a WWII emergency-construction superheated-steam installation built at the peak of wartime asbestos use. Typical applications for the type: boiler and fireroom insulation; steam-line and turbine lagging between boiler room and engine room; valve and flange gaskets; machinery packing; accommodation and troop-berthing insulation/joiner work. Asbestos presence aboard this hull specifically is inference from type and era, not a ship-proven finding.

GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - program-level context meaning original-era insulation typically remained in place for decades unless disturbed. This hull left commissioned Navy service in September 1946 and entered MARAD custody in October 1958, well before the documented policy period, so the record's relevance is background only for the WWII-era operating environment and nil for the reserve-fleet and MARAD custody phases.

Grace Libby asbestos cluster - asbestos-tagged 'Missoula' opinions are systematically false positives for this hull. Hull-number-free filings and name-variant captions under-cover the index. A hit naming the hull could exist in undigitized state-court or MDL-875 docket sheets; the negative is 'no qualifying located record,' not proof that none exists.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, disposal-condition materials statement, or docketed case naming USS Missoula / APA-211 / MCV-559 was found in the public sources searched. DANFS carries none; the MARAD registry and all three digitized status cards carry none; BuShips SDB lists machinery and armament, not insulation; marketing listicles that name the hull (asbestos-ships.com vessel page; mesotheliomaveterans.org ship list) assert asbestos in generic era terms with no ship-specific documentation and are excluded per source rules.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a superheated-steam WWII hull that saw 1946 inactivation work at Port Chicago, twelve years of Mare Island Group reserve lay-up, seventeen years of NDRF Suisun Bay custody, and a 1975 non-transportation-use sale is era-consistent with retained ACMs; the finding is that no ship-specific asbestos documentation was located, not that none exists. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding
Archival leads (not retrieved - require research-room or reproduction order; no spend authorized): NARA RG 24 'Logbooks of U.S. Navy Ships and Stations' (series 594258) holds APA-211 deck logs - the hull does NOT appear in NARA's digitized-logs index (WWII-era logs not yet scanned; the ship left commission in 1946, before the Vietnam-era Blue Water Navy digitization scope). RG 19 (Bureau of Ships) holds APA/VC2-S-AP5 outfitting and machinery specifications; RG 178 (U.S. Maritime Commission) construction records may hold the MCV-559 Permanente Metals Yard No. 2 contract file; the MARAD disposal/sale file behind the MA-20 card (contract MA-7765, PD-X-993) would hold the approved non-transportation-use terms and any buyer scrapping plan; NDRF Suisun Bay maintenance/custody records for 1958-75 are not digitized. A veteran-run tribute page for APA-211 exists at rpadden.com/211/211.htm (private amphibious-forces site linked from NavSource - names and photos only, no materials content; reviewed, not authoritative).

Record-group mapping only - no box-level retrieval performed; existence of asbestos-specific documents for MCV-559 is unknown until surveyed. Deck logs record operational events, not materials inventories; nothing in this row is an asbestos finding.
