    Finding
Documented for this hull: second U.S. Navy ship named for the Narkeeta tribe of the Choctaw nation; laid down 29 September 1938 at Vallejo, Calif., by the Mare Island Navy Yard; launched 4 May 1939; placed in service 16 June 1939. 'For a little over seven years, Narkeeta rendered the necessary services of her type, tugging, towing, and firefighting, in the waters of the Eleventh Naval District.' Redesignated medium harbor tug YTM-133 on 15 May 1944; declared surplus and stricken from the Naval Register 21 November 1946; transferred to the Maritime Commission 2 June 1947 for disposal. Acquired later in 1947 by Donaldson Towing & Lightering Co. of Philadelphia, renamed North Point; purchased by Curtis Bay Towing of Wilmington, Del., in 1949 (name retained); acquired by Express Marine of Camden, N.J., in the 1970s and renamed Alert; then Bay Towing Co. and Robbins Maritime (Norfolk, 1990s) and Commonwealth Marine Towing (2007); broken up for scrap at Chesapeake, Va., in 2010. Spec block: dp. 258; l. 100'0"; b. 25'1"; dr. 7'9". Photo caption: 'Port broadside view of the harbor tug Narkeeta near Mare Island on 7 June 1939. Note fire monitor atop the pilot house.' Archival leads only. The NARA catalog 'Narkeeta' hit (NAID 134809119, RG 19 Indexes to Correspondence) covers 1911-1922 - the FIRST Narkeeta (Harbor Tug No. 3), not this hull; noted to prevent a name-collision citation. Genuine leads for this hull: Bureau of Ships Photo 19-LCM-20730 at NARA Still Pictures, College Park (the 7 June 1939 broadside reproduced in DANFS); WWII war-diary full-text matches for 'YT-133' in NARA's digitized collections (Destroyer Base San Diego war diary January 1943 among them - Narkeeta served in the 11th Naval District, headquartered San Diego); and RG 24 deck logs for district craft, not publicly digitized for this hull.

    Finding
A diesel district harbor tug built 1938-39 at Mare Island Navy Yard sits inside that yard's documented asbestos-product era (products documented for Mare Island in the Atlas yard dataset: Unibestos, Marinite boards, Transite pipe, Kaylo, Careytemp, Gold Bond, Super 66, pump/valve packing, gaskets, bonnet insulation, refractory materials; ACM documented in yard buildings by the 1998 EIS/EIR). Era-standard applications aboard a small diesel harbor tug of this period: machinery and diesel-exhaust lagging, gaskets, valve packing, electrical insulation. As a diesel vessel she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply. Firefighting fit (fire monitor atop pilot house per DANFS caption) is noted but no asbestos product is tied to it by any located source.

Government documentation of asbestos at this hull's builder: the 1998 disposal/reuse EIS for Mare Island Naval Shipyard states that '[t]he age of most shipyard buildings also presents the potential for the presence of lead-based paints and asbestos containing material,' and site-waste inventories list asbestos among inventoried substances. Establishes asbestos-containing material in the shipyard environment that built this hull in 1938-39.

    Finding
Appellate-documented asbestos exposure at this hull's builder: Ulysses Collins worked as a structural and pipe welder at Mare Island Naval Shipyard 1976-1994 (after Hunters Point 1960-73 and Standard Oil Richmond 1973-76), 'worked extensively with asbestos and asbestos-containing products, including those manufactured by defendant Plant Insulation Company,' and died of mesothelioma 8 May 2005. Trial jury found for plaintiffs; the Court of Appeal reversed and remanded solely for retrial on Proposition 51 fault apportionment (whether the U.S. Navy could be included on the verdict form) - an apportionment issue, not a repudiation of the exposure evidence.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS Narkeeta (YT-133/YTM-133) or her commercial names was found in the public sources searched (see search_ledger). CourtListener base queries returned only name collisions: 'Narkeeta' opinions (27) are the Narkeeta Timber Co. of Mississippi and Mississippi personal-name matters; 'Narkeeta' dockets (3) are personal bankruptcies for an individual named Narkeeta; 'YT-133' opinions (125) and dockets (8,844) are tokenization noise with no vessel content; the asbestos-qualified variant '"YT-133" asbestos' returned 0 dockets. The two opinion-side asbestos variants ('"YT-133" asbestos', '"Narkeeta" asbestos'), justified by the base overflows, could not be executed - the fleet-wide CourtListener pacing budget was spent for the remainder of the session; logged as paced/not-run in the search ledger, not claimed as negative results. Secondary web sweeps surfaced only law-firm marketing listicles on Navy tugs generally - excluded by source policy.

Absence of a located public record does not prove absence of asbestos aboard - the hull spent 63 post-Navy years in commercial service (1947-2010) and was scrapped in the OSHA era, and no commercial-owner hazmat or survey record was located. DISAMBIGUATION: two U.S. Navy vessels named Narkeeta exist and are conflated in some indexes. This record's hull is the SECOND Narkeeta - district harbor tug YT-133 (later YTM-133), built at Mare Island 1938-39, stricken 1946, scrapped commercially 2010. The FIRST Narkeeta was Harbor Tug No. 3 (later YT-3/YTB-3), built by City Point Iron Works, Boston, laid down April 1891, commissioned 14 April 1892, served to 1923. The NARA file unit 'Relating to Ships - Narkeeta' (NAID 134809119, RG 19 Indexes to Correspondence, series dates 1911-1922) concerns the first vessel only - it must not be cited for YT-133.
