    Limitations
Authoritative wartime BuShips publication naming this hull - confirms identity, machinery plant (including the hull-specific boiler maker), manning, builder, and key dates. Boiler and turbine cells are read by ditto-mark resolution within the printed table; OCR is degraded in places (troop-officer count reads 87 vs class-standard 86). Contains no materials, insulation, or asbestos information; supports no asbestos claim.

NDRF Suisun Bay caretakers (1970-1982); 1982 breaking-yard workers (Taiwan or South Korea)
    Limitations
Primary MARAD custody/sale documentation - the strongest disposal record in this file. Contains no asbestos or materials information; supports no asbestos claim. The registry's 'General Type: Training (School) / Specific Type: Training Ship' is a coarse database category inconsistent with the documented amphibious-transport designation - not adopted. The MA-199 card's 10-15-46 Navy delivery entry is interpreted as the post-war title transfer (loan-charter to ownership); card fields are abbreviated. Breaking was contracted for Taiwan or South Korea; the specific yard and any removal/abatement conditions are undocumented in these cards.

    Finding
Navarro (APA-215) was a Project SHAD (Shipboard Hazard and Defense) target ship: test Autumn Gold (Test 63-2), conducted by the U.S. Army Deseret Test Center in open sea approximately 60 miles west-southwest of Oahu, Hawaii, in nine trials on 3, 6, 9, 13, 16, 20, 23, 27, and 31 May 1963. A4B aircraft sprayed Bacillus globigii (BG) simulant aerosol along release lines against the target ships - Navarro, USS Tioga County (LST-1158), USS Carpenter (DD-825), and USS Hoel (DDG-13) - under three material readiness conditions (Yoke, Zebra, Zebra Circle William) to measure agent penetration of the ship and persistence after air-wash/hose-down procedures, and to evaluate M17 and Mark V protective masks and the Partichrome Selection Device. Ship personnel operated sampling equipment aboard during the trials; Navarro participated in all nine trials (Hoel missed the last two). This is a documented crew-level exposure event aboard this specific hull - to a biological simulant aerosol, not asbestos.

    Limitations
Official DoD fact sheet with National Academies corroboration - establishes a ship-specific, crew-level exposure event (BG simulant aerosol and its retention in ship spaces after washdown). Does not document asbestos, does not establish individual dose or health outcome; DoD frames participating crews as test conductors, not test subjects. Relevance here: documented at-sea exposure event on this hull and evidence that the ship's internal ventilation/material conditions were instrumented.

DANFS records that during the summer of 1958 Navarro 'provided services for a series of atomic tests at Eniwetok.' The USCS compilation of official JTF-7 report ship lists places NAVARRO APA-215 in Joint Task Force 7.3 for Operation Hardtack I (Eniwetok Proving Ground, Apr-Aug 1958), July-August 1958, in the role 'TRANSPORT, DECONTAMINATION CENTER' - a documented radiological-support function (decontamination platform) aboard this hull during the atmospheric nuclear test series.

DANFS is authoritative for the Eniwetok service itself; the specific role ('decontamination center') and the Jul-Aug 1958 window come from a secondary compilation of official JTF-7 report rosters (USCS DS-37) - the underlying DNA/JTF-7 official report volume was not directly retrieved. Radiological decontamination duty is exposure-relevant but is NOT asbestos documentation; supports no asbestos claim and no individual dose finding.

    Finding type

    Finding
Discrepancies resolved or logged: (a) Boiler maker - the class profile and sister-ship pattern carry '2x Babcock & Wilcox boilers'; for this Permanente-built hull the SDB per-hull machinery row's boiler ditto chain resolves to Combustion Engineering header-type ('C. E. hdr' on the NAPA/NATRONA entries immediately above serial 181; NESHOBA, serial 182, reverts to 'B. & W. hdr'), and NavSource independently lists 'two Combustion Engineering header-type boilers.' C.E. is adopted for this hull. (b) First decommissioning - DANFS 15 Mar 1946 vs NavSource 26 Jun 1946 (Pacific Reserve Fleet, Stockton Group); the NavSource CO table shows command running through 26 Jun 1946 (CAPT Goulett to 25 Feb 1946 - table boundary). Unresolved; DANFS is the controlling source in this record's headline field. (c) Final decommissioning - NavSource 21 Nov 1969 at San Diego (CO table: CAPT Murphy's command ends that date) vs DANFS undated; 21 Nov 1969 adopted as consistent with the MARAD custody chain. (d) Stricken - 1 Dec 1976 per NavSource; DANFS silent and NVR carries no record (pre-1987 disposal). (e) MARAD registry 'General Type: Training (School)/Training Ship' - rejected as a database category quirk; hull was an amphibious transport throughout. (f) The class-file member row's dates (laid down 1944-06, launched 1944-10-03, commissioned 1944-11) are consistent with DANFS at month granularity; exact dates supplied by DANFS (27 Jun / 3 Oct / 15 Nov 1944).

Era/design inference: this hull carried a single-screw geared-steam plant (two Combustion Engineering header-type boilers at 465 psi / 750F superheat feeding one Westinghouse geared turbine, 8,500 shp) built at the peak of WWII asbestos usage - the machinery configuration for which boiler and fireroom insulation, main and auxiliary steam-line lagging, turbine lagging, valve and flange gaskets, machinery packing, and accommodation joiner insulation of the period were commonly asbestos-containing. Troop-space outfitting (~1,561 berths) added interior insulation scope. Documented disturbance-phase events for this hull: the 1964-65 FRAM overhaul at Pacific Ship Repair Shipyard, San Francisco (a yard availability of unknown material scope); NDRF lay-up at Suisun Bay 1970-1982; and 1982 sale for breaking in Taiwan or South Korea - each a period-typical insulation-disturbance pathway, none documented in materials terms.

Opinion sweeps: '"USS Navarro" asbestos' - 0 results; '"USS Navarro"' - 0 results; '"APA-215" asbestos' - 0 results; '"LPA-215" OR "APA 215" OR "M.C.V. hull 563"' - 2 hits, both name/number collisions (Ohio state easement/bankruptcy opinions), none maritime or asbestos. 'Navarro asbestos' - 167 hits; top-ranked results are all surname collisions (plaintiffs and debtors named Navarro; unrelated premises/FELA asbestos opinions) - none name the vessel. Docket sweeps: 'Navarro' returned 87,774 RECAP hits, a personal-surname field (bankruptcy/individual cases); '"APA-215" OR "LPA-215"' returned 22 hits, all collisions (matches on 'LPA' law-firm suffixes and '215' fragments - civil-rights, immigration, bankruptcy, and contract dockets), none naming the vessel. The located attack-transport asbestos dockets resolve to other classes (Pruitt v. Air & Liquid Systems, D. Del. 18-1101, names USS Bayfield APA-33, Bayfield class).

    Limitations
RECAP/opinion indexed text only. 'Navarro' is a high-collision surname and bare hull-number queries hit acronym/number noise ('LPA' law-firm suffixes, docket fragments); filings that name the ship only loosely, or that scan poorly in RECAP, would under-cover. Absence of a located docket is not proof no filing exists.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, court finding, or docketed asbestos case naming USS Navarro / APA-215 / LPA-215 / M.C.V. Hull 563 was found in the public sources searched (see search_ledger). The hull's documented exposure-relevant events are non-asbestos (Project SHAD BG-simulant trials, May 1963; Hardtack I decontamination-center duty, Jul-Aug 1958). The MARAD trade-in sale file (MA-10707/MA-10708) contains no hazmat condition in the digitized cards.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944 geared-steam transport is era-consistent with asbestos-containing materials, and her FRAM overhaul (1964-65), twelve-year NDRF lay-up, and overseas breaking are undocumented disturbance phases. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

    Finding
Archival leads (not retrieved - requires research-room or reproduction order; no spend authorized): Navy deck logs for USS Navarro spanning both commissions (1944-1946 and 1950-1969, RG 24, NARA College Park) - a longer-than-usual active career incl. the FRAM availability, SHAD trials, and Vietnam deployments; BuShips records incl. VC2-S-AP5 contract plans and Booklets of General Plans (RG 19); USMC construction-contract records for M.C.V. Hull 563 at Permanente Metals Richmond Yard No. 2 (RG 178); MARAD/NDRF custody files covering the 1970-1982 Suisun Bay lay-up and the MA-10707/MA-10708 exchange-sale contract files (RG 357) - the trade-in contract package may carry the sale's material-condition terms not visible on the summary cards. DNA/JTF-7 official report volumes for Hardtack I and the Deseret Test Center Autumn Gold final report (DTC 1964) are the primary sources behind the secondary rosters cited above.
