[5]GAO HRD-80-2, 'Navy's Efforts to Protect Workers From Asbestos Exposure' (Comptroller General report to Reps. Anderson and Patterson, B-163375, Oct. 18, 1979), Enclosure I: Department of the Navy, Office of the Chief of Naval Operations letter Ser 4542/318054 (Jan. 5, 1979), Attachment #1 'List of U.S. Navy Ships Delivered Since 1973 or Under Construction (Ship Class, Name and Hull Number and Status of Thermal Insulation)' [gao]
- Locator
- GAO HRD-80-2, Enclosure I (CNO letter Ser 4542/318054), Attachment #1, Destroyer (DD) table, row 'OLDENDORF 972'; letter body paragraph on DD 963 class ('first eleven... as late as May 1978')
- Finding type
- gov_survey
- Finding
- The Navy's own January 5, 1979 response to GAO lists this hull by name and hull number: under 'DESTROYER - DD', OLDENDORF, hull 972, construction start 4/74, delivery 1/78, appears in the DD-963-class block annotated 'Asbestos thermal insulation.' The letter's body states that for 'the first eleven of our new DD 963 class ships, the change was not accomplished until later' and that 'ships well under construction and already insulated at that time continued through to delivery as late as May 1978 with asbestos insulation' - Oldendorf, delivered January 1978, is within that first-eleven block (DD-963 through DD-973). The letter further states 'all ships presently in service contain some quantity of asbestos,' itemizing piping-system gaskets and packing, ship-equipment brakes and clutches, deck tiling, galley-range cabling, and electrical resistors.

- Limitations
- Primary U.S. Navy statement of this hull's as-delivered thermal-insulation status - the strongest class of evidence in this dataset. It documents that asbestos thermal insulation was installed at delivery; it does not inventory locations or quantity aboard this hull, does not record later in-service removals, and does not establish any individual's exposure. The table's 'START' column (4/74) is construction start, not keel date (NVR: 12/27/1974). gao.gov returns HTTP 403 to automated fetch; full text reviewed via Internet Archive capture of the official PDF.

[6]Johnson v. Air & Liquid Systems Corp. et al., No. 2:24-cv-00491-LK, ECF No. 144 (W.D. Wash., filed Jan. 26, 2026) - Order Granting Defendants' Motions for Summary Judgment; Denying Plaintiff's Motion for Summary Judgment; Granting in Part and Denying in Part Motions to Exclude [court_record]

- ECF No. 144, section I.C ('Lockheed Operated a Shipyard Where Asbestos Was Present') and section II (causation analysis), pp. 3-4, 36-39 of 40
- Finding type
- litigation_documented
- Finding
- A merits-stage order recites record evidence naming this hull: Robert Stubblefield, brother and co-worker of decedent Lonnie 'Bill' Stubblefield, 'recalls working on Navy vessels at Lockheed with his brother, including the USS Roark and USS Oldendorf' (Dkt. No. 128 at 586); 'Navy vessels the Oldendorf and the David S. Ray were serviced at Lockheed in the early 1980s' (Dkt. No. 128 at 119-32; Dkt. Nos. 104-5 at 8; 110-7 at 8, 11); and 'As of 1979, both the David R. Ray and the Oldendorf were listed as containing asbestos thermal insulation' (Dkt. No. 128 at 414-15 - record evidence consistent with the Navy's January 1979 ship list, Enclosure I to GAO HRD-80-2). The court nevertheless GRANTED summary judgment to shipyard defendants Puget Sound Commerce Center (Todd) and Lockheed Shipbuilding: even assuming the vessels contained asbestos insulation, evidence that Stubblefield worked on a vessel where asbestos-containing insulation was present was 'insufficient to raise a genuine issue of material fact regarding exposure.'

- Population
- Lonnie 'Bill' Stubblefield (ship scaler/laborer via Crosby & Overton at Seattle-area yards; mesothelioma, d. Dec. 31, 2022); Lockheed/Todd shipyard workforce
- Limitations
- Summary-judgment-stage order: the hull's asbestos listing and Lockheed servicing are the court's recitation of record evidence construed in the non-movant's favor, not findings after trial; the plaintiff's exposure claim failed on causation and the case ended in a defense win - a merits-level negative for that plaintiff, not an adjudication that exposure occurred aboard this hull. The 1979 listing it cites is corroborated by the primary document at ev-01. Full text reviewed via a defense-firm-hosted copy of filed ECF No. 144; canonical CourtListener docket URL not located (API throttled on the research date).

[7]Notice of Removal, Terry Lee Siegfried v. 3M Company et al. (incl. Owens-Illinois), No. 2:18-cv-01575 (C.D. Cal. 2018; per the notice, action commenced in Los Angeles Super. Ct. Jan. 26, 2018) (RECAP) [court_record]
- Locator
- Notice of Removal, paragraph reciting alleged exposure locations/vessel list (RECAP doc 50-0)
- Finding type
- litigation_documented
- Finding
- Defendants' notice of removal identifies alleged Owens-Illinois (Kaylo) exposure for electrician/marine electrician Terry Lee Siegfried 'between approximately 1969 and 1996 on the Long Beach Naval Shipyard' and aboard a list of named vessels; 'USS Oldendorf (DD-972)' appears by name and hull number in that list (alongside Spruance-class sisters DD-964, -965, -966, -971, -973 and other hulls). Same RECAP document previously indexed in this dataset for USS Missouri (BB-63).

- Terry Lee Siegfried (electrician/marine electrician, LBNSY and listed vessels 1969-1996)
- Limitations
- Pleading-stage allegation: the vessel list is recited in a removal filing, not adjudicated; it does not establish that Kaylo or any asbestos product was aboard this hull, does not establish individual exposure or causation, and identifies no specific work aboard. Within the alleged 1969-1996 window this hull was in commission only from March 1978. Merits history not located.

- Locator
- GAO HRD-80-2 report body, sections 'Navy's Policy on Use of Asbestos' and letter to Congress
- Finding type
- gov_survey
- Finding
- Program-level context for this hull's build/delivery window: the Navy's asbestos-elimination policy issued October 1975 after thermal-insulation specifications were revised (by late 1973) to call for asbestos-free materials; pre-purchased and already-installed material meant 'some ships were delivered with asbestos insulation as late as May 1978'; the removal policy replaced only damaged insulation (later modified to add selective replacement in high-maintenance areas), with the Navy estimating all but 30-50 percent of shipboard thermal asbestos insulation would be removed within five years; a one-time total removal program (estimated ~$2 billion) was rejected as not cost-effective. GAO fieldwork yards were Long Beach and Norfolk Naval Shipyards.

[11]NHHC/DANFS - no entry exists for this hull (HTTP 404; NavSource index note: 'This ship was built too late to be covered by the DANFS project') [nhhc_danfs]
- Locator
- history.navy.mil DANFS 'O' index (404); navsource.org/archives/05/972.htm editorial note
- Finding type
- historical_record
- Finding
- No DANFS/NHHC narrative history exists for this hull: the NHHC ship-histories URL for Oldendorf returns 404, and NavSource's index notes the ship 'was built too late to be covered by the DANFS project' (DANFS coverage predates this 1978-commissioned hull). Official documentary coverage is therefore register data (NVR, ev-05) rather than a written service history; no NHHC statement on this hull's construction or materials exists.

- Negative findings bound the record: absence of a DANFS entry means service-narrative details circulating on secondary sites (e.g., deployment chronologies, the reported 1991-93 Long Beach Naval Shipyard VLS overhaul) were not carried as verified. NVR supplies the authoritative milestone set.

[12]EPA 'SINKEX Determination and Agreement' under the Marine Protection, Research, and Sanctuaries Act general permit, 40 C.F.R. 229.2 ('Transport of Target Vessels') - program framework applicable to this hull's August 2005 sinking [federal_register]
- Locator
- EPA SINKEX Determination and Agreement (signed; EPA January 2021 snapshot archive); 40 C.F.R. 229.2
- Finding type
- regulatory
- Finding
- This hull's disposal was a Navy SINKEX ('Disposed of in support of Fleet training exercise,' NVR status-change 08/22/2005). SINKEX operated under EPA's MPRSA general permit regime, which required documented vessel preparation - removal of materials of concern including PCBs and asbestos that could be released - before sinking; EPA's Determination and Agreement (reviewing the program) documents that preparation and verification framework. No hull-specific preparation report, waste manifest, or asbestos-removal record for ex-Oldendorf was located in public sources.
