- vessel_history
- Finding
- NHHC identifies Osborne (DD-295) as Clemson class, laid down at Bethlehem Shipbuilding Corp., Squantum, on 23 September 1919, launched 29 December 1919, and commissioned 17 May 1920. Its specifications list complement 120. The narrative describes Atlantic Fleet coastal service, Caribbean fleet exercises, and a western Mediterranean and European cruise starting 18 June 1925. It entered Philadelphia Navy Yard 20 September 1929, decommissioned 1 May 1930, was struck 22 October 1930, and was sold 17 January 1931.

- Limitations
- This is a ship history and design-complement source. It does not identify asbestos, shipboard material composition, individual exposure, or legal eligibility. Its sale-for-scrap wording does not resolve the later post-Navy fate described by a separate NHHC source.

- Paragraph concerning the destroyer named for Lt. Weedon E. Osborne
- Finding type
- historical_record
- Finding
- An NHHC retrospective says the former Osborne was converted to a commercial banana boat after Navy disposal, later refitted for an attempted World War II blockade run, burned in Sydney Harbor in 1942, and was deliberately sunk in 1947.

- Retrospective summary only; commercial and wartime service followed decommissioning and is outside the Navy-service window used here. The account supplies no material survey or asbestos finding.

[4]Naval Sea Systems Command, FY26 Standard Item 009-010, 'Asbestos-Containing Material (ACM); control' (dated 1 October 2024) [other_primary]
- Locator
- Standard Item 009-010, paragraph 3.1, official indexed text
- Finding type
- asbestos_application
- Finding
- NAVSEA's later shipyard standard directs that shipboard insulation, lagging, deck tile, underlayment, gaskets, cabling, and mastic be treated as potentially asbestos-containing until laboratory analysis or another reliable method establishes otherwise. This identifies categories for investigation only.

- Limitations
- The standard is dated 2024, about 94 years after Osborne's Navy service; it is a generic precautionary testing rule, not an inventory, a Clemson-class specification, or evidence that any named material was aboard DD-295. The official PDF returned HTTP 403 to the reader, so paragraph 3.1 was checked in the official search index only. No product is normalized from this row.

- Finding
- NARA identifies RG 19 destroyer General Information Books (Entry P 9), ship engineering drawings arranged by hull number (19-Hull, including S39 insulation and lagging when available), and specification files as possible sources to investigate a particular Navy ship's materials.

- Limitations
- NARA describes record series, not an Osborne item. Its main discussion emphasizes 1941-1961, after Osborne's Navy service; whether a DD-295 file survives or contains asbestos information has not been verified. NARA explicitly cautions that deck logs and muster rolls do not directly document asbestos.

- Finding
- The reviewed NHHC vessel history and photograph, NHHC retrospective, NARA research guide, and NAVSEA general standard did not yield a DD-295-specific asbestos specification, survey, abatement record, product identification, or individual exposure finding.
