  1. [1]Naval History and Heritage Command, Dictionary of American Naval Fighting Ships, 'Osprey III' (page titled 'Osprey III (AMS-29)'; text describes YMS-422/AMS-28) [nhhc_danfs]

    Finding
DANFS (NHHC) entry for this hull: built as the wooden-hulled auxiliary motor minesweeper YMS-422; after commissioning patrolled off the California coast, then reported to the Hawaiian Sea Frontier early in January 1945; sailed for the western Pacific in mid-summer 1945; swept minefields around Honshu, commencing at Nagoya on 18 October and continuing at Kobe in December (year not stated in the extract; sequence places it in 1945), and was still partially engaged in that work when the Korean conflict began in 1950. Named and designated Osprey (AMS-28) on 17 February 1947. In Korea, made a preassault sweep at Pohang on 14 July 1950 for the 1st Cavalry Division; after the October 1950 Wonsan Bay clearance (during which two sister ships struck mines and sank), operated again at Wonsan under enemy fire 'one year later' and suffered 3 shell hits on 29 October (i.e., 1951), necessitating a brief retirement to Japan. Loaned to the Japan Maritime Self-Defense Force on 22 March 1955 and served as Yakushima until 1969; struck from the Navy list 15 June 1969. Received 2 battle stars as YMS-422 (post-WWII operations) and 10 as AMS-28 (Korea).

    Limitations
Identity and service history only; DANFS contains no asbestos, insulation, or materials statement and supports no asbestos claim. Verification is PARTIAL: the live NHHC page was unavailable (HTTP 503; NHHC server also presents an incomplete TLS chain) and a Wayback capture (2025-12-09) exists but web.archive.org was unreachable from this session, so wording was confirmed only through search-index extracts of the NHHC page, not a full-text read. Specification block (displacement, dimensions, complement, engines), builder, and laid-down/launch dates were NOT confirmed and are carried in gaps. The DANFS clause placing battleship Missouri at the Inchon landing anchorage on 15 September 1950 is excluded (see report).

    Finding
Designation/disambiguation correction: the NHHC DANFS page for this hull is titled and slugged 'Osprey III (AMS-29)' while its text describes YMS-422 redesignated AMS-28; AMS-28 is adopted as controlling (text, batch scope, and the NHHC photo catalog entry NH 73692 'USS Osprey (AMS-28)' agree). This hull is distinct from USS Osprey (AM-29; separate record branch batch-1264/uss-osprey-am29), USS Osprey (AM-56; DANFS 'Osprey II (AM-56)'; separate record branch batch-1407/uss-osprey-am56), and USS Osprey (MHC-51; DANFS 'Osprey IV (MHC-51)'). PLEADING ALLEGATION ONLY: the complaint in Douglass v. Lockheed Shipbuilding Co., No. 3:13-cv-00707 (S.D. Cal.; filed C.D. Cal. 2013-01-08 as 2:13-cv-00140, transferred 2013-03-22), a survival/wrongful-death asbestos action (NOS 368 P.I.: Asbestos), lists in its Exhibit A exposure schedule 'US Navy | YMS 422 | Engine Man 2nd Class | 10/12/1946-11/10/1946' among the decedent's alleged exposure locations (with USS Triumph AM-323, USS Scoter AM-381, USS Capricornus AKA-57, Puget Sound Naval Shipyard, and later civilian employers). Population
One U.S. Navy engineman (Engine Man 2nd Class), alleged service Oct-Nov 1946
    Limitations
Classified at the LOWEST stage: an unadjudicated complaint allegation, not a discovery record or finding. The docket and the exhibit text are verified on CourtListener; the exposure allegation itself is UNVERIFIED and was never tested. The complaint identifies no asbestos product, manufacturer, or location aboard YMS-422, and no named defendant is alleged to have built, repaired, or supplied this hull. Disposition: defendant Lockheed dismissed without prejudice by joint motion (ECF 25, 2013-05-17); entire action voluntarily dismissed without prejudice by plaintiffs (ECF 26, 2013-12-16); no discovery or merits ruling on the docket. Does not establish asbestos aboard this hull, individual exposure, causation, or any claimant's eligibility. Not tier-determining.

CourtListener negative finding (other than ev-03): opinion searches for 'USS Osprey' (0 hits), hull designations 'YMS-422'/'AMS-28'/'MSC-28' (8 hits, all tokenization collisions, e.g. 'Absolute Medical Systems ("AMS")' with footnote 28 and 'Tex. All. for Retired Ams., 28 F.4th'), 'Osprey' + asbestos + ship terms (6 hits, all collisions: MV-22 Osprey aircraft crash, 'Osprey Landing' construction site, others), 'Osprey' + minesweeper/Yakushima/Astoria Marine (1 collision, Osprey Family Trust), and 'Astoria Marine Construction' + asbestos (0); RECAP docket/document searches returned the Douglass complaint (ev-03) as the only document naming this hull - all other hits were acronym/citation collisions.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement record, materials list, hazmat disclosure, or adjudicated litigation finding for YMS-422/AMS-28 was found in the sources searched. DANFS contains no materials statement; the hull left U.S. custody on loan to Japan in 1955 and was struck in 1969, so no U.S. museum or disposal-era hazmat survey is known to exist; the only hull-naming litigation document is an unadjudicated, voluntarily dismissed pleading (ev-03).

    Finding
Peer-reviewed historical study documents extensive use of asbestos as a fireproofing and insulating material in U.S. shipbuilding during World War II (1940s), when wartime industrial expansion produced an unprecedented rise in asbestos use; YMS-422 was built during that program (commissioned 1944).

WWII U.S. shipyard workers and ship crews (general)
    Limitations
Era/program-level context only. The study concerns WWII shipbuilding generally and does not name this hull, the YMS type, wooden-hulled craft, or small yacht-yard builders; wooden motor minesweepers had no steam plant, so steam-era insulation patterns cannot be transferred to this hull. Establishes nothing about asbestos aboard YMS-422/AMS-28, quantity, location, exposure, or causation.

    Finding type
    vessel_history
    Finding
Type context: NHHC defines YMS as 'auxiliary motor minesweeper'; YMS hulls were redesignated AMS (motor minesweeper) in 1947 (DANFS for this hull records the AMS-28 designation 17 February 1947, and DANFS for this hull describes it as wooden-hulled). 'Motor' denotes internal-combustion (not steam) propulsion.

    Finding
Archival lead (not retrieved; no spend authorized): NARA RG 19 (Records of the Bureau of Ships, 1794-1972) holds U.S. Navy vessel plans with indices 1908-59, specifications for materials 1909-44, and general correspondence 1946-66 that may include YMS-422/AMS-28 construction, outfitting, or overhaul material. U.S. Navy deck logs (RG 24) for this hull are not on NARA's digitized deck-log list; requests go to Archives II textual reference (archives2reference@nara.gov). The NHHC photo catalog holds NH 73692 'USS Osprey (AMS-28)'; the U.S. Naval War College Archives lists an item 'USS Osprey (AMS-28) ex-(YMS-422), undated' (archival object 204374; site unreachable from this session). Post-1955 Japanese service records (JMSDF) are outside U.S. official sources searched.
