    Finding
Ossahinta (YTB-278), formerly YT-278, was built by Luders Marine Construction Co. at Stamford, Connecticut, during 1943, completed on 19 July 1944, and immediately assigned to the Twelfth Naval District. Her first fleet assignment took her to San Francisco for tug duties. She remained active until December 1960, when she was struck from the Navy List and sold.

    Limitations
The HistoryCentral text is a DANFS reproduction; the expected NHHC DANFS URL returned HTTP 404 on 2026-09-24, so transcription fidelity cannot be checked against the live official page. The reproduced complement of 12 is withheld from the vessel record pending official confirmation. The text does not identify asbestos, machinery, insulation, individual work, exposure, or causation. It gives no exact striking or sale day.

RG 19 filing instructions for hull and private shipyard; Cartographic Branch S39/S48 drawings
    Finding type

    Finding
Potential next source for a hull-specific material determination: NARA RG 19 Bureau of Ships correspondence indexed by hull designation YTB-278 or earlier YT-278, contractor correspondence for Luders Marine Construction, and hull engineering drawings under S39 insulation and lagging or S48 piping. These files were not retrieved for this batch.

    1943–1960 potential records
    Limitations
NARA describes where such records may reside, not whether YTB-278 has responsive files. No actual Ossahinta drawing, specification, or contractor file was reviewed, and no asbestos finding follows from this lead.

    Finding type
    historical_record
    Finding
The accessible public sources checked for this batch yielded no Ossahinta-specific asbestos survey, construction material schedule, abatement record, or exposure finding. This is a bounded negative search result, not a finding that the vessel was asbestos-free.

    Limitations
The search did not retrieve physical RG 19 hull files, contract specifications, or an asbestos survey. Absence from the checked public sources does not establish absence of asbestos, exposure, causation, or a legal claim. CourtListener results are tracked separately and must not be inferred from this row.

    Locator
    Memorandum dated 13 April 1944; reclassification table, OSSAHINTA row (YT-278 → YTB-278)
    Finding type
    historical_record
    Finding
A 13 April 1944 Chief of Naval Operations memorandum recommending tug reclassifications effective 15 May 1944 lists OSSAHINTA in a table as YT-278 with recommended designation YTB-278. The memo covers vessels in commission, in service, or still building; this entry is not itself proof of her completion or service date.

    Limitations
The primary Navy memorandum is available as a privately hosted reproduction/transcription; the original NARA or Navy copy was not retrieved. It recommends a designation and does not establish the date it was formally implemented, the tug's completion, class, asbestos materials, exposure, or causation.

  5. [5]CourtListener authenticated API v4 search result sets for Ossahinta, YTB-278, and YT-278; Rice v. Barnard, 20 Vt. 479 (Vt. 1848) search-result metadata [court_record]

    search_ledger sl-uss-ossahinta-yt278-07 through -09; Rice v. Barnard search result, lead-opinion snippet containing '19 Vt. 278'
    Finding type
    litigation_documented
    Finding
Authenticated CourtListener v4 searches returned no qualifying asbestos litigation or other litigation naming Ossahinta: the exact-name opinion search and combined name/hull RECAP docket search each returned zero results. A combined YTB-278/YT-278 opinion search returned one unrelated 1848 Vermont opinion, Rice v. Barnard, whose snippet contains the reporter citation 19 Vt. 278; this is a citation-number collision, not a case involving the tug.

    Limitations
This is a bounded search of the CourtListener opinion and RECAP docket indexes, not a search of every state docket, PACER filing, or unindexed pleading. It does not establish that no litigation ever existed, that the tug contained or lacked asbestos, or that any person was or was not exposed. The Rice hit is a citation collision, not exposure evidence or a merits finding.

    Locator

    Finding type
    historical_record
    Finding
NARA describes asbestos use in U.S. Navy materiel during 1941–1961 as a research topic and directs vessel-specific material questions to Bureau of Ships correspondence and ship engineering drawings, including S39 insulation and lagging files.

    Limitations
This is guidance for the Navy era, not a search result or material record for Ossahinta. It cannot establish that this tug had any asbestos-containing product, where one was installed, or whether anyone encountered one.
