- Dravo (Neville Island) and Consolidated Steel (Orange) construction/conversion trades 1943-44; USN crew 1944-46 (DANFS cpl. 374 incl. embarked troops)
- Limitations
- DANFS documents construction, specifications, and service history - not materials or asbestos content. 'Fitting out at Consolidated Steel' is stated but the conversion scope (which materials added/removed) is not. Live NHHC page returns 404 (standing NHHC rot); verbatim mirror transcription and a Wayback NHHC capture (2004) are cited in agreement. Launch date conflicts with NavSource (10 vs. 18 December 1943) - carried in gaps.

- Photo-archive detail corroborating and extending DANFS: laid down 21 September 1943 at Dravo Corp., Neville Island; launched 10 December 1943 per NavSource (conflicts with DANFS 18 December - carried in gaps); 'Ferried to Orange, TX. for fitting out as a High-speed Transport'; redesignated APD-70 27 June 1944; commissioned 29 December 1944 at Consolidated Steel Corp., Orange, LCDR. Charles V. Allen, USNR; assigned to Asiatic-Pacific Theater TransDiv One Hundred Five (CAPT. J. M. - Limitations
- Volunteer-maintained photo archive - lead-level documentation, not an official record; unverified against the underlying USN/NHHC/NARA originals. Launch date conflicts with DANFS (10 vs. 18 December 1943); complement accounting (366 summed vs. DANFS 374) differs. Nothing on materials or asbestos aboard.

[4]Bureau of Ships, Ships' Data, U.S. Naval Vessels, Vol. 1 (Jan 1945), DE design groups 2-3 (TE turbo-electric) - via Atlas class profile buckley-class.class.json (class-f worktree); NavSource APD-70 spec block (this hull: two Combustion Engineering 'D' express boilers 435 psi/750F, GE turbo-electric, 12,000 shp) [other_primary]

- Finding type
- asbestos_application
- Finding
- Era/design inference for a full-steam escort built 1943-44: unlike diesel-electric (DET/FMR) DE designs, the Buckley TE plant carried two superheated 'D' express boilers (435 psi/750F) plus steam turbine-generators - confirmed for this hull by the NavSource spec block (two Combustion Engineering 'D' express boilers) - so the period-standard steam-ship asbestos set applies by design inference: boiler and fireroom insulation, steam-line lagging between fireroom and turbo-generators, turbine lagging, valve/flange gaskets, machinery packing, and fireproofing. The 1944 APD conversion at Consolidated Steel, Orange added troop accommodations (12 officers/150 enlisted) within that construction scope. The Atlas Buckley-class profile found no ship-specific asbestos record for any of 148 hulls.

- Limitations
- Class/design inference only - not a ship-specific finding. No material schedule, specification, survey, or abatement record for DE-669/APD-70 was located; whether and where asbestos products were installed aboard this hull is undocumented. Establishes no quantities and no exposure for any individual.

[5]CourtListener API v4 sweep via cl-auth-search.py (authenticated, fleet-paced): exact-name queries '"USS Pavlic"' on opinion index (type=o) and RECAP docket index (type=r); hull-number queries '"APD-70"' and '"DE-669"' per search_ledger [court_record]

- Finding type

- Finding
- CourtListener sweep: exact-name query '"USS Pavlic"' returned 0 results on the opinion index (type=o) and 0 results on the RECAP docket index (type=r) - no opinion and no indexed docket names this vessel. Hull-number query '"APD-70"' (type=o) returned 0 results. Hull-number query '"DE-669"' (type=o) returned 7 hits, all string collisions on review - criminal, immigration, tax, probate, and military-pay opinions matching digit/citation patterns; none references a vessel, naval service, or asbestos. The type=r docket queries for both hull numbers could not complete - the shared fleet pacing budget was spent across the session's retry window (minutes-scale burst contention, not the daily quota); logged as blocked in the search_ledger. No qualifying asbestos litigation naming this hull located. Separately, asbestos litigation involving a plaintiff surnamed Pavlick (different spelling) exists in the federal record - a surname collision, not this vessel.

- Limitations
- Sweep covers CourtListener's opinion and RECAP-docket indexes only; does not cover state-court records, bankruptcy-trust claims, VA claims, or non-U.S. jurisdictions. Coverage achieved: vessel name on both indexes (0/0) plus both hull numbers on the opinion index (0; 7 collisions). Not completed: the two hull-number RECAP-docket queries (fleet pacing sustained across retries). Absence of indexed cases is a finding about public dockets, not proof that no claims exist.

- Locator
- search_ledger rows sl-uss-pavlic-de669-01 through -12
- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no ACM survey, abatement contract, hazmat disclosure, material-condition report, or litigation naming this hull was found in the public sources searched. No preservation-era documentation can exist - the hull was sold for scrapping in 1968 after ~21 years in reserve at Green Cove Springs and was never a museum or memorial. The commissioned career ran only December 1944-November 1946, narrowing every exposure window relative to longer-serving hulls.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard. The hull no longer exists, so no present-day survey is possible; whether era materials aboard contained asbestos is undocumented in either direction. Construction/conversion yard records, deck logs, and mothballing/disposal files are paper leads only (ev-06).

- Finding
- Archival leads for hull-level material documentation not yet retrieved: (1) NARA RG 19 BuShips contract specifications and General Information Books covering DE-669's construction at Dravo/Neville Island and the APD-70 conversion at Consolidated Steel/Orange - the conversion work orders would carry any added material schedule; (2) NARA RG 24 deck logs for APD-70 (1944-46) - the reunion association's published history states its deck-log source as the U.S. National Archives, confirming existence; (3) INSURV/inactivation and Atlantic Reserve Fleet (Green Cove Springs) mothballing records 1946-67; (4) Navy disposal-sale records for the 1968 North American Smelting Co. purchase; (5) the association's PDF memoirs (retrieved and text-searched this session) contain no asbestos mention - a negative result within that source.

The reunion site is a veterans' association publication (not an official museum archive); its memoir text was searched and contains no asbestos reference. NARA catalog returns a JS shell to programmatic fetches (standing limitation).
