Consolidated Shipbuilding construction trades (1942-43); crew (1943-46); any disposal/merchant workforce (1948-forward)
    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its milestones are corroborated at commissioning/end points by the NARA muster-roll file-unit title (5/17/43-1/10/46) but are themselves secondary. The 450 t./20.2 kts. figures are full-load/service values; other compilations tabulate lighter standard figures for the class. Contains no asbestos content.

    Finding
The complete muster-roll file unit of this hull - commissioning through decommissioning (17 May 1943 to 10 January 1946), 280 digitized images - is publicly available at the National Archives. Read page-level for the commissioning period: the Report of Changes for the month ending 17 May 1943 ('from commissioning') records 29 enlisted men received aboard 17 May 1943, each annotated 'RS Brooklyn, NY. to PC 1199 for duty.'; the Muster Roll of the Crew for the commissioning date 17 May 1943 lists the ship's enlisted complement (approx. 60 names over two pages, all received 17 May 1943); and the Report of Changes for the month ending 31 May 1943 records one transfer to RS Pier 92, New York, NY (25 May) and three receipts - from RS New York, NY (19 May), NTSch (QM) Newport, R.I. (22 May), and RS San Francisco, Cal. (22 May).

PC-1199 crew (1943-1946); commissioning draft drawn principally from Receiving Station Brooklyn, NY
    Limitations
Muster rolls are personnel rosters, not deck logs: they document who was aboard and when, not movements, operations, or construction materials - they do not themselves document asbestos. Only the commissioning-month and May 1943 month-end pages were read page-level; the June 1943-January 1946 rolls (the majority of the 280 images) were not reviewed and hold the full crew-turnover record. Officer names on the muster roll's officers' page were not extracted this session.

    Finding type
    historical_record
    Finding
NARA catalog full-text indexing returns 'PC-1199' in the extracted text of more than 100 RG 38 war-diary file units, concentrated in Caribbean Sea Frontier / Gulf Sea Frontier commands: NOB Guantanamo Bay (monthly parts across Jul 1943-Dec 1945), NOB Key West (Jul 1943), NOB Trinidad Sector (Jun 1944; Sep and Oct 1945), COMALLFOR Aruba-Curacao (Jun 1944), COM 10 / COMCARIBSEAFRON (Feb and Apr 1945), plus vessel diaries CGC SPENCER (11/43-2/44), USS BRECKINRIDGE (Jul, Aug, Sep, Nov 1943), USS BARNEY (Jun 1944), USS LST-468 (Jul 1944). The pattern is consistent with Caribbean convoy-escort and patrol service from mid-1943 through 1945. Format verified page-level on the NOB Key West July 1943 diary (NAID 78131513), which logs daily vessel arrivals/departures and ship-repair/upkeep items by hull number.

    Limitations
Archival lead only: the catalog's OCR index establishes that the string 'PC-1199' appears in these file units' extracted text; the matching pages were NOT read page-level (except format verification on NAID 78131513), so the operational detail behind each mention is unverified, and OCR hits can include misreads. No PC-1199-authored war diary file unit surfaced in the title field of results - the hits are mentions inside other commands' diaries. This is presence/movement evidence, not materials or asbestos documentation.

    Finding type
    asbestos_application
    Finding
A steel-hulled patrol craft built in 1942-43 sits inside the Navy's documented asbestos-use era; era-standard asbestos applications aboard a patrol craft of this type and period were thermal insulation, machinery and diesel-exhaust lagging, gaskets, valve packing, electrical insulation, fireproofing, and deck coverings in the confined hull volume. As a diesel-powered vessel she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply.

  7. [7]GAO, Navy's Efforts To Protect Workers From Asbestos Exposure, HRD-80-2 (B-163375, issued Oct 18, 1979; released Oct 22, 1979) - full text retrieved via gao.gov PDF extraction [gao]

GAO HRD-80-2 transmittal letter and 'NAVY'S POLICY ON USE OF ASBESTOS' section (pp. 1-4 of the report PDF)
    Finding type
    gov_survey
    Finding
GAO documented Navy-wide shipboard asbestos use spanning this hull's construction and entire service era: 'although all ships contain some asbestos in such components as clutches and electric cables, most ships delivered in the last several years or now under construction have little or no asbestos as thermal insulation, which was the Navy's major use of asbestos aboard ships.' Product specifications for thermal insulation were changed in 1973 to asbestos-free materials, but 'some ships were delivered with asbestos insulation as late as May 1978.' The Navy's removal policy was issued October 1975 (remove/replace only damaged or repair-required insulation), modified January 1979 to selective replacement in high-maintenance areas; a one-time fleet-wide removal program was rejected on an estimated $2 billion cost.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming PC-1199 was found in the public sources searched (see search_ledger). No DANFS entry exists for this hull. CAVEAT: CourtListener could not be queried - API returned HTTP 429 with ~2.5-hour server-requested wait (daily quota exhausted under the shared fleet limiter); logged as blocked, not as a negative result. Secondary web sweeps surfaced no qualifying case and no law-firm marketing content naming this hull.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - and the litigation repository search is a genuine open gap (throttled, not run). The muster-roll remainder (Jun 1943-Jan 1946), the war-diary mentions (index-level only), builder records, and any WSA disposition file are unreviewed leads. Does not establish or defeat any claim of exposure or legal eligibility.
