    Finding
NavSource record for this hull: PC-461-class submarine chaser; call sign Nan-Charlie-Dog-Nan; laid down 29 September 1943 by the Penn-Jersey Shipbuilding Co., Camden, NJ; launched 9 January 1944; commissioned 13 November 1944; sold in January 1947 to the Foss Tug and Barge Co. of Tacoma, WA; fate unknown thereafter. Specifications: displacement 450 tons; length 173'8"; beam 23'; draft 10'10"; speed 20.2 kts; complement 65. Armament: one 3"/50 dual-purpose gun mount, one 40mm gun mount, five 20mm guns, two rocket launchers, two depth charge tracks. Propulsion: two 1,440 bhp Hooven-Owen-Rentschler R-99DA diesel engines (serial nos. 7363 and 7364), Westinghouse single-reduction gear, two shafts. The page states explicitly: "There is no DANFS History currently available for PC-1223."

    Limitations
Specifications, construction dates, and disposition only — no operational or service narrative (patrols, deployments, combat, casualties) is documented on this page or located elsewhere for this hull. No asbestos content. NavSource serves as the primary vessel-history source in place of DANFS because no DANFS entry exists for this hull (confirmed by direct access attempt — see ev-05, negative finding).

Penn-Jersey Shipbuilding page, hull list table, row 26 (PC 1223)
    Finding type
    vessel_history
    Finding
Independent builder-side corroboration: Penn-Jersey Shipbuilding was formed in March 1940 at the Cooper Point section of Camden, NJ (the former Camden Shipbuilding Co. site), and closed in June 1945 after delivering its last ship. The yard's hull list records this vessel as hull #26: "PC 1223, US Navy Sub Chaser, 463 [tons, LDT], 174 [ft, LOA], delivered 13-Nov-44, Sold 1948" — delivery date matches NavSource's commissioning date (13 Nov 1944), but the disposition year ("Sold 1948") conflicts with NavSource's "sold January 1947" (see ev-01 and gaps).

    Limitations
Museum/archive-maintained hull list, not a government record; documents yard and delivery/disposition dates only, no asbestos content. The disposition-year conflict with NavSource is unresolved; no source here or elsewhere adjudicates which figure is correct.

  4. [4]Era inference built on NavSource specifications (steel-hulled PC-461-class submarine chaser, diesel propulsion, no steam plant) plus the Navy-wide asbestos-era context documented in GAO HRD-80-2 (see ev-04) [other_primary]

    Finding type
    asbestos_application
    Finding
A diesel-powered, steel-hulled submarine chaser built in 1943-44 falls inside the Navy's documented WWII-era asbestos-use window: era-standard engineering-space applications aboard a vessel of this type and period were diesel-exhaust lagging, machinery and pipe insulation, gaskets, valve packing, and electrical insulation. No steam plant was fitted — the boiler/turbine lagging pathway seen on larger steam-powered combatants does not apply to this hull.

    Limitations
Class/era inference only — no hull-specific insulation survey, material list, or work package has been located for PC-1223. Names era-standard applications, not confirmed installed materials; no quantity; no manufacturer attribution for this hull. Penn-Jersey Shipbuilding Corp. closed in 1945, predates OSHA (1970) and NIOSH, and no yard-level industrial-hygiene study comparable to the Electric Boat NIOSH HETA used in other records was located for this builder.

    Finding
GAO documents Navy-wide asbestos insulation use and the Navy's evolving removal policy (1975 policy: remove and replace only insulation damaged or disturbed by necessary repairs; modified 1979 to selectively replace asbestos insulation in high-maintenance areas). Fieldwork for this report was conducted at Long Beach and Norfolk Naval Shipyards.

    Limitations
Program-level Navy-wide context, not specific to PC-1223, her builder, or any yard period for this hull — no record places this vessel at Long Beach or Norfolk. Full text blocked: gao.gov returns HTTP 403 to automated fetches (confirmed 2026-10-03); product-page description used instead.

  6. [6]Batch-7719 search ledger (this record): NHHC DANFS direct-access check; NavSource; Naval Marine Archive; Naval Vessel Register direct-access check; CourtListener (blocked); secondary web litigation sweep; NARA catalog check [other_primary]
    Locator

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located for PC-1223: no asbestos survey, abatement contract, hazmat disclosure, museum disclosure, or verified litigation naming this hull was found. No DANFS entry exists for this hull — confirmed by direct access attempt against two current NHHC URL patterns (both returned HTTP 404 on 2026-10-03), consistent with NavSource's own statement that "there is no DANFS History currently available for PC-1223." No Naval Vessel Register ship-detail page exists for this hull — the standard NVR URL pattern returns "Page Not Found" (confirmed by direct access attempt, 2026-10-03). CAVEAT: CourtListener could not be queried to completion this session — the fleet-wide pacing limiter stood down the first request, and the retry returned a daily-quota-exhausted response (~2.2-hour wait); logged as blocked in the search ledger, not as a negative result. A secondary web search for "PC-1223" combined with asbestos/lawsuit/litigation/mesothelioma terms surfaced no qualifying hits naming this hull (only general Navy asbestos-litigation results involving other ships).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard. The litigation-repository search is a genuine open gap (CourtListener blocked, not run to completion), not a confirmed negative. Deck logs and any Foss Tug and Barge Co. conversion/work records are undigitized or unlocated leads. This row does not establish or defeat any claim of exposure or legal eligibility.
